But Kyiv says Moscow has massed troops around Avdiivka and sent in heavy equipment, enabling it to hit back hard. It says Moscow aims to encircle and capture the town, just northwest of the Russian-occupied city of Donetsk, and draw in Ukrainian troops from other fronts. Russia's Defence Ministry said on Thursday its forces had inflicted damage on Ukrainian troops in areas including Avdiivka but gave few details. It estimated that Russian forces have captured 4.52 square kilometres (1.75 square miles) of territory around Avdiivka since the beginning of their offensive on Tuesday. Geolocated footage indicated that Russian forces had likely lost at least a battalion tactical group's worth of armoured vehicles in the Avdiivka offensive, it said.

But reports show both Russia and Ukraine are also using SAMs to hit land targets. A S-200 surface-to-air missile system. On Sunday, a UK intelligence update said there were increasing reports of surface-to-air missiles striking land targets inside Russian-controlled territory. With the S-200s, Ukraine can strike Russia without breaking any promises to its allies. When used for attacks against land targets, the supersonic weapons are notoriously inaccurate and cause massive collateral damage.

The Pentagon has yet to approve a contract to deliver a counterdrone system it promised over the summer to Kyiv, despite Russia’s surge of recent attacks on Ukraine’s critical infrastructure using Iranian-made unmanned aircraft. In late August, the Pentagon said the U.S. had included a weapons system known as the Vampire in a nearly $3 billion military aid package for Ukraine. The portable, laser-guided missile system is designed to be quickly installed in the bed of a civilian truck and has the ability to destroy drones and other targets beyond the range of standard weapons.
"Russia understood that Ukraine has a powerful energy system, and therefore ... attacked distribution substations, which connected (different) regions," Podolyak said. He also ruled out retaliatory strikes on Russian energy infrastructure. Power has been restored to more than 4,000 towns and villages since the strikes, Shmyhal said, but warned of difficult times ahead. "We are planning to make more candles and order more materials because of these blackouts," she said.
