SUNLAND PARK, N.M. — In each of the last two summers, Laura Mae Williams, who recovers bodies for the New Mexico Medical Investigator’s Office, has had to visit the U.S.-Mexico borderlands multiple times a week. The Medical Investigator’s Office, part of the University of New Mexico Health System, used to recover only a handful of bodies a year. First responders, elected officials and advocates in New Mexico attribute the spike in deaths largely to Texas Gov. Officials, including the New Mexico Medical Investigator’s Office, also blame smugglers for the deaths, noting that in many cases they abandon people who fall behind — but only after they take their phones. “It raises an important question,” said Dr. Heather Jarrell, the chief medical examiner at the Medical Investigator’s Office, whose office marks the deaths as accidental.

Patrick T. Fallon | AFP | Getty ImagesNew data shows a surge in trade between China and Mexico at a time of tough tariff talk during the presidential campaign. This nearshoring of manufacturing enables companies to change a product's origin of goods, also referred to as the "economic nationality" of a product. Data from freight analytics firm Xeneta shows China to Mexico container trade up by 26.2% from January to July 2024, after growing by 33% in 2023. Mexico is also a member of the Pacific Alliance, a trade bloc formed by Mexico, Chile, Colombia, and Peru. "Bilateral tariffs should be expected to lead to trade diversion, and that's exactly what happened in the aftermath of the trade war.

At the same time, Republican voters are warier of foreign conflicts and less interested in foreign policy than they have been during previous competitive primary elections, said Doug Heye, a Republican strategist. Republicans have often said that militants who support or carry out attacks on Israel will try to slip through the U.S.-Mexico border, despite scant evidence of it. He also said, without evidence, that Hamas militants were pouring over the U.S.-Mexico border. STRATEGY BRINGS RISKSRepublicans have drawn a link between national security and border security before, albeit in broader terms. Still, the immigration crackdown that Republican candidates have proposed is not without risk, said Ayres, the Republican pollster.

Photo: Paul Ratje for The Wall Street JournalWASHINGTON—The Biden administration is preparing new rules to make nearly all migrants who illegally cross the border into the U.S. rapidly deportable to Mexico or their home countries and open new migrant-processing centers to create some legal pathways for asylum seekers. The steps will form the centerpiece of the administration’s effort to deter a surge of migration at the Southern border when the pandemic-era policy known as Title 42 expires May 11. Those rules, introduced in 2020 by former President Donald Trump and expanded by President Biden, allowed migrants to be rapidly expelled to Mexico even if they asked for asylum in the U.S.
