La Reunion Lifts Red Alert After Cyclone Belal Moves Away

PARIS (Reuters) - The French island of La Reunion lifted a cyclone alert at noon (0800 GMT) on Tuesday, as cyclone Belal that struck the Indian Ocean island a day earlier had moved away and no longer posed a threat, local authorities said. "(The cyclone) no longer represents a danger to our territory," the authorities said, still advising a degree of caution even though weather conditions were improving. The lifting of the red alert means local businesses can restart activities but residents were advised to stay at home if possible. Nurseries would open from Wednesday but schools would remain closed until Monday, the Prefecture of La Reunion said. Almost 130 firefighters, 10 gendarmes and 15 power network specialists were scheduled to arrive to La Reunion from neighbouring Mayotte and from continental France.

Following investigations last month, the city is instigating a civil protection plan for the “sudden and unexpected collapse of the tower,” which has dominated the Bologna skyline since the 12th century. The Garisenda leans at an angle of four degrees – only a little more upright than the Leaning Tower of Pisa’s five degrees. “The overall situation has unfortunately worsened considerably, with worrying implications for the overall stability of the tower,” reads the report.

SANTO DOMINGO, Nov 19 (Reuters) - Parts of the Dominican Republic were on high alert on Sunday for possible landslides and flooding after heavy rains the day before displaced thousands and killed at least nine people. Fourteen provinces are on red alert, the Caribbean country's Emergency Operations Center (COE) said in a report on Sunday morning. Nine people died on Saturday after rains caused the wall of a highway tunnel to collapse onto their cars, the National Police said. Authorities have not yet provided a tally of all victims, but local media has reported more victims than the nine killed by the wall collapse. Videos on social media showed rushing water dragging cars down streets and flooded ground floors of buildings.

Transport Minister Clement Beaune told Fanceinfo radio that a truck driver died in the Aisne department, northeast of Paris when a tree fell on his truck. "This shows that even in regions that are not on red alert, there is a very high risk on the road," Beaune said. COPENHAGEN, Denmark (AP) — Gale-force winds and floods struck several countries in Northern Europe as the region braced for more heavy rain on Friday. In Scotland, at least two people were reported dead and authorities searched for a man thought to be trapped in his vehicle. On Friday, the Met Office issued a new “red” warning for parts of eastern Scotland for further flooding throughout Saturday. Water levels were expected to begin dropping again on Saturday morning, Swedish meteorologists said. On Germany’s North Sea coast, the high winds had the opposite effect to the flooding on the Baltic coast, pushing the water further out and leading to very low water levels.
