Over the past 15 years, China has expanded its once-minimal military presence in the South China Sea into a significant one. China has used nonmilitary assets such as its Coast Guard, fishing vessels and maritime militia to bully its neighbors, blockade their ships and build Chinese military bases on disputed islands. Like any unchallenged bully, China has become increasingly aggressive. Last month, Chinese Coast Guard personnel attacked a Philippine supply vessel with axes and other crude weapons — Manila says a Filipino sailor and several others were injured — in one of the worst acts of violence between China and its rivals in the South China Sea in years. The shoal lies about 120 miles off the Philippine island of Palawan and is well within the nation’s exclusive economic zone.

Shares of Dexcom tumbled more than 35% in extended trading Thursday after the diabetes management company reported disappointing revenue for the second quarter and offered weak guidance. The company reported net income of $143.5 million, up from the $115.9 million it reported during the same period last year. Dexcom updated its full fiscal year guidance to reflect expected revenue between $4 billion and $4.05, which is down from the $4.20 billion to $4.35 billion it forecast last quarter. "While Dexcom advanced several key strategic initiatives in the second quarter, our execution did not meet our high standards," Dexcom CEO Kevin Sayer said in the release. Russia and China flew strategic bombers in a joint patrol exercise near Alaska, the first time they had conducted air drills together in that area, a pointed signal to Washington of their deepening military ties. Two Russian Tu-95 bombers and two Chinese Xian H-6 planes flew over the waters of the Chukchi and Bering seas, with Russian fighter jets guiding them, the Russian Defense Ministry said Thursday in a statement. The joint flight lasted longer than five hours, the ministry added. Ukraine’s top diplomat met with China’s foreign minister on Wednesday in talks that signaled Kyiv’s increased willingness to pursue a diplomatic solution to the war with Russia and to have China play a more central role in the effort. “I am convinced that a just peace in Ukraine is in China’s strategic interests,” Dmytro Kuleba said in a statement after a meeting with Wang Yi, the Chinese official, in the southern Chinese city of Guangzhou. “China’s role as a global force for peace is important.”Mr. Kuleba made clear that Ukraine attached conditions to such negotiations, saying it would only engage Russia when Moscow was “ready to negotiate in good faith.” He added: “No such readiness is currently observed on the Russian side.”Mr. Kuleba is visiting China for the first time since Russia’s invasion of Ukraine in February 2022. His trip comes as Ukraine is slowly losing ground in the war and faces growing uncertainty about the level of support it will have from the West.
