Japan and Philippines' defense pact signed on Monday seeks to counter China's increasing aggression in the region and create deterrence that goes beyond reliance on the U.S., experts told CNBC. The RAA marks Japan's second such agreement with a country in the Asia-Pacific region, following similar agreements with Australia in 2022. The treaty must be ratified by the appropriate legislative bodies of the Philippines and Japan before coming into force. Kamikawa called the signing of the RAA "a great achievement" for the two countries to further strengthen security and defense cooperation. "Both countries have maritime territorial disputes with China, and they are facing increasingly assertive and aggressive Chinese naval forces," Yaacob added.

Teodoro met his French counterpart Sebastien Lecornu in Manila where he said they are working to get authority from their leaders to begin negotiations for a status of forces agreement. "We intend to take concrete steps to leveling up and making more comprehensive our defense cooperation," Teodoro said in a joint briefingLecornu's Manila visit is the first leg of his trip across the Indo-Pacific which includes stops in Malaysia and the French overseas territory of New Caledonia. France considers itself an Indo-Pacific power, with over 7,000 troops stationed in overseas territories in the Pacific and Indian Ocean. The joint exercises, a first for the two nations, come amid renewed tensions between the Philippines and China in the South China Sea. Marcos spoke to journalists after Friday's beach landing drill in Zambales, near the South China Sea, which he watched with binoculars, accompanied by Marles and Philippines Defense Secretary Gilbert Teodoro. At a joint news conference with Teodoro, Marles said the first joint patrols of the South China Sea by the two navies would "happen soon". The Philippines, Malaysia, Vietnam, Brunei and Taiwan have claims to certain areas of the South China Sea. Most of Australia's trade goes through the South China Sea, and upholding international rules is a shared strategic interest with the Philippines, he earlier told ABC radio.

The incident occurred on Sunday during a Philippine coast guard patrol close to the Philippine-held Second Thomas Shoal, a flashpoint for previous altercations located 105 nautical miles (195 km) off its coast. One of the two Chinese vessels "carried out dangerous manoeuvres" about 150 feet (45.72 m) from a Philippine ship, it said. In February, the Philippines said a Chinese ship had directed a "military-grade laser" at one of its resupply vessels. China's foreign ministry spokesperson Mao Ning on Friday said the Philippine vessels had intruded into Chinese waters and "made deliberate provocative moves". "We urge the Philippines to respect China's territorial sovereignty and maritime rights," Mao said, adding the Chinese vessels acted professionally and with restraint.
