YOKOSUKA, Japan (Reuters) - The United States and Japan will look at the viability of using Japanese shipyards to overhaul U.S. navy warships that patrol East Asian waters, the U.S. Ambassador to Japan Rahm Emanuel said on Friday at the Yokosuka naval base near Tokyo. Doing refits in Japan could help the U.S. keep more of its ships battle-ready in East Asia where China is expanding its naval power. The U.S. navy currently sends its ships back across the Pacific to shipyards at home that are wrestling with a backlog of maintenance contracts. Japan hosts the biggest overseas concentration of U.S. military power, including the only forward-deployed carrier strike group, which operates from Yokosuka.

It was one of several such drills this year and was part of broader activities the Chinese military has conducted in the Indo-Pacific region. The United States and its allies have also stepped up military activities, especially in the South China Sea, most of which is claimed by Beijing. Last week, the U.S. and Indonesian defence chiefs said China's territorial claims in the South China Sea were "inconsistent with international law". "Japan and the United States have frequent submarine activities in the region," said Chinese military commentator Song Zhongping, but those activities were not disclosed.

China's defense ministry said on Friday that it yet again had to monitor and drive away the U.S. Navy destroyer USS Milius that entered its territorial waters in the South China Sea near the Paracel Islands. "We sternly demand the U.S. to immediately stop such provocative acts, otherwise it will bear the serious consequences of unforeseen incidents," a spokesperson said in a statement from the Ministry of National Defense. The U.S. Navy said the guided-missile destroyer was asserting its navigational rights and freedoms. "Unlawful and sweeping maritime claims in the South China Sea pose a serious threat to the freedom of the seas, including the freedoms of navigation and overflight, free trade and unimpeded commerce, and freedom of economic opportunity for South China Sea littoral nations," the U.S. Navy Seventh fleet said in an emailed statement.
Vice Adm. Karl Thomas, commander of the U.S. Seventh Fleet, said he sees China’s recent actions around Taiwan as an extension of the ‘might makes right’ mentality. China’s armed forces are capable of blockading Taiwan, a senior U.S. Navy official said, pointing to the size of the country’s navy, which is the world’s largest and growing at a rapid pace. “They have a very large navy, and if they want to bully and put ships around Taiwan, they very much can do that,” Vice Adm. Karl Thomas , commander of the U.S. Seventh Fleet, said in an interview with The Wall Street Journal.
