CNN —A record quantity of bribes, including cash, booze, drugs and precious metals, has been seized by Indian election authorities in the run-up to mammoth nationwide polls that begin on Friday. The Election Commission of India (ECI) on Monday revealed it had recovered inducements worth just over $550 million since March — the largest amount in the country’s 75-year electoral history. It marks a “sharp increase” on the more than $400 million in bribes seized by the ECI in the country’s last general election in 2019, the agency said. India’s political parties and leaders routinely preach against election corruption and inducements, but the level of monitoring and tackling of graft across such a vast nation varies widely. Anti-corruption groups had long complained that the system meant a lack of transparency in donations to political parties — allowing corporations to donate large sums without disclosure.

Politics in India is an expensive business, and sometimes lucrative, too. In this year’s election, parties are expected to spend more than $14 billion — as much as in the United States. But there has been little in the way of transparency for the huge sums sloshing around. Reading between the lines of the spreadsheets full of names poses questions about the intersection of government and business in India. Construction companies, gambling impresarios, pharmaceutical bosses and many more corporate entities and individuals had forked over $1.7 billion in bonds since 2019.

India’s Supreme Court on Thursday struck down a contentious fund-raising mechanism that allowed individuals and corporations to make anonymous political donations, a system that was widely seen as an advantage for Prime Minister Narendra Modi’s governing party. Though the judgment came just months before the country’s next general election, probably too soon to affect its outcome, activists said it could bring more accountability to campaign finance down the road. The ruling on “electoral bonds,” as the fund-raising instruments are known, came a full six years after Mr. Modi’s government introduced them. Under the contested fund-raising system, the government-owned State Bank of India, India’s largest commercial bank, issued paper bonds that could be purchased in exchange for donations to a political party of the donor’s choice. They range from just $12 to more than $120,000, with no limit on the number of bonds that a donor could buy.

The age limit for state-run bank chiefs is much lower than their private sector peers, who retire at 70 and have longer tenors. Analysts have often cited this as a reason for a lack of continuity in strategy at state-owned lenders. This time the country’s second largest private sector lender is dealmaking from a position of strength. It was one among a flurry of subsidiary IPOs that battered lenders including State Bank of India (SBI.NS) undertook to generate cash. ICICI Bank was particularly vulnerable, with then CEO Chanda Kochhar battling allegations of dodgy lending to the Videocon group. HDFC Bank (HDBK.NS), the country’s largest private lender, is set in July to complete its merger with its parent, partner and 26% shareholder Housing Development Finance Corporation (HDFC) (HDFC.NS). That’s a great opportunity for the larger, streamlined HDFC Bank – until now it sold most home loans it originated to its parent. However, the share of mortgages in HDFC Bank’s portfolio will rise close to 30%, compared to SBI’s 20%. HDFC Bank remains a fixer-upper in a couple of important respects, though. Housing Development Finance Corporation created HDFC Bank in 1994 and remains a 26% shareholder.
