LIMA, Peru — Chinese President Xi Jinping launched a weeklong diplomatic blitz of South America on Thursday by inaugurating a massive deep-water port in Peru, a $1.3 billion investment by Beijing as it seeks to expand trade and influence on the continent. Cranes at the Chancay megaport are seen behind a neighborhood in Chancay, Peru, last month. The rail project is estimated to cost $3.5 billion, according to Mario de las Casas, corporate affairs manager at Cosco Shipping Chancay Peru. Robert Evan Ellis, Latin America research professor at the U.S. Army War College, said that Chancay will make shipping between Latin America and China more efficient. China has overtaken the United States to become the largest trading partner of countries such as Peru.

The Israeli military said it killed Hamas leader Yahya Sinwar during an operation in Gaza. AdvertisementThe Israeli military said Thursday that it killed Hamas leader Yahya Sinwar during an operation in Gaza, eliminating the architect of the massacre that Hamas executed on October 7, 2023. The Israeli military said in a statement that soldiers from its Southern Command killed Sinwar on Wednesday. But despite months of intense Israeli air and ground operations that have leveled much of Gaza, Sinwar managed to remain elusive. AdvertisementThe 62-year-old Sinwar had been the leader of Hamas in Gaza since 2017 and the leader of its political wing following the July assassination of Ismail Haniyeh.

CNN —The Israeli military confirmed on Thursday that Hamas leader Yahya Sinwar, believed by Israel to be chief architect of the militant group’s deadly October 7, 2023, terror attack that set off the war in Gaza, had been killed in battle. After completing the process of identifying the body, it can be confirmed that Yahya Sinwar was eliminated.”Two Israeli sources familiar with the matter told CNN earlier that Israeli forces encountered Sinwar during a routine military operation. Sinwar, pictured center, attends the funeral of a senior Hamas militant alongside Ismail Haniyeh in Gaza City in 2017. A longtime figure in the Islamist Palestinian group, Sinwar was responsible for building up Hamas’ military wing before forging important new ties with regional Arab powers as the group’s civilian and political leader. He was elected to Hamas’ main decision-making body, the Politburo, in 2017 as the political leader of Hamas in Gaza branch.

Kevin Riehle, a former FBI counterintelligence officer, told BI last December that Russia was using South America to obtain fake identities for its spies. AdvertisementDaniel P. Erikson, deputy assistant secretary of defense for the Western Hemisphere, also warned of Chinese and Russian threats in Latin America at an Atlantic Council event in February. Latin America, in the post-Cold War era, has not seen major wars, the prospect of nuclear weapons, or US rivals seeking to establish military bases and alliances directly, he said. CNN —Israel has announced that a Hamas commander was killed in Saturday’s strike on southern Gaza, but the fate of the major target, Hamas military chief Mohammed Deif, remains uncertain. The Israeli military is verifying whether he was killed while Israeli Prime Minister Benjamin Netanyahu also acknowledged it is uncertain whether he died. The Ministry of Health in Gaza said the strike killed at least 90 Palestinians and injured 300 others in Al-Mawasi, a designated humanitarian zone. If his death is confirmed, Deif would be the highest profile Hamas leader killed since the war in Gaza began nine months ago. Israeli intelligence services said this past week they killed a total of 25 Hamas operatives involved in the October 7 attacks.

On Monday, Israel’s public broadcaster, Kan 11, added to the growing mountain of evidence that the country’s leadership could have – or, at the very least, should have – known an attack was possible. In December, State Comptroller Matanyahu Englman announced he would open an investigation into intelligence failures before the October 7 Hamas attack. Historically, Israel has had a public inquiry roughly every two years, he says, but not under its present and longest-serving leader. The most likely means of understanding the failures of October 7 was by dissecting it into smaller and more manageable issues, he said, like separating intelligence failures from those of operational doctrine. Major General Aharon Haliva, who was the commander of the IDF’s military intelligence, quietly announced in April that he would be stepping down.

The officials even had intel on how Hamas intended to treat the hostages in certain extreme circumstances and what rules Hamas set for executing hostages, Kan reported. That oversight prevented top Israeli intelligence leaders from doing anything about the internal report detailing Hamas' plans, Kan News reported. Hamas militants attacked southern Israel on October 7, killing 1,200 people and taking hundreds hostage, many of whom are still being held in captivity. The exact number of hostages Hamas took is unclear, but Israel has estimated it was around 240, with about 116 still in Gaza, the Wall Street Journal reported.

CNN —The USS Helena, a fast-attack nuclear submarine, surfaced in Guantanamo Bay, Cuba, a day after Russian naval forces arrived in Havana to conduct drills with the island nation, a Russian ally. Navy destroyers, as well as P-8 submarine hunting aircraft, tracked the movements of the Russian ships as they made their way south off the east coast of the United States. Eyewitnesses also said that they saw Israeli forces in disguise – dressed as Hamas fighters or civilians. The Israeli military denied using civilian vehicles, but declined to say whether the officers conducting the rescue were disguised as militants or dressed as Palestinian civilians. CNN —The Senate on Thursday confirmed career foreign service member Dennis Hankins to be US ambassador to Haiti, where widespread violence has brought social order to the brink of collapse. Dajabon, Dominican Republic CNN —The United States and other diplomatic missions have begun evacuating personnel from Haiti, as gang violence in the Caribbean nation’s capital Port-au-Prince continues to spiral. US Southern Command said the move was consistent with “standard practice for Embassy security augmentation worldwide.” No Haitians were on board the military aircraft, it added. Another source with knowledge of the operations told CNN there have been at least 12 helicopter evacuation flights into Port-au-Prince over the past three days, all evacuating diplomatic and humanitarian staff. However, shots fired nearby after the last flight’s take off on Sunday have called into question the viability of continuing the evacuation flights, the source said. Ukraine has virtually no navy of its own, but technological innovation, audacity and Russian incompetence have given it the upper hand in much of the Black Sea. Rather than fold, the Ukrainians declared a unilateral “Black Sea Humanitarian Corridor” for merchant shipping and stepped up its use of maritime drones and missile attacks against Russia’s Black Sea fleet. One-third of the Black Sea fleet has been disabled or destroyed, and the remaining ships rarely venture into the western half of the sea. In August, Russia withdrew some of the Black Sea fleet from its headquarters in Sevastopol to relatively safer ports on the Russian coast. Russia is unlikely to be able to tilt the balance in the Black Sea back in its favor.
