Jorge Duenes | REUTERSDETROIT – Shares of automakers General Motors and Stellantis fell Tuesday morning after President-elect Donald Trump threatened to put 25% tariffs on goods imported from Canada and Mexico into the U.S. UBS reports the automotive industry is responsible for 26% of imports from Mexico to the U.S., including vehicles and parts, and 12% from Canada. Nearly every major automaker operating in the U.S. has factories in Mexico, however GM and Stellantis produce highly profitable full-size pickup trucks there. Shares of Toyota Motor, Honda Motor and others with production in Mexico also were down at least 1%. Trump announced he intends to levy a 25% tariff on all U.S. imports from Canada and Mexico using an executive order when he is inaugurated on Jan. 20.

The Biden administration is proposing a rule that would provide women with private insurance access to over-the-counter birth control pills and other contraceptives at no cost, the White House said on Monday. “This rule, once finalized, will expand contraception coverage for 52 million women of reproductive age with private health insurance,” White House Gender Policy Council Director Jennifer Klein said during a briefing. “For the first time ever, women would be able to obtain over-the-counter contraception without a prescription at no additional cost, and health plans would have to cover even more prescribed contraceptives without cost sharing,” she said. Perrigo Co.’s Opill is currently the only daily birth control pill approved for sale without a prescription by the Food and Drug Administration, but the proposed rule covers other forms of over-the-counter contraceptives, including emergency contraception such as morning after pill Plan B, spermicides, birth control sponges, and condoms. The rule will also require that health plans cover all FDA-approved contraceptive drugs and some devices, including IUDs, without cost sharing in many cases.

President Joe Biden on Thursday will commemorate the 30th anniversary of the Violence Against Women Act by announcing new efforts to curb gender-based violence, senior administration officials said. Klein said the Department of Housing and Urban Development on Thursday will also announce a new office targeting gender-based violence that will help survivors get secure housing and economic stability. The initial legislation, which was passed through a bipartisan crime bill in 1994, included the first National Domestic Violence Hotline. Biden's American Rescue Plan also included investments targeting gender-based violence. The Family Violence Prevention and Services Act program reported that roughly $1 billion in supplemental funding has supported 252 tribes, 1,500 domestic violence programs and 1,400 sexual assault programs.

CNN —A former Trump administration official who was shot in a deadly string of carjackings in Washington, DC, earlier last week died Saturday, the DC Metropolitan Police Department said in a statement. Michael Gill, 56, was inside his vehicle parked at Mount Vernon Square on Monday when the suspect, identified as 28-year-old Artell Cunningham, got inside the vehicle and shot him, police said. Cunningham shot Vasquez dead and fled the scene in his vehicle before officials say he conducted two more carjacking incidents in Prince George’s County the following morning, MPD Executive Assistant Chief Jeffery Carroll said at a Tuesday news conference. Cunningham was eventually stopped and was fatally shot by two New Carrollton police officers in Maryland on Tuesday. Before his death, Michael Gill worked for the Housing Policy Council, a real estate trade association, for several years, the organization’s president, Ed DeMarco, confirmed in a statement.

The Biden campaign is putting abortion rights front and center in 2024, and argues abortion access is a personal freedom that former President Donald Trump and Republicans are denying women. Democrats hope a threat of further curbs on abortion will bring voters to the polls in November. All seven statewide ballot initiatives to enshrine reproductive rights since 2022 have succeeded, including in conservative Ohio, Kansas and Kentucky. WASHINGTON (AP) — The Biden administration on Monday announced a White House initiative to improve how the federal government approaches and funds research into the health of women, who make up more than half of the U.S. population but remain understudied and underrepresented in health research. The White House Initiative on Women's Health Research will be led by first lady Jill Biden and the White House Gender Policy Council. Bertagnolli gave a broad answer in which she said far too little is known about women's health through all stages of life. WASHINGTON, Oct 18 (Reuters) - Ford Motor Co (F.N) said on Wednesday a proposal by President Joe Biden's administration to hike vehicle fuel economy standards through 2032 threatens to cause "substantial economic hardship" for the No. The agency made the proposal as Biden's administration seeks to cut greenhouse gas emissions to combat climate change and to reduce fuel use. The National Highway Traffic Safety Administration (NHTSA) in July proposed raising Corporate Average Fuel Economy (CAFE) car requirements by 2% and by 4% for trucks and SUVs annually between 2027 and 2032. The NHTSA's proposal would result in a fleet-wide average fuel efficiency of 58 miles (93 km) per gallon by 2032. On Monday a group representing General Motors (GM.N), Toyota Motor (7203.T), Volkswagen (VOWG_p.DE) and nearly all other major automakers sharply criticized NHTSA's proposal, saying it is unreasonable and requested significant revisions. U.S. automakers separately have warned the fines would cost GM $6.5 billion, Stellantis $3.1 billion and Ford $1 billion, citing NHTSA's projections.

The Alliance for Automotive Innovation said the National Highway Traffic Safety Administration's (NHTSA) Corporate Average Fuel Economy (CAFE) proposal was unreasonable and requested significant revisions. The auto alliance said last month automakers would face more than $14 billion in non-compliance penalties between 2027 and 2032. Automakers also raised alarm at the Energy Department's proposal to significantly revise how it calculates the petroleum-equivalent fuel economy rating for EVs in NHTSA's CAFE program, saying it would "devalue the fuel economy of electric vehicles by 72%." GM said on Monday it could support NHTSA's proposal if the Energy Department rescinded its petroleum-equivalent proposal. Automakers and the United Auto Workers union have previously also complained parallel rules proposed by the Environmental Protection Agency are not feasible and should be significantly softened.

The American Automotive Policy Council, representing GM, Stellantis and Ford Motor (F.N), said in a letter to the U.S. Energy Department on Friday that the size of the expected penalties for not meeting proposed Corporate Average Fuel Economy (CAFE) requirements are "alarming." DOE wants to significantly revise how it calculates the petroleum-equivalent fuel economy rating for EVs in NHTSA's CAFE program. A group representing nearly all major automakers said last week the industry as a whole could face $14 billion in CAFE fines. Automakers buy credits or pay fines if they cannot meet CAFE requirements. In June, Reuters first reported Stellantis and GM paid a total of $363 million in CAFE fines for failing to meet U.S. fuel economy requirements for prior model years.

WARSAW, Poland (AP) — Poland's central bank lowered its interest rates by 75 basis points on Wednesday despite the country's double-digit inflation rate. The National Bank of Poland's monetary policy council announced that it was cutting the reference rate from 6.75% to 6%, and other interest rates by the same amount. Economists had been expecting a rate cut, but not such a large one. In conditions of high inflation, central banks tend to raise interest rates, a move that can help bring down inflation over time by discouraging consumption. Interest rate cuts, on the other hand, make financing cheaper and tends to encourage consumers and businesses to spend more.
