Even last month, less than an hour after Biden unveiled his proposal, Netanyahu insisted Israel would not end the war until Hamas is defeated. But detailed negotiations to implement its provisions are yet to yield agreement from both Israel and Hamas. The ambassador also said the deal “rejects any geographical changes” in Gaza and reiterates the commitment for a two-state solution. Blinken arrived in Israel on Monday, following the resignation of Benny Gantz from the Israeli war cabinet on Sunday. More than 37,000 people have been killed in Gaza since the war began, according to the Ministry of Health in Gaza.

UN spokesperson Farhan Haq told a daily briefing at the UN that the health ministry in Gaza recently published two separate death tolls – an overall death toll and a total number of identified fatalities. The fully identified death toll comprises of 7,797 children, 4,959 women, 1,924 elderly, and 10,006 men, the UN spokesperson said, citing the Gaza health ministry. The total number of dead also does not include the approximately 10,000 people who are still missing and trapped under the rubble, the officials added. Israel launched its military assault on Gaza on October 7 after the militant group Hamas, which governs Gaza, killed at least 1,200 people in Israel and abducted more than 250 others. CNN has seen a daily report from the Palestinian health ministry which matches the number OCHA published in the revised version.

CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

CNN —The United States on Thursday blocked a United Nations Security Council resolution that would have recognised a Palestinian state. Twelve members of the Security Council had voted in favor of the resolution, the United States vetoed it, and two countries abstained. “The most expeditious path towards statehood for the Palestinian people is through direct negotiations between Israel and the Palestinian Authority with the support of the United States and other partners who share this goal,” Patel said. Palestinian attempts for recognition as a full member state began in 2011. It will be a Palestine-Nazi state, an entity that achieved statehood despite being committed to terror and Israel’s annihilation,” Erdan added.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. But Israel has rejected the prospect of the Palestinian Authority returning to Gaza after the ongoing war, and has dismissed the idea of establishing a Palestinian state in the territories.

International sanctions and UN investigations into North Korea’s illegal weapons program have previously been backed by Russia. North Korea has also gained a powerful backer at the UN which wields veto power. While UN sanctions prohibit arms transfers to or from North Korea, the Kim regime has become a big supplier of weapons to Putin’s war effort in Ukraine. The vote in the 15-member Security Council on Thursday was 13 in favor, Russia opposed and China abstaining. But as Russia holds veto power, the resolution to continue the panel of experts’ work failed.

CNN —Tensions between the US and Israel were exposed on Monday when Washington stood aside and allowed the UN Security Council to pass a resolution calling for an immediate ceasefire in Gaza. Its position evolved last week when on Friday, it put forward a ceasefire resolution tied tied to the release of hostages. The US abstention on Monday’s vote allowed the latest resolution to pass, when the other 14 members of the 15-strong council voted yes. While resolutions made by the UN Security Council are legally binding, they can be – and have been in the past – ignored, as the UN enforcement mechanisms are limited. UN Secretary-General António Guterres said a failure to implement the resolution would be “unforgivable.”“The Security Council just approved a long-awaited resolution on Gaza, demanding an immediate ceasefire, and the immediate and unconditional release of all hostages.

CNN —The US has called for “urgent” movement toward a political transition in Haiti, as gangs run amok in the nation’s capital and opposition groups demand Prime Minister Ariel Henry’s resignation. Henry landed in Puerto Rico on Tuesday after days of speculation about his whereabouts. US officials had called Henry mid-flight in an effort to persuade him to step aside in favor of a transitional administration, the report said. Ahead of the meeting, the UN’s High Commissioner for Human Rights Volker Türk urged the international community to “act swiftly and decisively to prevent Haiti’s further descent into chaos.”“This situation is beyond untenable for the people of Haiti,” he said. “We are simply running out of time.”This is a developing story and will be updated.

CNN —The war in Sudan is “triggering the world’s largest hunger crisis,” with more than 25 million people “trapped in a spiral” of food insecurity, a United Nations agency has warned. The war, which has also created the world’s largest displacement crisis, according to the UN, has left 18 million people “acutely food insecure” in Sudan and millions more in neighboring South Sudan and Chad. “Twenty years ago, Darfur was the world’s largest hunger crisis, and the world rallied to respond. Nearly a year into a war that has sent Sudan to the verge of collapse, the vast majority of its people are going hungry, the UN's World Food Programme says. Armed transfers that must stop,” she said, remarking that the international community “is not doing nearly enough” to address the crisis.

United Nations CNN —A United Nations team has found “clear and convincing” information that hostages in Gaza were sexually abused, Pramila Patten, the UN special envoy on sexual violence in conflict told reporters on Monday. There are “reasonable grounds” to believe the sexual violence is ongoing, she added. The UN team, which was led by Patten, visited Israel between January 29 to February 14 for a mission “aimed at gathering, analyzing, and verifying information on conflict-related sexual violence” during October 7 and its aftermath, according to a 24-page report. The mission was not able to meet with any victims of sexual violence on October 7 “despite our efforts,” Patten said. But we received information that a handful of them were receiving very specialized trauma treatment and were not prepared to come forward,” she said.

