CNN —Ukraine launched the British-French-made Storm Shadow missiles at targets inside Russia for the first time on Wednesday, according to a Russian military blog and Reuters, a day after Ukraine fired US-made ATACMS missiles into Russia. When Umerov was asked if Ukraine used the Storm Shadow missiles to hit a target inside Russia, he replied, “we are using all the means to defend our country, so we’ll not go into detail. A weapons expert who reviewed the video for CNN said there are no indications the explosions are from a different type of munition, but it’s not possible to definitively say they are from Storm Shadow missiles. The UK and France have previously supplied the long-range Storm Shadow missiles for Ukraine to use inside its own borders. Ukraine used eight long-range US missiles to successfully hit an ammunition depot deep inside Russia, according to two US defense officials.

Kyiv, Ukraine CNN —Secretary of Defense Lloyd Austin arrived in Kyiv early Monday morning, as the future of US aid to Ukraine hangs in the balance of the imminent US presidential election and as Russia continues to make small but steady gains on the battlefield. “It’s been absolutely remarkable that Ukraine has been able to do what it’s done,” Austin told reporters. Ukraine has prevented Russian President Vladimir Putin from achieving “one single strategic objective” during the war, Austin said Sunday. China also continues to be a “critical enabler” of Russia’s war effort, the NATO official said. Ukraine has more sophisticated weaponry thanks to the West, which could give the country a strategic edge, the defense official said.

“This will mean that NATO countries – the United States and European countries – are at war with Russia,” Putin told reporters on Thursday. US officials have expressed concerns that allowing Ukraine to strike deep inside Russia could escalate the conflict and cause Russia to further accuse the US of being part of the war. Blinken said he discussed the restrictions with Ukrainian President Volodymyr Zelensky and would report back to President Biden. On Tuesday, the bipartisan congressional Ukraine caucus called on Biden to allow Ukraine to strike targets inside Russia with the long-range weapons. The United States already does provide intelligence to Ukraine, and has previously assisted in the targeting, although not with the long-range systems currently being considered.

CNN —The US announced a new $2.3 billion military aid package for Ukraine on Wednesday, one day after Defense Secretary Lloyd Austin said the US would soon provide Kyiv with more air defense interceptors and critical munitions. The $2.2 billion in USAI funding for Ukraine is one of the largest such packages the US has announced, though it is dwarfed by the $6 billion USAI package announced in late-April. This is also the fifth military aid package for Ukraine since the passage of a $95 billion supplemental aid package in April, which included $61 billion in aid for Ukraine. In opening statements before their meeting, Austin said the US would soon be announcing the $2.3 billion security package. The US has provided approximately $53.6 billion in security assistance to Ukraine since the beginning of the war.

Zelensky’s surprise attendance at the gathering is a stark illustration of Kyiv’s determination to keep the international community engaged in Ukraine’s defense – and its vision for peace – more than two years into Russia’s devastating invasion. A CNN team at the summit witnessed Zelensky and his delegation arriving. His attendance at the Shangri-la Dialogue in Singapore provides a rare opportunity for Zelensky to potentially meet with defense chiefs from across the Asia-Pacific, including China which has deepened its relations with Moscow since the war. US Defense Secretary Lloyd Austin and defense heads from US allies Australia, Japan, and South Korea, as well as China’s Defense Minster Dong Jun are expected to be in attendance for the three-day gathering. Announcing his arrival at the summit, Zelensky said in a statement on X that he would hold “a number of meetings,” in particular with Austin, Singapore’s president and prime minister, Timor-Leste’s president and Singaporean investors.

Diego Herrera Carcedo/Anadolu Agency via Getty ImagesUkraine's armed forces have faced severe artillery shortages in recent months, partly due to a US military aid package being stalled in Congress. Despite this, Russian artillery will likely outmatch Ukraine's for most of 2024, officials and analysts told Foreign Policy. CNN —Ukraine’s parliament has scrapped plans to give soldiers who have spent prolonged periods fighting on the frontlines the chance to return home on rotation, after passing a draft law seeking to boost the number of soldiers in its military. The draft law passed Thursday with 283 votes in favor, including a raft of measures aimed at providing a desperately needed boost for Ukraine’s military. Dozens of wives and relatives of servicemen gathered outside Ukraine’s parliament Thursday to protest the passing of the draft law, demanding that demobilization deadlines be included. Libkos/Getty ImagesThe issue of mobilization has bedeviled Ukrainian lawmakers for months, as the needs of its military clash with political constraints. It is not clear when the draft law passed Thursday will receive presidential approval.

