Rainfall in northeastern provinces could be as much as 50% higher than normal in August, China's national forecaster have warned. In the northern province of Hebei, over 1.2 million people had been evacuated as of Wednesday due to flooding caused by residual rains from Doksuri. China's top economic planner on Friday earmarked an additional 100 million yuan to support post-disaster recovery in Tianjin and Hebei on top of the 100 million yuan announced on Wednesday for Beijing and Hebei. The finance and water resources ministries separately on Friday also offered 450 million yuan to support the overall recovery effort.

Hong Kong CNN —Typhoon Doksuri made landfall in China’s southeastern coast on Friday, state weather agencies said, after the storm battered parts of the Philippines and killed at least 39 people, including dozens on an overcrowded boat that capsized in strong winds. The typhoon slammed into the coastal county of Jinjiang in Fujian province at 9:55 a.m. local time, the National Meteorological Center said. The winds around the time of landfall were approaching 175 kilometers per hour (108 mph), according to the Joint Typhoon Warning Center but the storm’s interaction with land has likely lowered the wind speeds slightly. Another 13 people were killed elsewhere in the country from Typhoon Doksuri, known as Egay in the Philippines, the the National Disaster Risk Reduction and Management Council said Friday. The storm brought floods to five regions and triggered more than a dozen rain-induced landslides, the agency added.

At least one person drowned in the province of Rizal in the wake of the typhoon, the national disaster agency said. But authorities issued land warnings for several counties and cities in southern Taiwan including the major port city of Kaohsiung. Railway services between eastern and southern Taiwan will be suspended from Wednesday evening. More than 300 people have been evacuated in southern and eastern Taiwan as a precaution as Doksuri was expected to bring up to 1 metre (3.3 feet) of rainfall there. A Level II emergency response implies an oncoming typhoon could severely affect the country, according to the state council's national emergency plan for flood control and drought relief.

Hong Kong CNN —A growing typhoon is sweeping across the Pacific Ocean toward the Philippines, with forecasters warning it could strengthen into a supertyphoon and press on towards Taiwan, Hong Kong or mainland China later this week. Typhoon Doksuri began as a tropical storm in the Western Pacific on Sunday morning, according to the United States’ Joint Typhoon Warning Center. That could increase to about 18 inches of rainfall by Wednesday as the typhoon intensifies and heads toward the northern part of the South China Sea – spelling potential trouble for Taiwan, Hong Kong, and parts of southern China. The Hong Kong Observatory has asked the public to monitor weather announcements, warning the typhoon will bring high heat and thunderstorms ahead of its arrival. The city has just experienced another storm, Typhoon Talim, a week ago, which prompted authorities to close schools and the stock market.

Asia-Pacific markets are headed for a mixed open on Tuesday as investors await the release of minutes of the Reserve Bank of Australia's July policy meeting. In Australia, futures for the S&P/ASX 200 were at 7,239, lower than the index's last close of 7,298.5. In Japan, the Nikkei 225 could start its week either way based on futures data as it comes back from a holiday , with the futures contract in Chicago at 32,405, and its counterpart in Osaka at 32,340 against its last close at 32,340. Hong Kong's Hang Seng index also resumes trading today after trading sessions were suspended on Monday due to a warning for Typhoon Talim. Hang Seng futures are at 19,450, compared to the HSI's last close of 19,413.78.

China Meteorological Administration issued an orange alert, saying the typhoon was expected to increase in intensity to become a severe typhoon by the time it makes landfall at night along the southern coast from Guangdong to Hainan. China has a four-tier colour-coded weather warning system under which orange is the second highest alert. Talim is set to be the fourth typhoon this year but the first to make landfall in China, according to weather predictions. The national forecaster urged authorities in Guangdong and Hainan to be on standby to respond to the typhoon. Chinese national weather forecaster said rainfall in several cities in the southeastern Fujian and eastern Jiangsu provinces reached 200-300mm (7.87-11.81 inches) within three hours early Monday morning.

Gold prices edged lower on Monday as the dollar inched up, although investors largely bet on the U.S. Federal Reserve hitting the brakes soon on interest rate hikes. Spot gold fell 0.1% to $1,952.74 per ounce by 0307 GMT, around $11 lower from the three-month high hit on Friday. "Whilst inflation remains high, markets are responding to the relative change over the absolute level of interest rates going forward. And if peak cycles are close, it is another supportive feature for gold, alongside central bank buying," Simpson added. Lower interest rates decrease the opportunity cost of holding non-yielding bullion.
