CNN —Markets experienced volatility Tuesday as investors weigh mounting tensions between Russia and the United States. The turbulence comes after Moscow changed its nuclear doctrine following the Biden administration giving Ukraine permission to use longer-range weapons inside targets in Russia. The attack comes just two days after the Biden administration gave Kyiv the green light to use the longer-range American weapons against targets inside Russia. Constitutional amendments to protect or expand abortion passed in seven of the 10 states where they appeared on the ballot Tuesday, NBC News projects. Voters in Arizona and Missouri approved ballot initiatives that will effectively protect abortion rights until fetal viability and undo existing abortion laws on the books. But voters in Florida, Nebraska and South Dakota rejected proposed amendments that would have done the same — becoming the first pro-abortion-rights ballot measures to fail since the Supreme Court overturned Roe v. Wade in June 2022. The other amendment, that would have enshrined abortion rights until fetal viability in the conservative state’s constitution, was rejected. The defeats of the amendments in Florida, Nebraska and South Dakota ended what had been an unbroken winning streak for ballot measures backing abortion rights in the 2½ years since the fall of Roe.

South Dakotans voted down a ballot measure that would have put abortion rights in the state constitution, instead keeping the state’s near-total ban on abortion. Voters have overturned state abortion bans in a number of red states since the Supreme Court’s Dobbs decision, but South Dakota is an extremely conservative state. Life Defense Fund first sued Dakotans for Health in June, challenging the abortion petition signatures the organization submitted to the state. A judge dismissed the motion, which prompted Life Defense Fund to file an appeal in state Supreme Court. A state Supreme Court justice kicked it back to a lower court.

Afghan women are forbidden from praying loudly or reciting the Quran in front of other women, according to a Taliban government minister. It’s the latest restriction on women following morality laws that ban them from raising their voice and baring their faces outside the home. Nobody from the Vice and Virtue Ministry was immediately available Wednesday to clarify the official’s remarks or confirm if the prohibition would also become part of the morality laws. Afghan provinces are already barring the media from showing images of living things, another controversial and widely criticized feature of the morality laws. The Taliban set up the ministry for the “propagation of virtue and the prevention of vice” after seizing power in 2021.

The Nebraska Supreme Court ruled that convicted felons who served their sentences are allowed to vote, after the state's top election official sought to keep them from casting ballots ahead of the Nov. 5 election. Nebraska has historically restored the voting rights of former felons two years after they completed the terms of their sentences. While Nebraska is solidly Republican state, it awards an electoral vote to the winner of each of its congressional districts. The Sentencing Project, criminal justice reform advocacy group, estimated that eliminating the waiting period for convicted felons in Nebraska would restore voting rights for 7,000 people. Far more completed their felony sentences more than two years ago, too, and were affected by the state officials prohibition on their voter registration.

CNN —Almost three decades ago, Richard Hays, a United Methodist minister and the soon-to-be dean of Duke Divinity School, wrote what quickly became the go-to traditionalist Christian argument against same-sex marriage. Fuller Theological Seminary, where Christopher Hays is a professor, also demands agreement with a faith statement that opposes same-sex marriage. Even as support for same-sex marriage has plateaued in the last few years, recent surveys from Gallup find that more than one in five Gen Z Americans identify as LGBTQ, and nearly 90% of Americans under 30 years old support same-sex marriage. The reversal from Hays certainly will not settle the debate among Christians when it comes from same-sex marriage. But I hope it makes opponents of same-sex marriage at least pause and wonder — is there a faithful path forward that makes room for people like me?

PHOENIX — Members of an Arizona tribe are trying to persuade a federal judge to extend a temporary ban on exploratory drilling for a lithium project near lands they have used for religious and cultural ceremonies for centuries. The case is among the latest legal fights pitting Native American tribes and environmentalists against President Joe Biden’s administration as green energy projects encroach on lands that are culturally significant. The springs have served as a place of healing and prayer for generations, the tribe has said in court filings. Federal land managers also are expected to issue a draft environmental review of a lithium mine planned by Australian company Ioneer Ltd. between Reno and Las Vegas. Backers of Arizona Lithium’s project include the Navajo Transitional Energy Company, which announced its plans in 2022 to join with the Australian company and work as a contractor on the project.
