Intel shares initially popped on the news before closing up about 3%, while Qualcomm shares fell about 3% at the close. Intel shares are down 53% this year as investors express doubts about the company's costly plans to manufacture and design chips. Intel has also missed out on the artificial intelligence boom that's captured the attention of Wall Street. Intel was unsuccessful with its attempted acquisition of Tower Semiconductor, as was Qualcomm in its bid to acquire NXP Semiconductor.

Intel shares jumped 8% in extended trading Monday after the company said it plans to turn its foundry business into an independent unit with its own board and the potential to raise outside capital. Gelsinger said the restructuring would allow the foundry business to "evaluate independent sources of funding," and comes days after Intel's board met to assess the direction and future of the company. The foundry business, which Intel plans to use to manufacture chips for other customers, has been a big drag on its bottom line, with the company spending roughly $25 billion on it in each of the last two years. With a standalone "operating board" and a cleaner corporate structure, the mechanics of a separation become far easier than trying to turn a fully integrated unit into a separate company.

Shares of chip design company Arm Holdings started trading on the Nasdaq Thursday morning in a long-anticipated IPO at a share price of $56.10, valuing the company at $59.9 billion. Arm Holdings sold around 95.5 million shares on the Nasdaq. Softbank, which took the company private in 2016, will control around 90% of Arm's shares outstanding. At a $54 billion valuation, Arm's price-to-earnings multiple would be about 104 based on the most recent fiscal year profit.

On Tuesday, the U.S. government accused a former Apple employee, Weibao Wang, of stealing trade secrets from the company's self-driving car division, including the entirety of Apple's "autonomous" source code. Following that, he worked as chief technology officer at Neolix, a Chinese self-driving car company. Wang is the third former Apple employee from China to be accused of stealing trade secrets from Apple's self-driving car division. Xiaolang Zhang, who worked at Apple around the same time as Wang, pleaded guilty to stealing trade secrets from Apple in August. Apple has reportedly been working on a self-driving car since at least 2015, although it has never discussed its goals or plans publicly and no car has been announced.
