The defector, Ri Il-kyu, 52, made the comments in an interview with a newspaper in Seoul, which was also the first time his defection became public. Mr. Ri was a political counselor at the North Korean Embassy in Cuba when he fled to South Korea last November. He is the most senior North Korean official known to defect to the South in nearly a decade. They were among the best-known North Korean diplomats dealing with Washington. But they soon disappeared from North Korean state media.

North Korean technicians check the Unha-3 rocket at the Sohae Satellite Launch Station in Tongchang-Ri on April 8, 2012. North Korea said its attempt to launch a new military reconnaissance satellite ended in failure on Monday when a newly developed rocket engine exploded in flight. North Korea fired the projectile on a southern path off its west coast at around 10:44 p.m. (1344 GMT), the South's Joint Chiefs of Staff said. The launch appeared to originate from Dongchang-ri, a northwestern area of the country where North Korea's main space flight centre is based, JCS said. Japan said over its J-Alert broadcasting system that North Korea appeared to have fired a missile, sending out the warning to residents in southern prefecture of Okinawa.

Not fun.”Many scientists who study the intersection of climate change, flooding, winter storms and sea level rise agree the kind of damage Levy experienced was more of a sign of things to come than an anomaly. Climate change is forecast to bring more hurricanes to the Northeast as waters warm, some scientists say. In the Northeast, the problem of climate change is especially acute because of forecasted sea level rise here, said Hannah Baranes, a coastal scientist with the Gulf of Maine Research Institute's Climate Center in Portland, Maine. “This is a real moment to consider how much flooding is in several feet of sea level rise,” Baranes said. Vermont, which also suffered heavy damage in Hurricane Irene in 2011, is working to establish statewide floodplain standards, Moore told the Maine Climate Council.

But home prices are still on the rise, according to a November 28 note from Selma Hepp, the chief economist at CoreLogic. The outcome is that many remain renters, which drives up demand for rental property and the cost of rent. If the cost of rent is 20% below the price of owning a home monthly, then it may be comparable. Rent prices are based on listings from Rent.com. For example, take the cost of rent over five years; let's say it's $3,000 x 12 months = $36,000 annually.

SEOUL — North Korea launched a rocket on Tuesday in what South Korea said was an attempt to put its first military reconnaissance satellite in orbit, this time with technological help from Russia. The rocket flew to the south over the sea between the Korean Peninsula and China, the South Korean military said in a brief statement. North Korea launched its new Chollima-1 rocket from its satellite launching station in Tongchang-ri near its northwestern border with China in May and again in August. This week, North Korea told the International Maritime Organization that it would soon make a third attempt. And this time, North Korea received assistance from Russia, helping the North overcome its technological shortcomings, according to South Korean officials who have monitored its launch preparations in Tongchang-ri in recent weeks.

The Senate on Wednesday night passed a stopgap funding bill, punting the GOP's spending fight and the threat of a government shutdown until after the holidays. The funding bill next heads to President Joe Biden's desk for his expected signature. The CR is designed to buy more time for House Republicans to pass appropriations bills and for House and Senate negotiators to reach a deal on funding. The House has passed seven of the twelve annual appropriations bills that fund the government for a full fiscal year, while the Senate has passed three. Johnson and his leadership team sent House lawmakers home for the Thanksgiving holiday early on Wednesday after two appropriations bills ran into trouble.

Ri singled out a recent trip by the U.S. Space Force commander to Tokyo, and the deployment of a Space Force component in South Korea, where its members took part in joint military drills for the first time this year. Such moves were "nothing but a camouflaged curtain to cover up the scenario for preemptive attack on the anti-U.S. and independent countries," Ri said, mentioning North Korea, China and Russia. DPRK is the initials of North Korea's official name, the Democratic People's Republic of Korea. North Korea has failed twice to place a spy satellite in orbit, both in May and August, and has vowed to try again as early as October. Last month, North Korean leader Kim Jong Un toured Russia's most modern space launch centre, where President Vladimir Putin promised to help him build satellites.

North Korean leader Kim Jong Un departs Pyongyang, North Korea, to visit Russia, September 10, 2023, in this image released by North Korea's Korean Central News Agency on September 12, 2023. KCNA via REUTERS Acquire Licensing RightsSEOUL, Sept 12 (Reuters) - Top military commanders, arms industry officials and diplomats accompanied North Korean leader Kim Jong Un on his trip to Russia, hinting at a potentially defence-heavy agenda for meetings with President Vladimir Putin. North Korea did not name the members of the delegation, but analysts identified several key figures who appear to be accompanying Kim in photos released by state media on Tuesday. Overseeing North Korea's defence industry including its nuclear and missile programmes, Ri travelled to Russia with Kim's late father, Kim Jong Il, in 2011. An official at Seoul's Unification Ministry in charge of inter-Korean affairs said Kim and Putin could explore ways to return North Korean labourers to Russia, banned under the U.N. Kim Jong Un and Vladimir Putin shake hands as they begin their talks at the Vostochny Cosmodrome, Amur region, Russia, on September 13. Providing this technology to North Korea would be in violation of international sanctions, aimed at hampering Pyongyang’s ability to build a fully functioning nuclear weapons and ballistic missile force. After the talks, Kremlin spokesperson Peskov said “North Korea is our close neighbor,” according to state media. The two ballistic missiles fired by North Korea Wednesday morning each traveled about 650 kilometers (400 miles) before falling into the sea, according to the JCS. A file photo of Russian President Vladimir Putin meets North Korean Leader Kim Jong-un on April 25, 2019 in Vladivostok, Russia. Citing unidentified Russian regional officials, Japanese broadcaster TBS reported that Kim's train crossed the border and arrived in the border town of Khasan. North Korea has possibly tens of millions of artillery shells and rockets based on Soviet designs that could potentially give a huge boost to the Russian army, analysts say. Based on North Korean state media photos, Kim's delegation possibly includes Pak Thae Song, chairman of North Korea's space science and technology committee, and Navy Admiral Kim Myong Sik, who are linked with North Korean efforts to acquire spy satellites and nuclear-capable submarines. North Korea on Thursday launched a space vehicle carrying its first military reconnaissance satellite, but failed to put it into orbit. North Korea said it would try to launch the satellite again in October. North Korea’s new Chollima-1 rocket, launched at 3:50 a.m. local time from its space launch station in Tongchang-ri, near its northwestern border with China, flew south over the sea between Korea and China. The launch triggered an emergency warning in Japan’s southernmost prefecture of Okinawa, where residents were asked to take cover. North Korea later said its launch had failed because the “emergency blasting system” of the rocket’s third stage malfunctioned.
