ROSWELL, N.M. — The New Mexico National Guard continued search and rescue operations Sunday in Roswell after record rainfall produced severe flooding in and around the city and Chaves County and left at least two people dead. Guard officials said 309 people had been rescued since Saturday, with 38 of those taken to hospitals for treatment of undisclosed injuries. Roswell city officials said water levels had receded in many parts of the city but remained high in the downtown area. Search and rescue efforts are underway in Roswell, N.M., on Sunday, following severe flooding. Authorities set up a shelter at the Eastern New Mexico state fairgrounds for Roswell residents displaced by the flooding.

CNN —Two fast-growing fires are tearing across a southern New Mexico tribal reservation and converging on a village “like a pair of tongs,” prompting thousands of residents to evacuate, officials say. An estimated 5,000 residents were ordered to evacuate the village area due to the approaching South Fork Fire, New Mexico Forestry spokesperson George Ducker told CNN. A second blaze, the Salt Fire, is also burning on tribal land south of Ruidoso and has scorched 2,000 acres. The South Fork Fire has burned more than 5,000 acres and is zero percent contained, according to an overnight update from the New Mexico Forestry Division. Both fires are acting like “a pair of tongs, and Ruidoso is in the middle,” Ducker said.

Some Republican contenders for their party's 2024 presidential nomination have turned to a blunt policy proposal to tamp down on crime: killing criminals. Crime, meanwhile, is a greater concern for voters than it has been in previous elections, even as crime trends are mixed. The former president has reiterated previous calls for drug dealers to receive the death penalty, despite legal scholars questioning its constitutionality. For instance, the U.S. Supreme Court holds that the application of the death penalty for crimes that do not result in the death of the victim is generally unconstitutional. In 2008, the court left open the possibility of the death penalty for "drug kingpin activity," though it has never been applied.

In March, the Democratic governor announced a plan to gift several California cities hundreds of tiny homes by the fall to create space to help clear homeless encampments that have sprung up across the state’s major cities. More than 171,000 homeless people live in California, making up about 30% of the nation’s homeless population. The state has spent roughly $30 billion in the last few years to help them, with mixed results. Officials also pointed to a new law signed by Newsom in July to streamline construction of tiny homes. “It’s going to help thousands of people who are going to benefit because of the comprehensive nature of the approach here.”Sacramento and the state have also agreed to place the other 175 tiny homes at the California state fairgrounds.

Circuit Court of Appeals concluded that the federal law violated a Mississippi man's right to "keep and bear arms" under the U.S. Constitution's Second Amendment. The U.S. Drug Enforcement Administration did not administer a drug test, though Daniels admitted he sometimes smoked marijuana, which federal law prohibits. While his case was pending, the conservative-majority Supreme Court in June 2022 declared for the first time that the Second Amendment protects an individual's right to carry a handgun in public for self-defense.

As the politicians and Republican Party officials tossed out the red meat on Saturday at an event at the Iowa State Fairgrounds, Wayne Johnson, a 70-year-old farmer and financial consultant from Forest City, Iowa, had some quieter thoughts about the next president he would like to see. The violence in American schools and public places, the tribalism in politics, the negativity of the nation’s elected officials — “If a leader can take us in a positive direction, people will follow,” Mr. Johnson said. His wife, Gloria, jumped in. “I really don’t care about people’s sexual habits and I don’t want to hear about it all the time,” she said with exasperation about her party’s focus on social issues like transgender care and L.G.B.T.Q. “Politicians are taking positions on ‘woke’ that have more to do with sex than promoting our country in a positive way.”The event, called “Roast and Ride” — an annual motorcycle and barbecue-infused political rally sponsored by Iowa’s junior Republican senator, Joni Ernst — laid bare divisions in the party, with some attendees focusing on pocketbook issues and tone and others looking for a candidate who will take on Democrats on a social and cultural front.

The state's 21-year age minimum, enacted as part of a 2003 gun control law, had been challenged in a 2021 lawsuit by three gun rights groups - Minnesota Gun Owners Caucus, Firearms Policy Coalition and Second Amendment Foundation - and three individuals. The plaintiffs argued in their lawsuit that the age minimum violated the Second Amendment because 18- to 20-year-olds were permitted to possess guns at the time of the United States' founding. Menendez wrote that she had "reservations" about the historical analysis demanded by the Supreme Court, noting that "judges are not historians." Circuit Court of Appeals recently upheld a 21-year age minimum for handgun purchases in Florida, based on 19th-century laws, but said those laws only concerned gun sales, not the right to carry guns. Water was distributed in September at the state fairgrounds in Jackson, Miss., after the the city’s water system collapsed. The Justice Department on Tuesday sued Jackson, Miss., for failing to provide safe drinking water and secured an interim agreement for the appointment of a third-party manager to maintain and oversee the system, after residents were left without reliable water earlier this year. City officials this summer were unable to deliver water to the roughly 160,000 residents in Jackson and the surrounding area. The city had previously issued a boil-water notice in July before floods devastated the city’s already-fragile water system.
