The hearing which will decide whether Manchester City broke 115* of the Premier League’s financial rules begins today (Monday) in London. It has been a long time coming — over 18 months since the Premier League announced its investigation had escalated into charges in February 2023. This is The Athletic’s guide to the 115* alleged charges (yes, we will explain the asterisk). AdvertisementIf the commission finds on “the balance of probabilities” that this was not the case, City will be found guilty. Should the Premier League rules be shown to be unlawful, their argument that City have broken those rules is significantly weakened.

CNN —Manchester City has initiated legal action against the English Premier League (EPL) over commercial rules, the UK’s Times reported on Tuesday. City, which won a fourth successive Premier League title last month, is looking to end the league’s Associated Party Transaction (APT) rules, according to The Times, which reported on specific excerpts of the lawsuit. The APT rules came into effect in December 2021 after the Saudi-led takeover of Newcastle United. According to The Times, City claims the APT rules are unlawful and are seeking damages from the league. In February 2023, the Premier League accused City of breaching more than 100 financial rules, and allegations included failing to provide accurate financial information, failing to comply with UEFA’s financial fair play (FFP) regulations and failing to follow Premier League rules on profit and sustainability.

Jeff Zucker’s bid for Tory titan-hood has come to an end. The media executive on Tuesday formally abandoned his attempt to take the reins of London’s Daily Telegraph, bailing out after British political and news leaders balked at Mr. Zucker’s reliance on Emirati financiers to bankroll the effort. Mr. Zucker’s venture company, RedBird IMI, had sought government approval to complete a debt-for-equity deal that would hand it control of The Telegraph and its sister magazine, The Spectator. Because of the withdrawal, other prospective owners may now attempt to purchase the publications. “Our ownership would have seen the strongest editorial protections ever put forward for a U.K. newspaper, along with much-needed investment,” a RedBird IMI spokesperson said in a statement.

More than 100 members of Parliament have signed a letter opposing the buyout of major British newspaper the Telegraph and news magazine, The Spectator, by UAE government-backed investment fund RedBird IMI. Long a favorite of Britain's Conservative Party, ownership of the 168-year old daily is not just about profit, but about power. The deal would ultimately see the Telegraph, which is valued at a reported £600 million, come under full Emirati ownership. Lawmakers have been scrambling to introduce a new law that would enable Parliament to veto buyouts of news outlets by foreign governments.

Manchester City, the Premier League’s dominant team for much of the past decade, announced on Wednesday it had spent more on player salaries last season than any team in British soccer history, paying out more than $500 million as it claimed English and European championships. Cup and its first Champions League title — completing a so-called treble that only one English team had previously managed to do. City now trails only Barcelona in how much it pays its players in salaries, but unlike that Spanish superteam City’s expenditure has not resulted in financial crisis. Instead, City also announced record revenues of 712.8 million pounds, or almost $900 million — another British record — for the year through June 2023. The club’s annual statement also boasted a profit of 80 million pounds, double what it reported a year earlier.

"The 2022-23 season saw Manchester City scale new heights and set new benchmarks," City chairman Khaldoon Al Mubarak, said in a statement. Commercial revenues accounted for 341.4 million pounds, followed by broadcast at 299.4 million and then matchday at 71.9 million, for a profit of 80.4 million, nearly doubling the previous year's record profit of 41.7 million pounds. Profits also benefited from significant player trading with 121.7 million pounds generated from transfers, up a significant 79.8% over the previous 12 months. On the pitch, manager Pep Guardiola guided City to a third successive Premier League title, an enthralling 2-1 FA Cup final victory over rivals Manchester United, and a first ever Champions League title.

DUBAI, Nov 13 (Reuters) - The exhibition stands of Israeli weapons makers Israel Aerospace Industries (IAI) and Rafael Advanced Defense Systems were empty at the start of the opening day of the weeklong Dubai Airshow on Monday, amid the Israel-Hamas war in Gaza. It was not immediately clear why there were no staff at either exhibition stand, which were located close to the pavilion of United Arab Emirates state arms maker EDGE. IAI and EDGE signed joint development programmes at the last Dubai Airshow in 2021. The IAI exhibition stand was blocked off with red rope. The UAE became the most prominent Arab nation to establish diplomatic ties with Israel in 30 years under the U.S.-brokered Abraham Accords in 2020.

