Tokyo CNN —America’s two most powerful allies in the Pacific are taking their defense ties to new heights amid increasing concerns over China’s assertiveness in the region and North Korean threats, Japan’s top general said Thursday. Yoshida called on Japan, South Korea and the United States to “demonstrate our strong unity domestically and globally to ensure regional peace and stability.”But bilateral cooperation between Japan and South Korea is the most noteworthy result of this week’s meeting in Tokyo. Kim said he and Yoshida “share a lot of the same thoughts,” an acknowledgment of the mutual perspective on the regional threat posed by China and North Korea. Last month, Japan and South Korea joined the US in the inaugural Freedom Edge in the Pacific, a military exercise that focused on ballistic missile and air defense, anti-submarine warfare and more. “Domestic politics remain complicated in Seoul and Tokyo, but policymakers and military professionals want to lock in coordinated responses to North Korea, Russia, and China before any major political changes occur in Washington,” Easley said.

CNN —China’s support for Russia is “enabling” its war in Ukraine, leaders of the world’s most advanced economies warned Friday in a hardening of tone against Beijing, while threatening further sanctions against actors that materially support Moscow’s war machine. “China’s ongoing support for Russia’s defense industrial base is enabling Russia to maintain its illegal war in Ukraine and has significant and broad-based security implications,” the G7 leaders said in the communique Friday. The US and European Union have already slapped sanctions on Chinese companies, and this week, the US imposed fresh sanctions on China-based firms supplying semiconductors to Russia. “So it is, in fact, helping Russia.”Leaders of the G7 nations gathered in southern Italy this week, with boosting support for Ukraine top of the agenda. “We express serious concern about the increasing use of dangerous maneuvers and water cannons against Philippine vessels.”

He also warned that the death of any Filipino citizen at the hands of another country in the South China Sea would be “very close” to an act of war. It is also a rare opportunity to hear from, and pose questions to, senior Chinese military leaders. Robert Ward, IISS Japan chair, told CNN he felt Dong’s tone was “more shrill” than he’s seen in previous speeches by Chinese defense chiefs at the gathering. “The strategic environment in Asia has actually got more tense and I think we saw that in the Chinese defense minister’s speech today,” Ward said. “Every year for three years, a new Chinese defense minister has come to Shangri-La,” the official told CNN.

The meeting, between US Defense Secretary Lloyd Austin and China’s Minister of National Defense Adm. Dong Jun, is the first face-to-face talks between the two defense chiefs and Austin’s first such discussions with a Chinese counterpart since late 2022. The meeting, on the sidelines of an annual defense conference in Singapore, takes place against a fraught regional backdrop. Austin is expected to raise concerns with Dong about China’s support for Russia, US officials said ahead of the meeting. Talks between Austin and Dong are not expected to see substantive progress towards resolving many entrenched issues between them. Several weeks later, US and Chinese top generals spoke in a video call, paving the way for this week’s in-person meeting between the defense chiefs.

Singapore CNN —US Defense Secretary Lloyd Austin on Saturday hailed the arrival of a “new convergence” in the Indo-Pacific, as the United States fortifies strategic and security partnerships in the region amid rising threats from China and Russia. “Today, we are witnessing a new convergence around nearly all aspects of security in the Indo-Pacific,” Austin said at the Shangri-La Dialogue security forum in Singapore. Looming large in that regional vision is a more assertive China, which Austin alluded to without mentioning it by name. Austin’s emphasis of a “new convergence” in Asia Pacific appeared to have struck a raw nerve with the Chinese delegation in the audience. Austin also reaffirmed US commitment to the Asia Pacific region, saying peace and stability across the region are crucial for the whole world.

“It’s super scary,” a passenger told Taiwan’s United Daily News in a video upon returning to shore under the escort of a Taiwanese coast guard ship on Monday. “(The Chinese coast guard) chose a tourist vessel because it’s high profile – you would expect lots of people on the boat with cameras and phones,” he said. The stakes are high, as the increased presence and closer proximity of Chinese and Taiwanese coast guard vessels raise the specter of miscalculations that could potentially spiral into open conflict. Speaking to reporters about the inspection by the Chinese coast guard, Taiwan’s Defense Minister Chiu Kuo-kcheng highlighted such risks, saying the defense ministry is “very concerned” about potential miscalculations. CNN —Australian Prime Minister Anthony Albanese has accused the Chinese navy of “dangerous, unsafe and unprofessional” conduct after an incident in international waters near Japan, marking a potential friction point with Beijing weeks after he visited the Chinese capital to stabilize relations. Australian divers aboard the long-range frigate HMAS Toowoomba were trying to clear fishing nets from its propellers on November 14 when a Chinese destroyer approached, Defense Minister Richard Marles said in a statement Saturday. Despite being warned that a diving operation was underway, the Chinese destroyer operated its sonar in a manner that “posed a risk to the safety of the Australian divers,” the statement said. In the Sky News interview, Albanese sidestepped a question on whether the incident will make bilateral relations “look shaky” now. Washington CNN —The Biden administration’s senior-most national security officials are traveling this week to the Indo-Pacific, signaling that the administration’s China strategy remains a priority as it grapples with an increasingly volatile Middle East. Blinken and Austin will both travel to India for a 2+2 Dialogue with their counterparts. Meanwhile, talks between US and Chinese officials stalled until this summer when Blinken met with senior Chinese officials in Beijing. Asked by CNN on Monday if Austin would be meeting with any PRC officials during his travel, Pentagon spokesman Brig. (AP) — U.S. Treasury Secretary Janet Yellen will host Chinese Vice Premier He Lifeng for two days of talks this week, the latest in a series of high-level talks between U.S. and Chinese officials as the world's two largest economies aim to ease tensions, the Treasury Department announced Monday. The Yellen-He talks set for Thursday and Friday come ahead of the start of the Asia-Pacific Economic Cooperation summit in San Francisco which starts November 11. Xi similarly met with Blinken in June when the secretary of State traveled to Beijing for talks with Wang. Yellen is expected to amplify the message on climate during her talks with He in San Francisco. CNN —A Chinese fighter jet came within 10 feet of a US Air Force B-52 bomber flying over the South China Sea on Tuesday, according to the US military. Beijing cut off the communications after then-House Speaker Nancy Pelosi visited Taiwan last year, infuriating Chinese leaders. China uses its military might to assert its claims of sovereignty in the South China Sea and beyond, including Taiwan. In 2022, the Chinese military increased its aggressive actions towards the independent island territory, including ballistic missile overflights, military aircraft flying into Taiwan’s aerial identification zone and major exercises near Taiwan. Though Xi has said he is seeking the peaceful unification of Taiwan with China, he has not renounced the use of military force to achieve his goal.

