The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. CNN —The International Criminal Court has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and a senior Hamas official, accusing them of war crimes during and after the October 7 attacks on Israel last year. While ICC warrants don’t guarantee arrests, they could significantly restrict Netanyahu’s ability to travel to ICC member states. The court also issued a warrant for the arrest of Hamas’s military chief, Muhammad Deif, accusing him, too, of crimes against humanity, including murder, hostage taking and sexual violence. Israel has said that it killed Mr. Deif in an airstrike, but the court said it could not determine whether he was dead. Mr. Netanyahu and Mr. Gallant are unlikely to find themselves in a courtroom standing trial on the charges anytime soon. The court has no police force to make arrests and neither Israel nor its chief ally, the United States, is among its member nations. But the order carries significant moral weight, it is likely to restrict the leaders’ travel around the world, and it further isolates Israel as it prosecutes wars in Gaza and Lebanon.

The long-standing promise of a ban on menthol cigarettes, which has been years in the making, is unlikely to move forward before President-elect Donald Trump takes office in January. Indians have become the biggest group of international students in the U.S., surpassing Chinese students this year for the first time in 15 years. New data released by the State Department in conjunction with the Institute of International Education shows that there are now 331,602 Indian international students in the U.S. (a 23% growth from last academic year), compared with 277,398 Chinese international students (a 4.2% decline). South Korea, Canada and Taiwan follow distantly as the next most common countries of origin for international students, with numbers all well under 50,000. Long the most populous at U.S. colleges and universities, Chinese international students have been falling in number every year since the pandemic. Chinese international students typically come with different priorities, Martel and Khanna said.
