President Biden was eager to get off the stage at the Group of 7 summit Thursday night, clearly a bit testy after answering questions about Hunter Biden’s conviction and the prospects of a cease-fire in Gaza. But at the end of his news conference with President Volodymyr Zelensky of Ukraine, he couldn’t seem to help jumping in as the Ukrainian leader spoke delicately about China’s tightening relationship with Russia. He leaned into his microphone as soon as Mr. Zelensky was finished. “By the way, China is not supplying weapons” for the war in Ukraine, Mr. Biden said, “but the ability to produce those weapons and the technology available to do it.”“So, it is, in fact, helping Russia,” he said. Throughout the Group of 7 summit meeting in Puglia, China has been the lurking presence: as the savior of “Russia’s war machine,” in the words of the summit’s final communiqué; as an intensifying threat in the South China Sea; and as a wayward economic actor, dumping electric cars in Western markets and threatening to withhold critical minerals needed by high-tech industries.

I believe it is profoundly wrong, in difficult times like these, to campaign using a precious forum like the G7,” Meloni told reporters Thursday. Italian Prime Minister Giorgia Meloni welcomes US President Joe Biden to the G7 summit, June 13, 2024. The 2023 G7 communique, released after the last summit in Hiroshima, Japan, called for “access to safe and legal abortion and post abortion care.” Previous summits’ communiques had stopped short of using the word “abortion,” calling instead for access to sexual and reproductive health services. The spat between Meloni and Macron comes after France in March became the world’s first country to enshrine abortion rights in its constitution, the culmination of an effort which began in direct response to the US Supreme Court’s decision to roll back abortion rights in America. The same sensibility is not shared in your country today,” Macron told an Italian journalist at the summit.

Trump argued, as he had before, that if he were president the war wouldn’t still be going. Opposed to additional Ukraine aid and openly skeptical of NATO, Trump could rip up the bilateral agreement Biden signed Thursday if he returned to office. Yet with uncertainty swirling around any American support in the future, the time to act appeared short. Biden pushes G7 to back reproductive rightsEven on an issue unrelated to Ukraine, Biden sought this week to consolidate G7 support in a way that would be unlikely if Trump were to return to the summit. American allies in Europe are collectively preparing for a second Trump administration with a sense both of trepidation and exhaustion.

A simple principle underpins a contentious Thursday decision by the U.S. and key allies to tap profits from Russian sovereign assets in support of Ukraine: Moscow must make reparations. Questions have also been raised over the legality of setting such a precedent: Russia has been cut off from its frozen assets, but retains their ownership. The proposal must now pass various legal hurdles and be backed by European states, where the majority of frozen Russian assets are held. Further loans secured against the interest accrued by Russian frozen assets could be forthcoming, U.S. Treasury Secretary Janet Yellen signaled on Thursday. The annual summit comes as most of the G7 leaders face their own domestic upheavals including national elections and falling approval ratings.

CNN —Group of Seven leaders have reached an agreement to loan money to Ukraine backed by the profits from frozen Russian investments, a senior administration official confirmed Thursday. While Ukraine is not a G7 member, its president, Volodymyr Zelensky, attended the summit and participated in a Thursday evening joint news conference with Biden. “Would we stand with Ukraine?” Biden said at the news conference. The United States, the G7 and countries around the world have consistently answered that question by saying yes we will. Every year, as the leaders of the world’s wealthiest large democracies gather for a summit, the same questions arise: What exactly is the summit for, and why does the group matter? The leaders, along with representatives of the European Union and selected guests, meet to discuss economic issues and major international policies. This year the summit’s host, Prime Minister Giorgia Meloni of Italy, has also invited other figures including Pope Francis and Prime Minister Narendra Modi of India. Whatever the leaders’ disagreements on the issues, one feature of the summits tends to be a shared overall outlook. They also share broadly similar views on trade, security and human rights, giving them enormous influence when they act in concert.

This week, the pope is due to make an historic intervention in the debate around AI at the G7 summit in southern Italy’s Puglia region. AI, the pope believes, can make the world a better place only if it serves the “common good” and does not increase inequalities. European Union lawmakers have already passed a law regulating AI, while a bipartisan group of US senators have set out plans for AI regulation that could lead to federal legislation. “AI and emerging technologies are on Pope Francis’ radar screen,” Larrey, now a professor of philsophy at Boston College, told CNN. It’s clear that Francis sees AI as part of what he called the “epochal change” taking place at the beginning of the 21st century.

CNN —A date for Israeli Prime Minister Benjamin Netanyahu’s address to Congress remains uncertain after one date initially floated was ruled out because it fell on a Jewish holiday. A US congressional leadership aide initially said Monday that Netanyahu was scheduled to speak on June 13, which falls on Shavuot. Scheduling the speech while Biden is on another continent would skirt that question, though with the timing still uncertain, a meeting could take place. But the New York Democrat nonetheless signed on to the letter inviting the prime minister to speak to Congress. “We’re comfortable that it represents fairly and honestly an Israeli proposal – a very forward-leaning Israeli proposal, and we’re confident that Hamas needs to take it,” he said.

