TOKYO — The makeup of Japan’s future government was in flux on Monday after voters punished Prime Minister Shigeru Ishiba’s scandal-tainted ruling coalition in a weekend election, leaving no party with a clear mandate to lead the world’s fourth-largest economy. The biggest winner of the night, the main opposition Constitutional Democratic Party of Japan (CDPJ), had 148 seats, up from 98 previously, but also still well short of the 233 majority. But days before the vote, a newspaper affiliated with the Japan Communist Party reported that the party had provided campaign funds to branches headed by non-endorsed candidates. “LDP’s payments to branches show utter lack of care for public image,” ran an editorial in the influential Asahi newspaper two days before the election. In one bright spot, a record 73 women were elected into Japan’s male-dominated parliament, surpassing 54 at the 2009 election.

Tokyo CNN —Japanese prosecutors have charged a US Air Force member with allegedly kidnapping and raping an underage girl just before Christmas last year, Okinawa police confirmed to CNN on Wednesday. Washington was released on bail and transferred to the Kadena US Air Base in Okinawa for custody, according to a government spokesperson. The court’s spokesperson told CNN they do not have any details regarding the airman’s legal representation. The embassy told CNN in a phone call to contact Kadena Air Base, where Washington was based, for information on the case. CNN has contacted Kadena Air Base for comment.

CNN —In the land of Hello Kitty, kawaii (“cute”) culture and the Neo-Pop art of 1990s Japan, Tetsuya Ishida was an outlier. An untitled 2004 acrylic and oil painting by late Japanese artist Tetsuya Ishida from the Gagosian retrospective "My Anxious Self." Ishida, who had gone to art school, worked part-time at a print shop and as a night security guard. Many of the 200 or so paintings Ishida completed in his lifetime portray the gloom of becoming a cog in the economic machine. Another painting entitled "Gripe," painted by Ishidia in 1996, portrays a Japanese salaryman with lobster claws for hands.

TOKYO (AP) — U.S. and Japanese divers have discovered wreckage and remains of five crew members from a U.S. Air Force Osprey aircraft that crashed last week off southwestern Japan, the Air Force announced Monday. TOKYO (AP) — Japan plans to suspend its own Osprey flights after a U.S. Air Force Osprey based in Japan crashed into waters off the southern coast during a training mission, officials said Thursday. A U.S. Air Force Osprey based in Japan crashed during a training mission Wednesday off of the country’s southern coast, killing at least one of the eight crew members. The cause of the crash and the status of the seven others on board were not immediately known, Japanese coast guard spokesperson Kazuo Ogawa said. Coast guard aircraft and patrol boats found one male crew member, who was later pronounced dead by a doctor, Ogawa said. While the U.S. Marine Corps flies most of the Ospreys based in Japan, the Air Force also has some deployed there.

WELLINGTON, Feb 13 (Reuters) - More than 30,000 homes were without power in New Zealand's upper North Island on Monday as Auckland and nearby regions were hit by strong winds, heavy rain and huge swells as cyclone Gabrielle nears. Gabrielle hit Norfolk Island on Saturday night, with its most destructive winds missing the island, and is now sitting just north of New Zealand with weather forecasters expecting it to intensify as it nears land during Monday and Tuesday. Many schools and council facilities across Auckland and the upper North Island have closed and people are being asked not to travel if possible. Last month Auckland was hit by record rainfall that sparked floods and killed four people. The New Zealand Defence Force has located staff across Auckland and neighbouring regions and they are bringing in welfare stores to civil defence centres and shelters.