German Chancellor Olaf Scholz's coalition unveiled in July a strategy toward de-risking Germany's economic relationship with China, calling Beijing a "partner, competitor and systemic rival". German investment in Asia excluding China is rising as a share of overall investment. "No company is going to say that it will leave China," said Sandra Ebner, senior economist at Union Investment, Germany's second-largest fund manager. "But what companies are increasingly doing is to produce in China for China and to position themselves around China for the remaining Asian or global market." In July, German Economy Minister Robert Habeck travelled to India with a delegation of executives to discuss opportunities for German companies.

To underscore the pattern, the Pentagon released previously nonpublic photos and videos of Chinese fighter jets intercepting US aircraft flying in international airspace. The images, which date back to January 2022, show Chinese fighter jets getting dangerously close to US military jets in international airspace in an attempt to “intimidate” them, the Pentagon said in a statement about the incidents. Some of the Chinese fighter jets came within 20 feet of the US planes, the videos show. Office of the Secretary of Defense Public AffairsThe photos and videos also show the Chinese jets releasing objects and projectiles, including flares. But the Pentagon’s efforts this year to engage with Chinese military leadership have gone unanswered, and US officials have grown increasingly concerned about the lack of military-to-military dialogue between the countries.

Newly installed Foreign Minister Qin Gang vanished with scant explanation in July, the same month as an abrupt shake-up of the military's elite Rocket Force, which oversees China's nuclear arsenal. China's Foreign Ministry did not immediately respond to a request for comment on Saturday. PROXIMITY ISN'T PATRONAGERegarding Defence Minister Li's disappearance and investigation, a ministry spokeswoman told reporters on Friday she was not aware of the situation. With corruption long permeating China's military and state institutions, some analysts and diplomats believe Xi's anti-graft crackdowns mark political purges across the Communist Party. If Li's fate "reflects Xi's increasingly inward focus, it is not good for those of us who want greater openness and lines of communications with China's military," said one Asian diplomat.

BEIJING, July 29 (Reuters) - The frequent dispatch of ships and aircraft by certain unnamed countries to "show off their military force for self-interest" has raised tensions in the East and South China Seas, China's defence ministry said on Saturday. In comments about a Japanese defence report flagging Chinese threats, ministry spokesperson Tan Kefei said the actions have seriously aggravated regional tensions, even as overall situation in the East China Sea and South China Sea was generally stable. Tan said Japan's annual defence paper projected a "wrong perception" of China, and "deliberately exaggerates the so-called Chinese military threat". Japan released its annual defence paper last week, offering a gloomy assessment of the threat of China's territorial ambitions, its security partnership with Russia and a belligerent North Korea. In December, Japan announced doubling its defence spending over the next five years, undertaking its biggest military build-up since World War Two.

BEIJING, June 12 (Reuters) - China deployed a reconnaissance aircraft over Pacific waters east of Taiwan last week that Chinese media said monitored and gathered intelligence on an exercise involving the navies of the United States, Japan, France and Canada. The islands separate the East China Sea from the Philippine Sea, and dot the West Pacific between Japan and Taiwan, which China claims as its territory. The Japanese defence ministry reported a sighting of a Y-9 reconnaissance variant in the Pacific on Thursday. A spokesperson for the Japanese ministry said on Monday it was analysing a piece of equipment attached to the undercarriage of the Y-9 variant that had not been seen before. SINGAPORE, June 4 (Reuters) - The United States should ease off military deployments close to China in an act of "good faith" if high-level defence talks between the two superpowers are to resume, a retired veteran Chinese diplomat said in Singapore on Sunday. Cui said of U.S. naval and air force deployments close to China. Those risks were highlighted during the weekend as China's military criticised the United States and Canada for "deliberately provoking risk" after the countries' navies staged a rare joint sailing through the sensitive Taiwan Strait on Saturday. U.S. deployments near China, Cui said, were "certainly disrespect of other countries' sovereignty and territorial integrity and to be more specific, they always prefer unilateral sanctions."
