CNN —European officials are looking toward Russia after two submarine internet cables in the Baltic Sea were suddenly disrupted in an apparent sabotage operation, just weeks after the United States warned that Moscow was likely to target critical undersea infrastructure. A cable between Lithuania and Sweden was cut on Sunday, according to Telia Lithuania, the telecommunications company that runs the link. Separately, the state-controlled Finnish telecoms company Cinia said one of its cables, which connects Finland and Germany, was disrupted on Monday. ”Nobody believes that these cables were accidentally severed,” he told reporters on Tuesday morning ahead of a ministerial meeting in Brussels, Belgium. The Library of Congress said hackers broke into its communications systems and were able to read its email correspondence with congressional offices for most of this year. In a private notification sent Friday to some congressional offices, obtained by NBC News, the Library of Congress said that hackers “accessed email communications between congressional offices and some Library staff, including the Congressional Research Service.” The hackers had access from January until September, the notification said. The Library of Congress, the world’s largest library, offers a dedicated research staff for Congress. Last year, it gave congressional staffers more than 76,000 custom responses to inquiries, according to its most recent annual report. CNN —An unexplained fault in an undersea telecommunications cable linking Finland and Germany has disrupted communication services, the company that runs the link said Monday. The C-Lion1 cable that connects Helsinki to Rostock in Germany was built and is operated by Cinia, a state-controlled Finnish company. It is unclear what caused the fault – Cinia said in a statement that it is still investigating the issue. However, the malfunction comes just weeks after the United States warned that it had detected increased Russian military activity around key undersea cables. As part of the two-step transaction, DirecTV was to pay $1 to buy the pay TV business called Dish DBS that includes Dish and Sling TV, while agreeing to assume about $9.75 billion of Dish’s debt. LONDON British telecom firms Vodafone and Three's multibillion-pound merger could go ahead if the companies adopt a series of proposed remedies to clear competition concerns, regulators said Tuesday. Vodafone has previously said that the combined entity, once merged, would invest £11 billion ($14.46 billion) into U.K. telecommunications infrastructure. Vodafone has also said it disagrees with earlier findings from the CMA that the merger would lead to price increases for consumers. It says the merger wouldn't pricing strategy and would enhance competition between mobile virtual network operators, or MVNOs. "Approval would mark one of the most significant developments in the history of UK mobile, heralding the arrival of a new market leader with over 29 million customers," Manning said in emailed comments.

CNN —In late August, a container vessel sailed out of Angola’s Port of Lobito carrying railway operator Lobito Atlantic Railway’s first shipment of copper from the Democratic Republic of Congo (DRC) to the US. That’s about 30 days faster than a road journey, according to Francisco Franca, the CEO of Lobito Atlantic Railway (LAR), a consortium of firms that took over operations of the railway in January. With Wall Street laser focused on cloud computing this week, Google outpaced its rivals in growth, a key sign for investors that the internet company is gaining traction in artificial intelligence. Amazon Web Services, which remains the market leader, grew 19% to $27.45 billion, meaning it's more than twice the size of Google Cloud but expanding about half as quickly. Second-place Microsoft said revenue from Azure and other cloud services grew 33% from a year earlier. Five of the six trillion-dollar tech companies reported results this week, with AI chipmaker Nvidia as the outlier.
