Tuesday's report takes that 1.5 degrees goal and develops targets for 2030 and 2050 that align with it. The U.N. has previously noted that 1.5 degrees Celsius is viewed as being "the upper limit" when it comes to avoiding the worst consequences of climate change. "Despite decades of dire warnings and wake-up calls, our leaders have largely failed to mobilize climate action anywhere near the pace and scale needed," Boehm added. Nationally Determined Contributions, or NDCs, refer to individual countries' targets for cutting emissions and adapting to the effects of climate change.
