Chinese-founded online retail giant Shein is not positioning itself as an Amazon "clone," the company told CNBC, as it prepares for a U.S. public listing later this year. But that expansion will vary from market to market, and skew heavily toward Generation Z — born between the late 1990s and early 2000s — and younger Millennial consumers, who were born between the early 1980s and late 1990s. "I don't see us an an Amazon clone per se," Pernot-Day said at the World Economic Forum in Davos, Switzerland. "So, product categories vary across these markets. But the core point is that being receptive and responsive to Generation Z, younger Millennial shoppers, is something that leads to growth," he added.

Shein's website drew 28.6 million unique monthly visitors in October, up 7.25% from a year earlier, according to Similarweb. Amazon trounces both online retailers with 56% of its 268 million unique monthly visits in October resulting in purchases, its data shows. Temu, which launched in the U.S. in September 2022, is offering deals for cheap goods for the holiday shopping season. Shein is ramping up holiday marketing in the U.S. and Europe as it extends its reach and products on its platform. Peter Pernot-Day, head of corporate strategy at Shein, said Shein has advised its marketplace sellers "to optimize their product listings" by "providing competitive pricing and keeping inventory up to date."

Fast-fashion juggernaut Shein is facing more scrutiny from elected officials in the U.S. who want the company to prove it doesn't use forced labor before it files for a widely rumored initial public offering. "It is apparent that SHEIN is attempting to launch an IPO before the end of this calendar year. Shein has faced accusations that it used forced labor from the Xinjiang region in China to fuel its meteoric rise as rumors swirl that it is preparing to go public. "These are in raw materials so when we have a raw material positive test, that means that raw material is removed from production," Pernot-Day said. Pernot-Day said one of Shein's primary objectives at the moment is to get its positive test results down to zero.

But the way Shein uses data and determines demand has been a point of contention. Just as TikTok or Instagram tracks what you search or how long you engage with a particular video, Shein gathers similar data from its shoppers. This is a common practice in retail — many other brands track similar data on their sites. To measure demand, Shein's site then conducts statistical sampling to understand what sequence of steps led a customer to any given purchase. Data from U.S. Customs and Border Protection shows that de minimis shipments into the U.S. rose to 685.5 million in 2022, up nearly 67% over 2018. That equals roughly two to three million packages a day, Robert Silvers, Under Secretary for Policy at the Department of Homeland Security, told lawmakers in July. A bipartisan group of U.S. lawmakers in June introduced bills that would ban de minimis shipments from China upon enactment. Rival U.S. retailers also have grown increasingly concerned about the exemption as Shein and Temu have gained market share. In 2015, Congress raised the cap on de minimis shipments to $800 from $200, making the U.S. threshold one of the highest in the world.

As part of its marketplace, Shein is offering a wide range of products from third-party sellers. Brands interested in selling on Shein must first reach $2 million in annual sales on Amazon, the Journal reported. Shein Marketplace sellers are eligible to receive incentives from the Chinese-owned company if they reach sales goals. For those that qualify, the company is offering big incentives to sell on Shein too. In the months following the marketplace launch, Shein has dealt with sellers offering counterfeit items on the platform.