Yellen told Reuters in an interview on the sidelines of a G7 finance leaders meeting that not all of the technical details of the loan proposal need to be worked out this weekend. Washington CNN —The Biden administration is set to unveil a sweeping restructuring of former President Donald Trump’s trademark tariffs on Chinese imports, according to sources familiar with the matter. “The Biden administration has neutralized China as a campaign issue,” said Hodge, now a managing director at Bully Pulpit International. Tariffs are essentially a tax on US businesses and consumers, adding to the cost of imported goods. More than half of the duties have been collected during the Biden administration. The Biden administration had planned to release the results of the review in advance of the Pittsburgh speech, the sources familiar with the matter said, but ended up delaying the release.

Extreme hot weather and persistent drought conditions have dealt a severe blow to olive oil production in southern Europe, resulting in a significant surge in prices. Anadolu | Anadolu | Getty ImagesA shortage of olive oil, sometimes referred to as "liquid gold," has driven prices to record highs, fueled a crime surge and pushed the industry into crisis mode. The decline extends a downward trend, after olive oil prices reached an unprecedented peak of 9.2 euros in January. London CNN —European Union officials have raided the offices of a Chinese company as part of a probe into subsidies, exposing rising tensions between the bloc and one of its biggest trading partners. The European Commission said Tuesday that it carried out “unannounced inspections” at the premises of a company making and selling security equipment in Europe, which it suspects may have benefited unduly from state subsidies. “The commission has indications that the inspected company may have received foreign subsidies that could distort the (EU’s) internal market,” the EU’s executive body said in a statement on its website. The China Chamber of Commerce to the EU said Wednesday that it had been informed that a Chinese company was the target of the investigation. The Foreign Subsidies Regulation, which came into force last July, is aimed at addressing market distortions caused by subsidies from foreign governments and ensuring that EU companies are competing on a level playing field.

Secretary of State Antony J. Blinken arrived in Italy on Wednesday for a gathering of foreign ministers from the Group of 7 nations at which the Middle East turmoil and the fate of Ukraine will be central topics. The meeting will take place as world leaders try to contain the growing fallout from the war between Israel and Hamas. At the opening session, the officials will also discuss Israel’s invasion of Gaza and international efforts to reach a cease-fire deal. In July Michael Puglia drove home with what seemed like the coolest vehicle he’d ever own — a Ford F-150 Lightning electric pickup truck. It was big enough to haul around his children and all their hockey gear. Once, after Mr. Puglia had driven 35 miles to an ice rink, his range fell by 73 miles. Another time, a 60-mile jaunt reduced his range by 110 miles. Several trips to the dealership for software updates didn’t fix the problem, leaving Mr. Puglia wondering whether he should keep the $79,000 truck.

Rome CNN —An Italian mafia boss who escaped from a maximum security prison last year by using bed sheets to scale the walls has been captured in France, authorities say. Marco Raduano, the 40-year-old boss of the Gargano Mafia in the southern Italian region of Puglia, was caught Thursday outside a luxury restaurant in Bastia, Corsica, where he was dining with a female companion. Also apprehended was his right-hand man, Gianluigi Troiano, who fled house arrest in 2021 after detaching his electronic bracelet. Raduano’s escape by tying bed sheets from his prison window just under a year ago was caught on the penitentiary’s surveillance cameras. The escape lasted 16 seconds and he fled on foot with no guards noticing or giving chase, which led to an internal investigation of the maximum security prison.

Italy will chair the G7, which also groups the United States, Japan, Germany, Britain, France and Canada, throughout 2024 and will host a summit in June. However, the source said G7 leaders were determined to show they remained fully committed to Kyiv and could not risk showing signs of weakness two years after Russia invaded its neighbour. "We must change the narrative on Ukraine," the source said, adding that Russian President Vladimir Putin had lost significant financial, military and diplomatic clout since the invasion. Italy is planning to stage 20 ministerial meetings during its G7 presidency, kicking off with a three-day gathering from March 13-15 on industry, technology and digitalisation, which will put a spotlight on the fast-paced AI revolution. Rome will also propose creating a steering committee to ensure greater G7 coordination on AI.

Surging olive oil prices, driven in part by two years of drought in Spain, has meant opportunity for criminals across the Mediterranean. Warehouse break-ins, dilution of premium oil with inferior product, and falsification of shipping data are on the rise in olive-growing heartlands of Greece, Spain and Italy. Bekas, who owns 5,000 olive trees, suffered repeated raids by thieves before deciding to take an early harvest. After decades of growth, the global olive oil market has been disrupted by a nearly two-year drought in Spain, which typically accounts for about 40% of world supply. The regional agricultural association issued a plea for police assistance following reports that 100 olive trees were destroyed or seriously damaged in a single incident last month.
