CNN —A radio host was shot dead while live streaming his program on Facebook at his home in the southern Philippines on Sunday, prompting a hunt for his killers and condemnation from the country’s president. The broadcaster, Juan Jumalon, also known as “DJ Johnny Walker,” was shot by unidentified assailants in a “brazen killing,” the National Union of Journalists of the Philippines (NUJP) said in a statement on X, formerly Twitter. MANILA, Nov 6 (Reuters) - Japan, South Korea and India have offered to finance three Philippine railway projects worth nearly $5 billion, the country's transport chief said on Monday, after Manila dropped China as a funding source last year. Transportation Secretary Jaime Bautista said the Philippine government could tap the three countries for possible official development assistance (ODA). He said the government may also fund a portion of the rail projects or seek private sector investments. The rail projects are the Subic-Clark Railway Project, the Philippine National Railways South Long-Haul Project and the Davao-Digos segment of the Mindanao Railway Project, collectively worth $4.95 billion. Construction of the Philippines' first subway train, funded by loans from Japan, is underway in the capital region.

The police in South Korea on Wednesday accused 17 American soldiers and five other people of distributing or using synthetic marijuana that had been brought into the country through the U.S. military’s postal service. A Philippine national and a South Korean national were under arrest, said the police in the city of Pyeongtaek. Synthetic marijuana is an illegal substance in South Korea. Cha Min-seok, a senior detective, said the drug investigation was one of the largest in recent years involving American soldiers. Special-operations forces have been a centerpiece of US military operations for two decades. US leaders should remember that special operators aren't suited for some tasks, one expert says. But in an era of strategic competition with China, there are some missions with no special-ops "easy button," according to David Ucko, a professor and expert on irregular warfare. First, the US special-operations community should consolidate its core strengths, particularly irregular warfare, which is "highly relevant" to strategic competition with China. Hong Kong CNN —Typhoon Doksuri made landfall in China’s southeastern coast on Friday, state weather agencies said, after the storm battered parts of the Philippines and killed at least 39 people, including dozens on an overcrowded boat that capsized in strong winds. The typhoon slammed into the coastal county of Jinjiang in Fujian province at 9:55 a.m. local time, the National Meteorological Center said. The winds around the time of landfall were approaching 175 kilometers per hour (108 mph), according to the Joint Typhoon Warning Center but the storm’s interaction with land has likely lowered the wind speeds slightly. Another 13 people were killed elsewhere in the country from Typhoon Doksuri, known as Egay in the Philippines, the the National Disaster Risk Reduction and Management Council said Friday. The storm brought floods to five regions and triggered more than a dozen rain-induced landslides, the agency added.

CNN —Sixteen children allegedly abused in the Philippines have been rescued after Australian police found sexually explicit material on the phone of a man arrested in Sydney. The investigation began in January when the Australian Border Force intercepted a Queensland man, 56, as he returned to Sydney from the Philippines, the statement said. After searching his phone, the ABF found child abuse material and messages detailing his intent to pay a facilitator who would enable him to sexually abuse children in the Philippines. The man was charged with three offenses including grooming and possession of child abuse material, which carry a potential maximum sentence of 15 years in prison. “We must collaborate with our international partners, such as the AFP, to arrest offenders and rescue child victims,” she said.
