A shutdown occurs when Congress can’t pass legislation to fund the government before the start of the fiscal year. The Office of Management and Budget directs each federal agency to create a shutdown contingency plan reviewable on its website that identifies essential workers and services. Government shutdowns have become familiar to many federal workers, with the last shutdown ending in 2019. Other federal employees may hold jobs that are considered essential and may be required to work without pay during a shutdown.