Manchester City's victory in the UEFA Champions League final over Inter Milan was historic for a number of reasons. Manchester City's win, heavily backed by UAE money, comes as Saudi Arabia and Qatar look to ramp up their investment in the sport. The UAE's Sheikh Mansour purchased the club in 2008 and has since proceeded to spend more on transfers than any other club in world soccer. The scale of the investment has attracted criticism, with human rights group Amnesty International saying the UAE's spending amounts to one of soccer's "most brazen attempts to 'sportswash' a country's deeply tarnished image." "But in terms of soft power, image reputation, nation branding, I think it's significant as well."

LONDON, May 20 (Reuters) - Manchester City were confirmed as Premier League champions for the fifth time in six seasons on Saturday without even having to kick a ball after second-placed Arsenal's challenge ended in defeat away at Nottingham Forest. "The Premier League is without doubt the most demanding and competitive league in the world so that tells you everything about what an achievement this is," he said. May 19 (Reuters) - Every handshake would count, and Syria's President Bashar al-Assad had plenty of them at Friday's Arab League Summit - along with hugs and kisses - from his onetime foes in the region. As Assad lined up for the League's family photograph, he shook hands with his Egyptian counterpart Abdel Fattah al-Sisi. One after the other, Arab leaders welcomed Syria's return to the Arab league and during his own address, Assad repeatedly said that Syria belonged to the Arab world. Syria's state news agency had reported that the Emir and Assad shook hands and spoke briefly on the sidelines before the summit began - but there was no statement on Qatari media. An Arab official told Reuters that the Emir did not hold any bilateral meetings and left the summit before Assad spoke.

MANCHESTER, England, May 17 (Reuters) - Manchester City marched into the Champions League final for the second time in three seasons after outclassing holders Real Madrid 4-0 for a 5-1 aggregate victory at a raucous Etihad Stadium on Wednesday. With Inter Milan awaiting in the final, City will now be huge favourites to finally deliver the trophy Abu Dhabi's Sheikh Mansour has craved since buying the club in 2008, having lost to Chelsea two years ago. Just as in the Spanish capital, City took an early stranglehold with Real barely stringing two passes together and finding it almost impossible to escape their own half. City toyed with the 14-times champions for the rest of the half and could have been further ahead. With their place in the Istanbul showpiece secured, City can win their fifth Premier League title in six seasons this weekend and they also have an FA Cup final to look forward to.

Juventus also faces potential new penalties, including further points deductions, in a separate case over alleged irregularities in payments to players. The Agnelli family has owned the club, which it listed in 2001, almost uninterrupted since 1923. New potential co-investors could include Middle Eastern or Asian sovereign wealth funds, or U.S. funds or family offices, two sources said. Juventus ranked 11th in Deloitte's European Money League published in January, based on its annual revenue of 400 million euros in 2021/22.

Sheikh Khaled bin Mohammed bin Zayed Al Nahyan, the UAE leader's eldest son, is now the oil-rich Middle Eastern country's crown prince, effectively next in line for its leadership. Sheikh Tahnoon was already named chair of the $790 billion Abu Dhabi Investment Authority, the emirate's main sovereign wealth fund, earlier in March. Sheikh Mohammed, who became president and Abu Dhabi ruler last year after running the U.S.-allied OPEC oil producer for years, named his brother Sheikh Mansour as UAE vice president, alongside Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum. This appeared to further centralise power in Abu Dhabi, which is the political capital by virtue of its immense oil wealth, of the UAE federation of seven emirates. Abu Dhabi has held the presidency since the founding of the UAE federation by Sheikh Mohammed's father in 1971. Sheikh Mohammed, known as MbZ, had been grooming his son in positions of authority in security - including intelligence - economy and governance, analysts say. MANCHESTER, England, Feb 12 (Reuters) - Manchester City produced a defiant response to the Premier League's charge sheet as they comfortably beat Aston Villa 3-1 to close to within three points of leaders Arsenal on Sunday. Goals by Rodri, Ilkay Gundogan and Riyad Mahrez put the result beyond doubt by halftime as City got back on track following last weekend's loss at Tottenham Hotspur. Villa were left with mission impossible when Mahrez tucked away a penalty in first-half stoppage time after Jacob Ramsey was adjudged to have tripped former Villa player Jack Grealish. Champions City have 48 points from 22 games to Arsenal's 51 from 21 and can go top if they win at Arsenal on Wednesday. "It was a bad result, but we have to learn and use it in the next matches."
