CNN —A 13-year-old girl is the latest person to lose her life in New York City while “subway surfing,” a dangerous challenge attracting young people on social media. “Subway surfing,” involves riding on top of a subway car while its moving. Six subway surfing fatalities and 181 related arrests have been recorded this year through October 27, the New York Police Department told CNN on Tuesday. The 13-year-old died while participating in a social media challenge, his mother told WPIX, adding he’d posted to social media prior videos of himself doing the stunt and she’d warned him not to ride on top of trains. TikTok previously cooperated with New York authorities to remove subway surfing content, the New York Times reported in January.

WASHINGTON (Reuters) - U.S. President Joe Biden said on Monday that he intends to end the participation of Gabon, Niger, Uganda and the Central African Republic in the African Growth and Opportunity Act (AGOA) trade program. Biden said he was taking the step because of "gross violations" of internationally recognized human rights by the Central African Republic and Uganda. He also cited Niger and Gabon's failure to establish or make continual progress toward the protection of political pluralism and the rule of law. "Despite intensive engagement between the United States and the Central African Republic, Gabon, Niger, and Uganda, these countries have failed to address United States concerns about their non-compliance with the AGOA eligibility criteria," Biden said in a letter to the speaker of the U.S. House of Representatives. Biden said he intends to terminate the designation of these countries as beneficiary sub-Saharan African countries under the AGOA, effective Jan. 1, 2024.

Oct 1 (Reuters) - The International Longshore and Warehouse Union (ILWU) representing U.S. dockworkers has filed for a chapter 11 bankruptcy protection to resolve a pending litigation with the Oregon affiliate of the International Container Terminal Services Inc (ICTSI). The union has listed its assets and liabilities in the range of $1 million to $10 million, according to the Sept. 30 filing made in a San Francisco court. "While we have attempted numerous times to resolve the decade-long litigation with ICTSI Oregon, at this point, the Union can no longer afford to defend against ICTSI's scorched-earth litigation tactic", said ILWU International President Willie Adams. The union in August ratified a six-year contract for U.S dockworkers that improved pay and benefits for 22,000 employees at 29 ports stretching from California to Washington State. WASHINGTON, Jan 22 (Reuters) - Democratic Vice President Kamala Harris said abortion rights are under attack across the United States in a speech Sunday marking the 50th anniversary of Roe v. Wade, the Supreme Court decision that had established a right to abortion until it was overturned last year. Last week, White House officials said 60 anti-abortion bills have been filed in the 2023 legislative session and over 26 million women currently live in states that have banned abortion. "A majority of Americans oppose these attacks," Harris said, adding voters in states including Kansas, California, Michigan, Montana, Kentucky and Vermont affirmed abortion rights in ballot proposals. Harris's decision to speak in Florida was guided by the state's decision last year to pass an abortion ban without exceptions for rape and incest, White House officials said. Democrats, and some Republicans, cite concerns about the loss of abortion rights for Republicans' weaker-than-expected performance in last year's midterm elections.

Jan 9 (Reuters) - CVS Health Corp (CVS.N) is exploring an acquisition of primary care center operator Oak Street Health Inc (OSH.N), Bloomberg News reported on Monday citing people familiar with the matter. Shares of Oak Street Health rose 27% in after-hours trading after closing 4.25% higher at $22.57 on Monday, earning the Chicago-based company a market cap of $5.5 billion. CVS declined to comment while Oak Street did not immediately respond to a Reuters request. Oak Street Health runs primary care centers across United States for recipients of Medicare, the U.S. government insurance program for Americans aged 65 and older, and has private equity firms such as General Atlantic and Newlight Partners among its shareholders. CVS had also expressed interest in expanding into the primary care space, and was reportedly among the bidders to acquire primary care provider Cano Health before backing out.
The U.S. Department of Transportation on Monday said it has ordered Frontier Airlines and five foreign carriers to pay about $600 million in refunds to travelers whose flights were canceled or significantly changed by the airlines. Travelers are entitled to a refund when airlines cancel their flights, but many customers were offered vouchers when airlines slashed flights during the pandemic. Frontier Airlines has been required to pay $222 million in refunds, the Department of Transportation said Monday. "It shouldn't take an enforcement action from the U.S. Department of Transportation to get airlines to pay refunds that they're required to pay," Buttigieg said on a call with reporters Monday. DOT said those five airlines together had to pay just over $400 million in refunds.
