Forecasters warned of more high winds headed to the battered Pacific Northwest, while an atmospheric river continued to dump heavy rain on California. The biggest risk of life-threatening floods was forecast for Thursday, but flooding will remain a threat through Friday, the weather service said. Landslides and rockslides shut down some or all traffic lanes on highways in Humboldt and Lake counties, the weather service in Eureka, California, said. Snow is on the way in New York state and Pennsylvania courtesy of “a potent upper-level low swinging over the region,” the weather service said. The area was under a winter weather warning until 4 p.m. Friday.

A resident walks at the site of a Russian missile strike in Dnipro, Ukraine, November 21. Mykola Synelnykov/ReutersRussia’s use of a nuclear-capable ballistic missile on Thursday is the latest escalation in the Ukraine war. The use of what Vladimir Putin said was a ballistic missile with multiple warheads in offensive combat is a clear departure from decades of the Cold War doctrine of deterrence. Ballistic missiles with multiple warheads, known as “multiple independently targeted reentry vehicles,” or MIRVs, have never been used to strike on an enemy, experts say. Ballistic missiles have been the underpinning of deterrence, offering what is known as “mutual assured destruction,” or MAD, in the nuclear age.

PESHAWAR, Pakistan — Gunmen opened fire on passenger vehicles in a tribal area in northwestern Pakistan on Thursday, killing at least 38 people and wounding 29, the chief secretary of Khyber Pakhtunkhwa province, Nadeem Aslam Chaudhry, said. Among the fatalities in the attack, which occurred in the Kurram tribal district, were a woman and a child, Chaudhry said, adding: “It’s a major tragedy and death toll is likely to rise.”Tensions have existed for decades between armed Shia and Sunni Muslims over a land dispute in the tribal area that borders Afghanistan. No group claimed responsibility for the incident. “There were two convoys of passenger vehicles, one carrying passengers from Peshawar to Parachinar and another from Parachinar to Peshawar, when armed men opened fire on them,” a local resident of Parachinar, Ziarat Hussain, told Reuters by telephone, adding that his relatives were traveling from Peshawar in the convoy. Senate Republicans offered mixed responses Thursday to President-elect Donald Trump's announcement that he will nominate Pete Hegseth, a Fox News personality accused of sexual assault, to lead the Defense Department following the release of a police report concerning sexual assault allegations against him. Some senators defended Trump's pick, while others voiced some trepidation, and a senator told NBC News "I don't care" when approached about a police report released Wednesday tied to an allegation of sexual assault against Hegseth in 2017. Sen. Markwayne Mullin, R-Okla., also defended Trump's pick, saying he had reviewed the report and would push for Hegseth's confirmation. Two other picks to serve in top jobs in Trump's Cabinet have also faced potentially damaging allegations of sexual misconduct. After Gaetz withdrew his name, Sen. Chris Coons, D-Del., told NBC News that there were “similar, challenging allegations” with Hegseth.

CNN —For Donald Trump, every defeat is just the catalyst for his next battle. The Gaetz disaster suggests that despite his big election win, some laws of political gravity still apply to Trump. This may explain why two-and-a-half weeks into his transition, several of Trump’s Cabinet picks are embroiled in allegations of sexual misconduct, ethics or legal controversy. Like Gaetz, Hegseth was not prosecuted over the allegation and denies he did anything wrong. Plenty of presidents get a Cabinet pick knocked back and do just fine.
