But while Sinwar’s death is a huge blow for Hamas, it does not signal the immediate demise of the group. Mousa Abu Marzouk, the deputy chief of Hamas’ political bureau who helped found Hamas, could also be a contender to become Sinwar’s replacement. Israel has killed Hamas’ previous leaders: In 2004 they killed Hamas founder Sheikh Ahmed Yassin. Sinwar had consolidated power during the war, becoming Hamas’ sole decision maker in Gaza following the killing of the other two top Hamas officials there. Sinwar became Hamas’ most senior leader after the assassination of Ismail Haniyeh in the Iranian capital Tehran in July.

CNN —A senior adviser to Israeli Prime Minister Benjamin Netanyahu has presented to the Biden administration a new proposed ceasefire and hostage deal with Hamas, an Israeli official told CNN. Reactions to the proposal have widely been that it will be a non-starter for Hamas, which has not commented on it. It is unclear whether the proposal addresses the presence of Israeli troops in Gaza after a ceasefire and hostage deal – a key sticking point in stalled negotiations. The Hostages Families Forum, which has been scathing about Netanyahu’s approach to hostage negotiations, welcomed the proposal. They cited Israel’s assassinations of Hamas leaders in foreign capitals, and said they believed Sinwar would prefer to die fighting Israel than to leave Gaza.

CNN —An Israeli official has floated the possibility of offering Hamas leader Yahya Sinwar safe passage out of Gaza, once all remaining hostages held in the Palestinian territory are released. On Tuesday, Hirsch elaborated on the idea in an interview with Bloomberg, saying Israel has already proposed safe passage to Sinwar. “I’m ready to provide safe passage to Sinwar, his family, whoever wants to join him,” he told Bloomberg. We want demilitarization, de-radicalization of course — a new system that will manage Gaza.”He told Bloomberg that the offer of safe passage was put on the table a day and a half ago, but did not say what the response was. Israel would be open to releasing prisoners it holds as part of any deal, he told Bloomberg.

CNN —Israel and the United States are preparing for a potential Iranian attack on Israel as efforts to secure a ceasefire in Gaza intensify, with talks set to resume this week amid intense diplomacy to avert a wider regional war. A major Iranian attack reprisal against Israel could risk derailing the ceasefire talks that US officials have said were at an advanced stage prior to the assassination of Hamas’ political leader Ismail Haniyeh in Tehran, which Iran blamed on Israel. But the country’s mission to the United Nations said on Saturday that Tehran’s retaliation to Israel’s suspected killing of Haniyeh is “totally unrelated to the Gaza ceasefire,” adding that it has a right to self-defense. Palestinians pray next to the bodies of those killed in an Israeli strike on a school sheltering displaced people in Gaza City on Saturday. Egyptian and Qatari mediators have told Israel that Sinwar wants a deal, an Israeli source familiar with the matter told CNN.

ICC prosecutor Karim Khan announced in May he was seeking arrest warrants for Netanyahu, Israeli Defense Minister Yoav Gallant, and three Hamas leaders – including Gaza chief Yahya Sinwar – over charges of war crimes and crimes against humanity. The court has no means of enforcement, however ICC members have an obligation to cooperate fully with its decisions. If the warrants are granted, Netanyahu and others could risk arrest when traveling to the 124 countries that are ICC members – including Germany and the United Kingdom. The international court still must assess submissions from other powers before making a decision on whether to grant the request for arrest warrants. The UK’s governing Labour party and its leader, former human rights lawyer Keir Starmer, have faced pressure from supporters to take a tougher stance on the Gaza war.

He appeared to justify the deaths of Palestinian civilians as a “necessary sacrifice” according to the messages. In recent weeks, Ireland, Spain, Norway and Portugal, all frustrated Netanyahu won’t agree a peace deal, have formally recognized Palestinian statehood. The war Sinwar started has taken Palestinian suffering to the next level – and Netanyahu has played right into it. Sinwar’s power amid the war seems to be becoming part of the perceived wisdom about Gaza and the war. And if past experience is any measure, he will likely gamble that he can play mind games better than Netanyahu.

Still, the Biden administration believes there is an opportunity to close the deal, one US official said. Biden unleashed the pressure campaignThe Biden administration’s intense pressure campaign coincides with Biden’s speech last Friday declaring that Hamas must accept the Israeli proposal on the table. Biden laid out three phases of a deal that he said the Israelis had transmitted to Hamas the night before he spoke. And now, one week after the latest Israeli proposal was transmitted to Hamas, it remains unclear if the pressure campaign will succeed. Miller acknowledged Wednesday that Sinwar might not see it as in his interest to accept the deal on the table.
