Even last month, less than an hour after Biden unveiled his proposal, Netanyahu insisted Israel would not end the war until Hamas is defeated. But detailed negotiations to implement its provisions are yet to yield agreement from both Israel and Hamas. The ambassador also said the deal “rejects any geographical changes” in Gaza and reiterates the commitment for a two-state solution. Blinken arrived in Israel on Monday, following the resignation of Benny Gantz from the Israeli war cabinet on Sunday. More than 37,000 people have been killed in Gaza since the war began, according to the Ministry of Health in Gaza.

The United States voted no. The 193-member General Assembly took on the issue of Palestinian membership after the United States in April vetoed a resolution before the Security Council to recognize full membership for a Palestinian state. The majority of Council members supported the move, but the United States said recognition of Palestinian statehood should be achieved through negotiations between Israelis and Palestinians. The Palestinians are currently recognized by the United Nations as a nonmember observer state, a status granted in 2012 by the General Assembly. They do not have the right to vote on General Assembly resolutions or nominate any candidates to U.N. agencies.

United Nations CNN —A United Nations resolution in support of Palestinian membership passed with overwhelming support on Friday, and granted new privileges to the Palestinian Authority in its current capacity as a non-member observer state. Palestinian Ambassador to the United Nations Riyad Mansour at the UN in New York City on May 10, 2024. Eduardo Munoz/ReutersIn remarks before the vote, Palestinian ambassador Riyad Mansour spoke passionately about the plight of Palestinians in wartorn Gaza. Only member states can vote, but the Palestinian Authority can now be seated among member states in alphabetical order; submit and introduce proposals and amendments; and co-sponsor proposals and amendments. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state.

The United States blocked the U.N. Security Council on Thursday from moving forward on a Palestinian bid to be recognized as a full member state at the United Nations, quashing an effort by Palestinian allies to get the world body to back the effort. The vote was 12 in favor of the resolution and one — the United States — opposed, with abstentions from Britain and Switzerland. The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. In 2007, the militant group Hamas drove the Palestinian Authority, which President Mahmoud Abbas leads and which exercises limited self-rule in the occupied West Bank, from power in the Gaza Strip.

CNN —The United States on Thursday blocked a United Nations Security Council resolution that would have recognised a Palestinian state. Twelve members of the Security Council had voted in favor of the resolution, the United States vetoed it, and two countries abstained. “The most expeditious path towards statehood for the Palestinian people is through direct negotiations between Israel and the Palestinian Authority with the support of the United States and other partners who share this goal,” Patel said. Palestinian attempts for recognition as a full member state began in 2011. It will be a Palestine-Nazi state, an entity that achieved statehood despite being committed to terror and Israel’s annihilation,” Erdan added.

The next year, Palestine was granted the lesser status of observer at the United Nations, a level shared by the Holy See. With the war raging in Gaza, the Palestinian Authority asked the United Nations to take up its bid a second time. The Vatican has also recognized Palestinian statehood. But as the death toll has climbed in Gaza, the push for Palestinian statehood has intensified. But some have in recent months suggested that they might recognize a Palestinian state sooner.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. But Israel has rejected the prospect of the Palestinian Authority returning to Gaza after the ongoing war, and has dismissed the idea of establishing a Palestinian state in the territories.

The session follows a 23-page U.N. report, released on March 4, written by a team led by Pramila Patten, a special envoy on sexual violence and conflict. The report said it was reasonable to believe sexual violence against hostages could be ongoing. Diplomats from the 15-member council uniformly condemned sexual violence against Israeli women. Ms. Patten and her team also visited the West Bank to hear reports of sexual violence against Palestinians by Israeli security forces and settlers. The full report addressed the accusations, but did not focus on them because other U.N. bodies were working on that.

For their common sake, there must be a humanitarian cease-fire now.” Israel's ongoing offensive against Hamas has killed over 30,000 people, two-thirds of them women and children, according to the Gaza Health Ministry. Israel’s Foreign Minister Israel Katz said he came to the council “to protest as loud as I can against the crimes against humanity” committed by Hamas in order to deter and scare Israeli society. Patten told the council that when she visited the West Bank she didn’t receive any reports of rape, but instances of sexual violence during the detention of both Palestinian men and women were raised.

