In today’s edition, we explore how Republicans are eyeing maintaining their current House majority and expanding their newfound Senate majority after Donald Trump's victory. But given Trump’s decisive victory over Vice President Kamala Harris, House Republicans are feeling bullish about their chances of preserving their slim majority. The party that will hold the majority in the House of Representatives in January 2025 has yet to be determined. Republican Tim Sheehy defeated Democratic Sen. Jon Tester in Montana, NBC News projected Wednesday morning, giving the GOP 52 Senate seats. And the races in Nevada between Democratic Sen. Jacky Rosen and Republican Sam Brown and in Pennsylvania between Democratic Sen. Bob Casey and GOP challenger Dave McCormick are too close to call.

Next door in the 7th District, GOP state Rep. Ryan Mackenzie defeated Democratic Rep. Susan Wild, who had flipped a GOP seat in a 2018 special election. Republicans also flipped an open seat in Michigan’s 7th District, after Democratic Rep. Elissa Slotkin decided to run for the Senate. Because California is notoriously slow in counting ballots, some of the half-dozen hyper-competitive races there — critical to which party wins the House majority — likely will take days. In the 27th District, GOP Rep. Mike Garcia was narrowly beating Democrat George Whitesides with 65% of the vote in. In another California battleground race, NBC News projected Wednesday that GOP Rep. Kevin Kiley has defeated Democrat Jessica Morse.

This amendment would set up a body composed of 15 non-politician members who would be tasked with creating fair congressional and legislative districts.

WASHINGTON — The Supreme Court on Monday agreed to decide a thorny legal dispute from Louisiana involving the state's effort to draw a congressional district map while navigating claims it is unlawfully considering race. One lawsuit claimed that the state had to draw a map containing two majority Black districts to comply with the federal Voting Rights Act. A federal court struck the new map down, but with time running out to finalize the congressional districts before this year’s elections, state officials successfully asked the Supreme Court to put the lower court decision on hold in May. The Supreme Court has a 6-3 conservative majority that, in a surprising move, buttressed the federal Voting Rights Act in 2023 in another racial gerrymandering case involving the congressional map in Alabama. The court will hear oral arguments and issue a ruling in the Louisiana case during its current term, which ends in June.

With so much at stake, CNN has identified 10 races to watch on Tuesday – grouped into buckets that nod to broader themes across the House landscape. Democratic Rep. Abigail Spanberger decided against seeking a fourth term, instead launching a campaign for governor in 2025. Democratic Rep. Jared Golden has crafted a moderate profile by challenging his party on issues ranging from spending to immigration. This year she faces a challenge from GOP state Rep. Gabe Evans, a fellow Mexican American and a former Army helicopter pilot and police officer. GOP Rep. Zach Nunn, an Air Force officer, was first elected in 2022 – defeating Democratic Rep. Cindy Axne by about 2,000 votes.

The number of Republican women in the House has tripled to a record 36, including two nonvoting members. Others involved in the effort to boost GOP women are also hopeful they can reach a new milestone this year. The number of House candidates has dropped overall since 2022, a redistricting year that brought a surge of new candidates. The Center for Women and Politics found the steepest drop was among Republican women. For Stefanik, the effort to recruit more GOP women to run for the House has been a resounding success.

New York Democrats offered a wide array of excuses for their disastrous 2022 midterms, when Republicans flipped four seats outside New York City on their way to winning a narrow US House majority. Now, less than two months out from the 2024 general election, the state party, its campaign season allies, chastened candidates and Gov. D’Esposito is one of five New York GOP freshmen facing an onslaught from Democrats determined to claw back suburban voters. “New York is the reason Democrats lost the House in 2022,” said Pamela Shifman, president of the Democracy Alliance, a liberal group spending big in New York this year. “There’s more focus than there was the last couple cycles, both from the state party, but also obviously the national committees,” the strategist said.

The number of Republican women running for the House this cycle dropped about 36% from 2022, while the number running for Senate dropped by about 45%, according to data from the Center for American Women and Politics at Rutgers. “With fewer competitive seats up for grabs, fewer candidates in both parties are running overall, but there is still very strong interest and enthusiasm from Republican women recruits,” Danielle Barrow, executive director of Winning for Women, which works to elect GOP women, said in a statement. That began to change after the 2018 midterms – the huge success enjoyed by Democratic women that year inspired more Republican women to run in 2020. Another possible reason why there may be fewer women running is what Dittmar calls toxicity. Quality over quantityThe decline in the number of candidates running, however, doesn’t necessarily mean there will be fewer women coming to Congress next year.

House Freedom Caucus Chairman Bob Good, R-Va., has lost his primary recount, a Virginia court certified Thursday, cementing his narrow defeat to GOP state Sen. John McGuire. The recount results confirmed McGuire beat Good after McGuire initially led Good by just 374 votes in the June primary in Virginia’s 5th District. “If you’re on the Republican team and you’re part of the Democrat team to take out the Republican team, you’re not on the Republican team,” McGuire said. “Bob is on the Bob Good team.”McGuire is expected to win in November, given the 5th District’s Republican lean. Rep. Jerry Carl lost to a fellow incumbent, Rep. Barry Moore, in an Alabama GOP primary spurred by redistricting.

NEW ORLEANS — Distinct minority groups cannot join together in coalitions to claim their votes are diluted in redistricting cases under the Voting Rights Act, a divided federal appeals court ruled Thursday, acknowledging that it was reversing years of its own precedent. At issue was a redistricting case in Galveston County, Texas, where Black and Latino groups had joined to challenge district maps drawn by the county commission. Circuit Court of Appeals initially upheld the decision before the full court decided to reconsider the issue, resulting in Thursday’s 12-6 decision. “Nowhere does Section 2 indicate that two minority groups may combine forces to pursue a vote dilution claim,” Jones, nominated to the court by former President Ronald Reagan, wrote. “To reach its conclusion, the majority must reject well-established methods of statutory interpretation, jumping through hoops to find exceptions,” Douglas wrote.

A federal appeals court further narrowed the scope of the 1965 Voting Rights Act, ruling that members of separate minority groups cannot join together to claim that a political map has been drawn to dilute their voting power. The 12-to-6 ruling on Thursday by the full Fifth Circuit Court of Appeals overturned almost four decades of legal precedent, as well as an earlier ruling by a three-judge panel of the same appeals court. It applies only in Louisiana, Mississippi and Texas, the three states where the court has jurisdiction, but the decision has national implications and may be appealed to the Supreme Court. The redrawn boundaries reduced their combined share of the district’s electorate to 38 percent, and a lawsuit claimed that doing so violated Section Two of the Voting Rights Act, which prohibits drawing maps that dilute minority voting power. A lower court and the three-judge appellate panel both ruled that the new map was a clear violation of the law.

Redistricting ballot measures are not uncommon, but since the advent of citizen-backed ballot initiatives in the early 1900s no other year has had more than three election-system initiatives, according to the online elections database Ballotpedia.
