New York CNN —The arrest of Telegram CEO Pavel Durov in France over the weekend has thrust the popular messaging service and its enigmatic founderinto the spotlight. Durov’s arrest comes as the app has faced growing scrutiny for its use by terrorist groups and far-right extremists. Telegram is an encrypted messaging service that was launched in 2013 by Durov and his brother, Nikolai. And earlier this month, the messaging app began actively removing calls to violence from the platform following reports that the app was being used to organize far-right, anti-immigrant riots in the United Kingdom. In addition to running Telegram, Durov has become something of an online influencer, sharing images on Instagram of his world travels (and, often, shirtless photos).

There are two plausible hypotheses regarding Friday’s terrorist attack at a concert hall outside Moscow, in which at least 139 people were killed. The first is that it was an inside job — orchestrated by Russian security services, or at least carried out with their foreknowledge. In closed societies, they’re a reasonable (if not always correct) way to understand political phenomena. In 1999, more than 300 Russians were killed and 1,700 injured in a series of apartment bombings for which authorities blamed Chechen terrorists. Initial tests of the powder found it contained the same explosive, hexogen, that had been used in other bombings.

Two years after Russia’s full-scale invasion of Ukraine, United Nations investigators say they have uncovered new evidence of systematic and widespread torture of Ukrainian prisoners held by Russian security forces. A United Nations Commission of Inquiry on Friday detailed a range of what it described as Russian war crimes, including summary executions, sexual violence and forced transfer of Ukrainian children into Russia. The commission paid special attention to “horrific” treatment of Ukrainian prisoners by Russian security services at detention centers in Russia and occupied Ukraine. CNN —A multi-country prisoner exchange that might have freed Russian opposition leader Alexey Navalny was being discussed and progressing when he died last month, multiple sources have told CNN, and included the direct involvement of a Russian oligarch, Roman Abramovich. However, a source close to Navalny’s team told CNN that on the evening of February 15 they had received word that a message had been delivered to Putin. Clinton “initially passed on the message” to US National Security Adviser Jake Sullivan, Grozev told CNN. “We had to find a way to package the German asset [Krasikov] into an American negotiation,” the source close to the Navalny team said. CNN —A Russian court has rejected an appeal by jailed opposition leader Alexey Navalny against a 19-year prison sentence on extremism charges, according to Russian state media RIA, in the latest crackdown on the outspoken Kremlin critic. Navalny was sentenced in August, after he was found guilty of creating an extremist community, financing extremist activities and numerous other crimes. Navalny appeared at the hearing on Tuesday via video link from a penal colony in the Vladimir region, east of Moscow. (Reuters) - A Ukrainian court on Friday ordered a former government minister detained for 60 days with no option of bail on suspicion of espousing pro-Russian sentiments and committing treason. A video of a Kyiv court ordering Shufrych's detention circulated on numerous Ukrainian news sites. The investigators said Shufrych had been carrying out instructions by Russian and pro-Russian officials to promote pro-Moscow policies inside Ukraine. He held talks with separatists in eastern Ukraine in 2014 and urged Ukraine's authorities to consider making a deal with Moscow over the creation of pro-Russian territories there. Authorities said a search of Shufrych's home on Friday found documents on creating separatist entities in eastern Ukraine as well as Russian medals and other regalia.

CNN —A new video published by pro-Wagner PMC Telegram channel Grey Zone on Wednesday appears to show Wagner chief Yevgeny Prigozhin claiming to be in Africa shortly before his death. It is unclear when or where the video was shot, but Prigozhin seems unbothered about his safety and well-being, and tells his audience from a moving vehicle that he is doing fine. Prigozhin’s words suggest the video could have been recorded on the weekend of August 19. The gear that Prigozhin is wearing resembles what he wore in the only other recent video where he is said to be in Africa, which surfaced on August 21. Prigozhin died in a plane crash on August 23 along with nine other passengers while en route to St. Petersburg.