CNN —The United States has vetoed a resolution at the United Nations calling for an immediate ceasefire in Gaza, an anticipated move that comes amid growing international clamor for Israel to pause its offensive against Hamas. The US had already signaled its intention to veto the Algerian resolution, but has grown increasingly critical of Israel’s conduct in Gaza and on Monday proposed its own Security Council draft resolution calling for a “temporary ceasefire” in the conflict. Attention will now turn to the progress of the American draft resolution, which falls short of the wishes of most other Security Council members but nonetheless highlights a hardening in the White House’s stance on the conflict. Linda Thomas-Greenfield, the US Ambassador to the UN, told the Security Council the Algeria-proposed resolution would negatively impact sensitive negotiations ongoing in the region. Algeria’s resolution, while doomed to ultimately fail, served to highlight the increasingly widespread global concern about the tenor of the Israel Defense Forces (IDF)’s ground and bombing campaign in Gaza.

CNN —United Nations experts have called for an investigation into what they described as “credible allegations of egregious human rights violations” against Palestinian women and girls in Gaza and the West Bank by Israeli forces. The allegations include extrajudicial killing, arbitrary detention, degrading treatment, rape and sexual violence, according to a statement by the Office of the UN High Commissioner for Human Rights released on Monday. UN experts said they had heard reports of "multiple forms of sexual assault" against Palestinian women and girls. Fabrice Coffrini/AFP/Getty Images/File“Many [Palestinian women and girls] have reportedly been subjected to inhuman and degrading treatment, denied menstruation pads, food and medicine, and severely beaten,” the statement said. Responding on Monday to the UN experts’ call for an investigation, Israel again accused the UN of remaining “silent on the horrific sexual violence and gender-based violence perpetrated by Hamas on and since October 7.”

The US draft comes after it had vowed to veto an Algerian draft proposal calling for an immediate ceasefire. According to the text of the US-proposed draft, which CNN has seen, the US is calling for a “temporary ceasefire in Gaza as soon as practicable,” which falls short of the wishes of most other Security Council members who want an immediate ceasefire. It has also voted against at least two Security Council resolutions on the war. The US resolution “underscores its support for a temporary ceasefire in Gaza as soon as practicable, based on the formula of all hostages being released.”The US, they said, will redouble efforts to negotiate on the ground. The US draft, which also calls for the release of Israeli hostages, will be privately discussed on Tuesday.

Israel has been intensifying its aerial bombardment of southern Gaza in pursuit of Palestinian militant group Hamas and said over the weekend that it will expand ground operations to the whole of the territory. United Nations Secretary General Antonio Guterres on Monday appealed to the IDF to spare civilians from more suffering. Scores of wounded people could be seen being taken from rubble and to hospitals in southern Gaza throughout Monday in footage. “They told us to leave Gaza, there’s a war in Gaza, so we left (the north) and came here to the south just like they asked. CNN —The UN Security Council has approved a resolution calling for “humanitarian pauses and corridors” in war-torn Gaza, a long-awaited diplomatic breakthrough after weeks of bitter negotiations. He also criticized its lack of condemnation for the deaths of civilians and humanitarian workers. Wednesday’s vote was the Security Council’s fifth attempt to pass a resolution on Israel’s war with Hamas, which controls Gaza. “We knew that there are countries, the P5 (the permanent members of the Security Council: the US, UK, China, France and Russia) always have what they call the red lines. CNN —The United States has vetoed a draft resolution at the UN Security Council which called for a humanitarian pause in besieged Gaza – sparking more criticism of political paralysis in the powerful global body. The international community should engineer “humanitarian pauses” in the fighting to allow for aid delivery, it said. In New York, several members of the Security Council expressed disappointment and frustration over the failure of a joint statement on the importance of aid and civilian protection. The Security Council “missed an opportunity,” French representative Nicolas de Rivière told press after the vote. CNN —At least 11 United Nations employees have been killed in Israeli airstrikes in Gaza since the weekend, the UN said Wednesday, even as it called for emergency funding to continue humanitarian work in the embattled Palestinian enclave. The UN staffers who were killed paid “the ultimate price,” Secretary General Antonio Guterres said in a brief statement to press on Wednesday. Air strikes have so far killed 1,100 people in Gaza, according to Palestinian health authorities. In the meantime, UN staffers are working 24 hour days as dozens of UN-operated schools provide shelter for civilians fleeing the bombardment. CNN —The United Nations Security Council has greenlit the deployment of an armed multinational force to Haiti, as the Caribbean nation wrestles with rampant gang violence and political paralysis. United Nations Secretary General Antonio Guterres and the United States have also strongly urged the international community to back such a mission. Though approved by the powerful UN Security Council, the force would not formally be under UN control. Addressing the United Nations General Assembly in New York on Sept. 22, Prime Minister Henry told fellow nations that it was “urgent” that the Security Council approve a military mission to reestablish order.
