PARIS (Reuters) - France is planning to toughen unemployment rules by restricting the period when jobless citizens receive welfare payments, Prime Minister Gabriel Attal said on Wednesday. Outlining the government's plans to further reform the job market, Attal told TF1 television: "One of the options is to reduce the duration of payments. An unemployed worker aged 53 or less currently receives up to 18 months of benefits plus six months if jobs are scarce. The duration extends to 22-1/2 months plus 7-1/2 months for workers aged 53-54, and 27 months plus nine months for those over the age of 55. Other than shortening the duration of welfare payments, Attal also said the government was considering toughening the requirements to be eligible for unemployment benefits.

The French presidency said the accord, signed by Emmanuel Macron and his counterpart, Volodymyr Zelenksiy, includes the pledge by France to provide "up to" 3 billion euros ($3.24 billion) in additional military support to Ukraine in 2024. In the agreement, which followed similar deals Kiyv has reached with Britain and Germany, France also pledges to provide more military equipment, in particular for air defence. France, alongside other partners, will also help Ukraine make its defence capacities "increasingly interoperable with NATO", the Elysee said, adding: "This includes the development of a modern defence sector in Ukraine and a path to a future in NATO." PARIS, France (Reuters) - Farmers blocked one of France's main motorways liking Paris with the northern city of Lille, the Benelux and Britain on Friday, causing kilometres of traffic jams, the first major traffic disruption caused by the protest movement in the French capital. The roadblock on the A1 north of Paris lead to traffic jams of around 4 km (2.5 miles) in the morning, according to the transport ministry's online service Bison Fute. French media reported farmers had also set up first roadblocks on traffic axes in the Essonne department south of Paris in the early morning hours, while most protests were expected to start in the early afternoon. The government said it would announce first immediate measures aimed at taming the farmer outrage later on Friday with Prime Minister Gabriel Attal expected to speak in the afternoon. So far, the government has not specified when and where Attal is due to speak or what measures could be announced.

"The EU will finally assume responsibility for its plastic waste by banning its export to non-OECD countries", Danish lawmaker Pernille Weiss said in a statement. EU countries must stop shipping plastic waste to poorer nations within two and a half years of the legislation coming into force, the Parliament said, adding that rules for plastic waste exports to countries inside the OECD - the group of the world's main rich countries - will also be tightened. PARIS, Oct 31 (Reuters) - Russian tycoon Alexey Kuzmichev has been detained for questioning in France in connection with alleged tax evasion and money laundering and for violating international sanctions, the French Financial Prosecutors’ office said on Tuesday. Kuzmichev was still being detained on Tuesday but has not yet been charged in the case. Russia will be able to defend Kuzmichev's rights once Paris provides detailed information about his case, Kremlin spokesman Dmitry Peskov said. "As far as I understand, he is a citizen of the Russian Federation so we should receive information about the detention through our diplomatic mission," Peskov told reporters. "Once we receive the information, and if the detainee so wishes, we will of course assist in protecting his rights as a Russian citizen."

PARIS (Reuters) - Russian tycoon Alexey Kuzmichev is detained for questioning in France in connection with alleged tax evasion and money laundering and for violating international sanctions, the French Financial Prosecutors’ office said on Tuesday. Searches took place on Monday at Kuzmichev's Paris home and in the Mediterranean Var region as part of the investigation, the office said, confirming a report in French daily Le Monde. Kuzmichev was still being detailed on Tuesday but has not yet been charged in the case. French customs agents last year seized the oligarch's 27-metre yacht "La Petite Ourse", sparking a legal battle between authorities and Kuzmichev, one of the main shareholders of Russia's Alfa Bank. PARIS, Oct 31 (Reuters) - Paris police shot and critically wounded a woman wearing a hijab in a metro station on Tuesday morning, after commuters reported her shouting Jihadist slogans and behaving in a threatening manner, the government said. The fully-veiled woman was shot at the Bibliotheque Nationale de France station. The fire service, which provided emergency care for the woman, said she was shot in the abdomen. The metro station, on the RER C line, was evacuated after the incident, police said. Two investigations were opened, one against the woman and a second into the use of weapons by police, the government spokesman said.