REUTERS/Mohammed Al-Masri Acquire Licensing RightsGENEVA, Nov 6 (Reuters) - The heads of several major United Nations bodies on Monday made a united call for a humanitarian ceasefire in Gaza as Israeli strikes intensify nearly one month into the conflict. "We need an immediate humanitarian ceasefire. Palestinian envoy to the United Nations Riyad Mansour responded that Griffiths should call for a full ceasefire. "You should be saying clearly and loudly in line with IHL (International Humanitarian Law) that a ceasefire should take place," Mansour said. Israel has rebuffed mounting international pressure for a ceasefire, saying hostages taken by Hamas militants during their rampage in southern Israel on Oct. 7 should be released.

UNITED NATIONS, Oct 27 (Reuters) - The United Nations General Assembly on Friday overwhelmingly called for an immediate humanitarian truce between Israel and Palestinian militants Hamas and demanded aid access to the besieged Gaza Strip and protection of civilians. The General Assembly voted after the Security Council failed four times in the past two weeks to take action. The goal of this resolution truce is that Israel should cease to defend itself to Hamas, so Hamas can light us on fire," he told the General Assembly after the vote. The General Assembly called on Israel to rescind its order for civilians in Gaza to move to the south of the enclave. The General Assembly called for "the immediate and unconditional release of all civilians who are being illegally held captive."

Israel has vowed to wipe out Hamas, which rules Gaza, in retaliation for the attack that killed 1,400 people. Israel has struck Gaza from the air, imposed a siege on the enclave of 2.3 million people and is preparing a ground invasion. The 15-member council had initially been due to vote Monday on the Brazilian draft, but it was postponed 24 hours to allow more time to negotiate. It was unclear if the United States, a veto-power who traditionally shields its ally Israel from any Security Council action, would allow the resolution to pass. Instead of calling for a ceasefire, it calls for humanitarian pauses in the conflict to allow aid access to Gaza.

Hamas militants carried out their deadliest attack in Israel's history on Saturday, when gunmen rampaged through Israeli towns, killing more than 1,000 people and taking scores of hostages to Gaza. Israel has retaliated with air strikes on Gaza that have razed entire districts as it prepares for a possible ground offensive. Ambassador Gilad Erdan on Sunday accused Hamas of war crimes and said it was time to "obliterate Hamas terror infrastructure," as the 15-member U.N. Security Council met behind closed-doors on the conflict. U.N. Secretary-General Antonio Guterres on Monday said he was "deeply distressed" by Israel's announcement of a complete siege on Gaza. UNITED NATIONS (AP) — The U.N. Security Council held an emergency meeting behind closed doors Sunday, with the United States demanding all 15 members strongly condemn “these heinous terrorist attacks committed by Hamas,” but it took no immediate action. U.S. deputy ambassador Robert Wood said afterward that “a good number of countries” did condemn the Hamas attack but not all council members. He said Beijing condemns all attacks on civilians, though he did not mention Hamas. Malta’s U.N. ambassador, Vanessa Frazier, who called for the meeting, said she didn't know if the council would adopt a statement, but added that any condemnation must be mostly against Hamas. "The Security Council expresses deep concern and dismay with Israel's announcement on February 12." The decades-old status quo allows only Muslim worship at the compound, a site also revered by Jews, who call it the Temple Mount. Israel has not harmed the status quo and has no plans to do so." "We note that Prime Minister Netanyahu's governing platform calls for preservation of the status quo with relation to the holy places.

Israel captured the West Bank, Gaza and East Jerusalem - areas the Palestinians want for a state - in a 1967 war. The Hague-based ICJ, also known as the World Court, is the top U.N. court dealing with disputes between states. The request for a court opinion on Israel's occupation of the Palestinian territories was made in a resolution adopted by the General Assembly with 87 votes in favor. Any decision from a judicial body which receives its mandate from the morally bankrupt and politicized U.N. is completely illegitimate," Israel's U.N.