CNN —Ukrainian Armed Forces have announced they are withdrawing from the key town of Avdiivka. He said Ukrainian soldiers “did everything possible to destroy the best Russian military units and inflicted significant losses on the enemy in terms of manpower and equipment” in the area. Russia too had suffered immense losses in its offensive on Avdiivka, but Moscow appears to have calculated its numerical advantage made those losses worth it to take the symbolic victory. Lying just a few kilometers north of Donetsk airport, Avdiivka was captured by Russian forces in early 2015 after months of periodically heavy fighting. Its capture would have added value to Moscow, with Russia’s presidential election just a few weeks away.

By Max HunderKYIV (Reuters) - Ukraine's armed forces must adapt and find innovative ways to fight to achieve victory over Russian invaders, Kyiv's new armed forces chief said on Friday, in his first public remarks since taking command. Colonel-General Oleksandr Syrskyi, previously commander of ground forces, was promoted on Thursday to overall command of Ukraine's 800,000-strong armed forces, the biggest shakeup of top brass since the war began, coming at a challenging time. The cautious, pragmatic tone was notably short of the soaring rhetoric used by Ukrainian politicians throughout the war. The Latest Photos From Ukraine View All 91 ImagesDefence Minister Rustem Umerov said he had introduced Syrskyi to the General Staff, and promised "all possible support for the actions and decisions of the command of the Armed Forces of Ukraine". Ukraine is limited to firing 2,000 artillery shells a day, roughly one-third of Russia's capacity, the country's defense minister, Rustem Umerov, said in a letter seen by Bloomberg. While Ukraine's Western allies stall, and US military aid is held up in Congress, Russia has ramped up production. AdvertisementMartin Herem, commander of Estonia's defense forces, told Bloomberg last week that he believes Russia is now capable of producing several million shells a year. Shell hunger is not a new problem for Ukraine — throughout the last year, soldiers often reported having to husband their ammunition supplies. Alongside further appeals to its allies, Ukraine has, in recent months, been refocusing on its domestic military production capacities.

On Monday, presidential spokesman Serhiy Nykyforov told CNN and others that rumors of the army chief’s dismissal were untrue. Two names in particular are being discussed as possible successors, one of the sources, a senior military commander, told CNN. The other frontrunner is Oleksandr Syrskyi, currently the Commander of Ukrainian Land Forces, the senior military commander speaking to CNN said. Zelensky did not openly criticize Zaluzhny, but told a live news conference in December: “I am waiting for very concrete things on the battlefield. One soldier contacted by CNN currently fighting around Avdiivka in the east said any decision to dismiss Zaluzhny was a mistake.

(Reuters) - President Volodymyr Zelenskiy and his defence minister welcomed the formation by Ukraine's Western allies on Thursday of a 20-nation "coalition" to boost air defences, seen as a key element in the country's campaign against Russian forces. Zelenskiy said the group, one of several devoted to specific areas of Ukraine's defence, was formed at a virtual meeting of the "Ramstein group" examining Ukraine's military needs. "Not everything can be disclosed publicly at this time, but the Ukrainian air shield is becoming stronger every month." Defence Minister Rustem Umerov also noted other assistance agreed by participants, including a German air defence package announced this week during a visit to Kyiv by Defence Minister Boris Pistorius. Zelenskiy has long pointed to improved air defence as a key element to help keep Ukrainian cities safe from Russian air strikes - including on energy infrastructure - as wintry weather takes hold.

Ukraine’s Ministry of Defense is considering dismissing three commanders of the armed forces, Ukrainian news outlet Ukrainska Pravda reported Tuesday, citing unnamed sources in Ukraine’s military and political leadership. According to the sources, Ukraine's Defense Minister Rustem Umerov is preparing to dismiss Oleksandr Tarnavskyi, who is in charge of one of the fronts of the Ukrainian counteroffensive, and Serhii Naiev, commander of Joint Forces of the Armed Forces of Ukraine, along with another army chief. Ukraine's presidential office did not confirm or deny the report to the outlet. If the dismissals do take place, they are likely to partly reflect criticism of Ukraine's counteroffensive, which has seen few gains since it was launched in June.
