Justice Brett Kavanaugh authored a new opinion that ruled two states didn't have standing to sue the government. It's the second case led by a conservative justice that scrutinizes a state's standing to sue. The Supreme Court ruled 8-1 that the states lack standing to bring the suit, with Justice Sam Alito as the lone dissent. "But in our system of dual federal and state sovereignty, federal policies frequently generate indirect effects on state revenues or state spending. Kavanaugh's opinion was, of course, only responding to the Texas case and there was no reference to the pending student-debt relief cases.

The paper also reported that regulators asked Dimon, Bank of America, and other banks to buy Silicon Valley Bank and pay out depositors over the insured limit.
The World Happiness Report released its annual ranking of the happiest countries in the world and for the sixth year in a row Finland has landed in the top spot. "This gap is small in countries where almost everyone is very unhappy, and in the top countries where almost no one is unhappy," the report states. This year's ranking is similar to those in the past, with the same Nordic countries taking the top three spots. Finland is willing to share its wisdom: It's offering a free "masterclass of happiness" to help travelers find their "inner Finn." The United States didn't rank in the top 10 on the list, but it did land at No.
The 8th Circuit blocked Biden's student-debt relief in response to a lawsuit filed by six GOP-led states. It said the states' argument that the relief would hurt student-loan company MOHELA has standing. But a district judge previously dismissed that argument, and MOHELA said it wasn't involved in the case. This was in response to a lawsuit filed by Missouri and five other Republican-led states who argued the loan forgiveness would hurt the states' tax revenues, along with that of Missouri-based student-loan company MOHELA. "This unanticipated financial downturn will prevent or delay Missouri from funding higher education at its public colleges and universities."

Yet its entire loan cancellation plan could be in jeopardy due to the legal challenges brought by Republicans, it warned. "If Republican officials get their way, tens of millions of Americans' monthly costs will rise dramatically when student loan payments resume next year," according to a statement by the administration. Most recently, a legal challenge from six GOP-led states temporarily stopped the administration from starting to forgive borrowers' debt. Tribe agreed, and said the other challengers also were on shaky legal standing.

They filed an appeal, and asked the court to stay the president's plan, which was supposed to start unfolding as early as this week, while their request is considered. Circuit Court of Appeals granted the states' emergency petition, leaving the Biden administration unable to start forgiving any student debt for now. The U.S. Department of Education had said borrowers who hold these FFEL, or Federal Family Education Loans, can take this step to qualify for its relief.

Earlier this week, the Cato Institute — a Koch-backed libertarian think-tank — filed its own lawsuit against student-loan forgiveness, and next week, a federal judge is holding a hearing for a lawsuit filed by conservative group the Job Creators Network.
