Taiwan Semiconductor Manufacturing Company's first Arizona chip fabrication plant, or fab, is making history because it's the most advanced chip fab on U.S. soil, and Apple has committed to being the site's largest customer. Andrew EversWith the help of some 2,000 employees, the fab is set to make more advanced chips than originally planned. Talks with TSMC about bringing advanced chip production to the U.S. began in 2018, during Trump's first term. Rose Castanares, a 26-year company veteran and now president of TSMC Arizona, was also involved with the early conversations. In October, some TSMC chips were spotted in Huawei devices, despite bans on selling to the Chinese company.

When Nvidia CEO Jensen Huang spoke to Goldman Sachs CEO David Solomon on Wednesday, the banker raised this relationship — and how precarious it is due to rising tension in the Taiwan Strait. This story is available exclusively to Business Insider subscribers. Last year, Huang said he felt "perfectly safe" relying on manufacturing in Taiwan. Though Samsung has some of the same capabilities required to produce the most advanced chips, TSMC is the clear leader. Huang went on to praise TSMC for scaling up to meet the demand that created Nvidia's "hockey stick" earnings in recent years.

TSMC 's Arizona subsidiary is set to receive up to $6.6 billion in U.S. government funding under a preliminary agreement announced by the Biden administration on Monday. The funding, under the U.S. CHIPS and Science Act, will support Taiwan Semiconductor Manufacturing Co.'s more than $65 billion investment in three cutting-edge fabrication plants in Phoenix, according to the nonbinding agreement. The Taiwanese multinational semiconductor company is also eligible for around $5 billion in proposed loans under the CHIPS Act. According to Raimondo, the funds will include $50 million to train and develop local talent in Arizona, with TSMC Arizona having already created more than 25,000 jobs and attracted 14 semiconductor suppliers for the state. The CHIPS Act, passed in August 2022, is an almost $53 billion package aimed at building the U.S. domestic semiconductor industry to boost the country's economy and better compete with rivals such as China for national security purposes.

Now, as the shovels hit the ground to begin construction, companies are realizing how difficult it is to find talent. TSMC is bringing in workers from Taiwan to handle the high-tech equipment and train U.S. workers. The Arizona Pipe Trades 469 union has helped fund a website called "Stand with American Workers" accusing TSMC of overlooking Arizona workers in favor of Taiwanese counterparts in an attempt to "exploit cheap labor."

The law also prohibits funding recipients from expanding semiconductor manufacturing in China or other countries deemed a national security risk by the United States government. A year after President Joe Biden signed the CHIPS and Science Act into law, the U.S. semiconductor industry is still waiting on the windfall. The potential for federal funding has spurred some potential huge investments in the semiconductor sector. "The back-end semiconductor manufacturing sector that Integra participates in, operates on very thin margins that just don't make it possible without the CHIPS Act support to do this," Integra CEO Brett Robinson said. Intel, Taiwan Semiconductor Manufacturing Co. and silicon carbide producer Wolfspeed have all hired workers and started construction despite not receiving any federal CHIPS Act funding.
