Minneapolis AP —A federal judge has dismissed a civil rights lawsuit against a white Minnesota state trooper who shot and killed a Black man during a traffic stop last year, ruling that the trooper’s actions did not violate the law. On Wednesday, U.S. District Judge Nancy Brasel granted Trooper Ryan Londregan’s motion to dismiss the suit filed against him by the family of Ricky Cobb II. Brasel found that Londregan did not act unreasonably when he fired his weapon at Cobb as the man’s vehicle began moving forward with another state trooper partly inside. Cobb’s family filed its lawsuit in April accusing Londregan and Seide of excessive use of force and unreasonable search and seizure. Bakari Sellers, an attorney representing Cobb’s family, said the family is considering appealing the decision or amending their complaint against Londregan.

HOUSTON — A former Houston police officer was convicted Wednesday of murder in the deaths of a couple during a 2019 drug raid that revealed systemic corruption problems within the police department’s narcotics unit. A jury found Gerald Goines guilty of two counts of murder in the January 2019 deaths of Dennis Tuttle, 59, and his 58-year-old wife Rhogena Nicholas. Goines looked down and did not visibly react as the verdict was read in a Houston courtroom. Thalia Graves alleged that she met Combs when she was 25 through her boyfriend, who worked at Combs’ record label Bad Boy. CNN has reached out to representatives of Combs and Sherman for comment. A federal court in Louisiana has dealt a serious blow to the Biden administration’s effort to protect communities heavily affected by toxic industrial pollution. Title VI of the 1964 Civil Rights Act allows the E.P.A. to investigate whether state programs that receive federal money are discriminating on the basis of race, color or national origin. But the judge’s ruling effectively means that the federal government is limited to taking action against specific agency decisions that are intentionally discriminatory. That means the state cannot be held liable for actions like allowing several chemical plants, refineries and other industrial operations in minority communities.

Tennessee is one of some two dozen states that have passed laws limiting gender-affirming care for young people. The Tennessee law, called the Protecting Children From Gender Mutilation Act, prohibits the use of puberty-blocking medications for transgender adolescents, for example, but permits them for children who go into puberty at an early age. It bans the use of sex hormones like testosterone in transgender adolescents but allows it for other health issues, such as for children assigned male at birth. It bans gender-affirming surgeries for transgender adolescents — such surgeries are extremely rare — but allows similar surgical procedures that affirm the sex a child is assigned at birth, even on infants who are intersex. The Supreme Court ruled in 2020 — somewhat surprisingly given its conservative majority — that differential treatment of transgender and gay people is impermissible under civil rights law.
