How Will States Pay for Roads When Gas Taxes Evaporate?

Back in 2001, seven years before Tesla introduced its electric-powered Roadster and a dozen years before the more affordable Chevrolet Spark EV went on sale, lawmakers in Oregon recognized that the adoption of EVs and hybrids would eventually mean less revenue from the state’s gas tax, which would mean less money to pay for roads and bridges. After considering a tire tax, a battery tax and numerous other options, the committee concluded that Oregonians should be charged based on how many miles they drive. Twenty-two years later, the Road User Fee Task Force continues to operate small pilot programs. But like most other states that have seen gas taxes start to evaporate, Oregon still doesn’t have a mandatory alternative revenue plan in place. Legislatures are in a bind: They can no longer afford to ignore the decline in gas-tax revenue, but all proposed solutions are problematic.

I’m at a loss for words to explain the growing use of coarse language in everyday conversation. When friends or colleagues use the F-word as matter-of-factly as my parents said “gosh” or “golly,” it makes me cringe—but I seem to be part of a bleeping minority. I thought about this while watching the comedy series “Shrinking” on Apple TV+, starring Jason Segel and Harrison Ford as therapists practicing in Pasadena, Calif. Every character, including Mr. Segel’s teenage daughter, played by Lukita Maxwell, uses the F-word with startlingly casual frequency. In a recent 29-minute episode, these well-educated, affluent Southern Californians said the word 30 times—including nine utterances by Mr. Segel and six by Ms. Maxwell.

Even better was how the trend appeared to survive—at least until now. This summer, facilities in many parts of the country face severe overcrowding, prompting pleas for pet adoptions to avoid the need to euthanize healthy animals. According to the nonprofit Shelter Animals Count, “non-live outcomes” for shelter dogs was 25% higher in the first half of 2023 than during the same period two years ago.

When Joe Biden says, “no joke,” as he so often does, he might as well be talking about the impact his first two years in office had on comedy. He has been the least lampooned president since Eisenhower—who, after all, didn’t have to worry about late-night monologues on multiple TV channels, YouTube mashups or savaging sketches on “Saturday Night Live.”But here’s the funny thing about President Biden: Politics aside, the guy is a genuinely amusing character, with plenty of what comedians call “hooks.” He’s an occasionally confused octogenarian, sometimes frisky with facts and inclined to spend five minutes telling a one-minute story. When he dons the type of dark aviator glasses that looked good on Gen. Douglas MacArthur, Joe Biden is comedy gold. Yet, until recently, comedians haven’t ripped him nearly as much as his supporters might fear and his opponents would wish.
