It should put a damper on just how much we should expect the next president to accomplish, especially if the divide is between the House and the White House. There’s a big difference in just how divided government becomes, depending on whether the House and the White House are controlled by the same party or different parties. Two words send chills down the spine of any presidents who find the “other” party in control of the House: subpoena power. Both Trump and Joe Biden saw the second halves of their terms (after they lost control of the House) essentially paralyzed by an oppositional House. First, because California House races will determine overall House control, it could take as much as two or three weeks before we know the makeup of Congress in 2025 for sure.

CNN —There is still no clear path to avert a partial government shutdown at the end of the week, with just four days until Congress runs into a key funding deadline. Lawmakers had hoped to release the text of a bipartisan spending deal Sunday evening, but the bill has yet to be unveiled. As the clock ticks down to the deadline, Senate Democrats expressed anger and frustration Monday at the growing risk of a shutdown as many criticized House Republicans over the impasse. “Right now, the Republicans can’t seem to get themselves organized just to sign off on the basic work they’re supposed to do. The report details “substantial evidence” that one of the nation’s most famous liars had violated federal laws. It only adds to the long list of news stories that have uncovered how much of what Santos told voters was not true. Today, the odds became pretty good that enough Republicans might join Democrats in voting to expel Santos. Like Trump, Santos is a symptom, not the cause of what has been happening to the Republican Party. Eliminating him from the caucus will not solve the problem at the core of the party.

If Democrats and Republicans can’t agree to lift the government’s borrowing limit, the country could suffer an unprecedented and catastrophic default on its debt. The standoff over the debt ceiling is a white swan, or an entirely predictable, very frequent event that has the potential to be as catastrophic as its darker sibling. That is why, in all past scuffles over government borrowing, Congress ended up raising or suspending the debt ceiling. Uncertainty over the timing of the agreement led to the most volatile week for financial markets since the 2008 financial crisis. Failure to lift the debt ceiling soon can spark a vicious cycle of market anxiety, rising borrowing costs and bank stress.

Five states decided the last presidential race by flipping from Trump in 2016 to Joe Biden in 2020 – Arizona, Georgia, Michigan, Pennsylvania and Wisconsin. Traders typically believe gridlock is good because it means one party can’t push through legislation that messes things up.
