Doctors Without Borders, also known as Médecins Sans Frontières (MSF), accused authorities of repeatedly stopping its vehicles and threatening its staff with violence, including death and rape. MSF cited a deadly incident on November 11, when officers and vigilantes allegedly attacked one of its ambulances as it was transporting three wounded patients to an MSF hospital in Port-au-Prince. “This series of incidents have left us with no choice but to suspend our activities in Port-au-Prince,” MSF said in a statement. CNN —Two wounded patients were killed after police officers and vigilantes attacked an ambulance in Haiti, humanitarian group Doctors Without Borders said on Wednesday. The officers and vigilantes then took the three wounded patients outside the hospital grounds and at least two of them were killed, MSF said. The third patient was not killed, Garnier said. This is the latest deadly ambulance attack that MSF has reported in Haiti. In December last year, the organization said armed men stopped an MSF ambulance, dragged a patient out and killed him.

CNN —Haiti swore in a new prime minister on Monday after a Spirit Airlines plane was hit by gunfire over the country’s capital Port-au-Prince, according to a diplomatic source in the country. All flights to Port-au-Prince’s Toussaint Louverture International Airport have been suspended until Nov. 18, according to Haiti’s civil aviation authority. CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. Reuters —Three key Libyan leaders said on Sunday they had agreed on the “necessity” of forming a new unified government that would supervise long-delayed elections. The leaders are the president of the Presidential Council (PC) Mohamed Menfi, the head of High State Council (HSC) Mohamed Takala, who are both based in Tripoli, and Aguila Saleh, speaker of the House of Representatives (HoR) in Benghazi. In a joint statement, the three leaders also called on the UN Mission in Libya and the international community to support their proposals. CNN —The White House plans to introduce a highly anticipated executive order in the coming weeks dealing with artificial intelligence, President Joe Biden said Wednesday. Biden’s signing of the order would build on an earlier administration proposal for an “AI Bill of Rights.” Civil society groups have urged the Biden administration to require federal agencies to implement the AI Bill of Rights as part of any executive order on the technology. Meanwhile, the US Senate is continuing to educate lawmakers on artificial intelligence in preparation for months of legislative work on the issue. “Vast differences exist among them in terms of what potential it has, what dangers there are, and so, I have a keen interest in AI,” Biden said.
