Professor Yoshua Bengio, at the One Young World Summit in Montreal, Canada, on Friday, Sept. 20, 2024Famed computer scientist Yoshua Bengio — an artificial intelligence pioneer — has warned of the nascent technology's potential negative effects on society and called for more research to mitigate its risks. Machines could soon have most of the cognitive abilities of humans, he said — artificial general intelligence (AGI) is a type of AI technology that aims to equal or better human intellect. Yoshua Bengio Head of the Montreal Institute for Learning AlgorithmsSuch outcomes are possible within decades, he said. There are arguments to suggest that the way AI machines are currently being trained "would lead to systems that turn against humans," Bengio said. Yoshua Bengio Head of the Montreal Institute for Learning AlgorithmsCompanies developing AI must also be liable for their actions, according to the computer scientist.

New technology, however, using drones, artificial intelligence and weather balloons aims to modernize and accelerate that process. Near Space Labs, a Brooklyn, New York-based startup, invented "Swifts," or stratospheric, AI-enabled robotic cameras that fly on weather balloons. The giant weather balloons fly twice as high as airplanes cruise. Insurance and reinsurance companies, like Swiss Re, are using Near Space to help them understand and price risk. Hurricane Milton's insured losses could cost between $30 billion and $50 billion, said analysts. AdvertisementHurricane Milton stormed Florida on Wednesday, leaving an estimated $30 billion to $50 billion of insured losses, according to analysts from Fitch Ratings in a Thursday note. Milton's insured losses could range from $30 billion to $50 billion, according to Fitch, making it the largest since Hurricane Ian in 2022, which caused $60 billion in damages. According to a September report by Moody's Analytics, Hurricane Helene's insured losses were between $20 billion and $34 billion. Fitch analysts said local insurers might face insufficient reinsurance coverage to handle the losses and drive up premium rates.

Hurricane Milton's impact on Florida won't cause major losses for catastrophe bond investors, portfolio managers say. Insurance companies still face significant losses, but cat bond investors aren't eyeing the worst-case scenario. AdvertisementThe impact of Hurricane Milton on Florida is unlikely to trigger massive losses for catastrophe bond investors. The losses for cat bond investors, therefore, might only be in the low-single digits. This will drive an increase in risk premiums, leading to higher return expectations for cat bond investors moving forward," Steiger said.

Hurricane Milton may cause major losses for catastrophe bond investors. AdvertisementThe back-to-back barrage of Hurricanes Helene and Milton could trigger big losses for investors in catastrophe bonds. However, on the other hand, a strong hurricane can trigger various clauses within catastrophe bonds, resulting in big losses for investors. AdvertisementHowever, according to RBC, higher reinsurance rates implemented following Hurricane Ian could soften the blow for cat bond investors, depending on the severity of Hurricane Milton. The potential for massive damage caused by Hurricane Milton, which is considered to be a once-in-a-generation event, is also dragging down global reinsurer stocks.

American-led talks to halt Sudan’s war, convened at an exclusive Swiss ski resort, ended after 10 days on Friday with agreements to deliver food and medicine to millions of starving Sudanese in the country’s most famine-stricken areas. But the mediators failed to broker a cease-fire, or even to get both sides around the table, after Sudan’s military refused to show up. Frustrated American and Arab diplomats said the breakdown exposed the disarray and internal divisions in Sudan’s weakened military, which are a major obstacle to ending Africa’s biggest war. The United States hoped the talks in Villars-sur-Ollon, a picturesque village 80 miles by road from Geneva, could break an eight-month diplomatic deadlock. Since then, war has spread, bringing a widespread humanitarian crisis that this month led to a rare declaration of famine.

Jamaica can't tap into catastrophe-bond funds despite Hurricane Beryl's devastation. With climate change on the rise, cat bonds have grown into a hotter investment. But in this case, investors in the country's $150 million asset won't have to pay a dime, the outlet said. The structure of the cat bonds was such that they paid investors 7% above the US Treasury rate. Climate disasters are not always strong enough to trigger cat bond payouts, an expert told Business Insider in October.

All have died in blistering heat in recent weeks around the world, a harrowing reminder of the global dangers of extreme weather as a severe heat wave bears down on more than 70 million Americans this week. Dozens of cities in Mexico broke heat records in May and June, killing more than 100 people. Greece is bracing for wildfires this week, right after back-to-back heat waves killed several tourists. Extreme heat killed an estimated 489,000 people annually between 2000 and 2019, according to the World Meteorological Organization, making heat the deadliest of all extreme weather events. “Climate change may also drive food and water shortages and in turn civil unrest, and mass migration,” the report said.

Switzerland's financial regulator ruled on Wednesday that the UBS takeover of Credit Suisse did not create any competition concerns, despite recommendations from the country's antitrust watchdog that it merited further scrutiny. "The merger of UBS and Credit Suisse will not eliminate effective competition in any market segment," Swiss financial regulator FINMA said in a statement. UBS said it will continue to implement its integration of Credit Suisse after FINMA's report. It also narrowed the financing options for the country's high-cost, export-orientated companies, especially with Credit Suisse seen as the bank which supported entrepreneurs. "When I look at the discussion after Credit Suisse's rescue by UBS, I see more fear than courage," he said in Lucerne.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.

The October report found that around 13% of Americans reported economic hardship over the prior year due to climate change. Climate change could cost Americans born in 2024 nearly $500,000, due to higher taxes and pricier housing and food, among many other factors, ICF, a consulting firm, recently found in a report commissioned by Consumer Reports. "There are clear interactions between heat waves and health conditions," said Charles Driscoll, a professor at Syracuse University who studies climate change.
