In today’s edition, White House correspondent Mike Memoli files a dispatch from Rio de Janeiro on President Joe Biden's final international summit. Biden fades into the background at his final international summitsBy Mike MemoliRIO DE JANEIRO — President Joe Biden’s final international summits almost certainly would have played out differently had the elections back home gone as he had hoped. But President-elect Donald Trump cast a long shadow over a seemingly humbled Biden as he bid farewell to his counterparts here. More consequential, however, was the stagnant or shrinking turnout in these cities, which — coupled with turnout growth in Republican counties across the blue wall — drove Trump’s victory. While the number of voters throughout the rest of Michigan grew by 2.6%, the number in Detroit fell by 4%. NBC News Decision DeskThe third large blue wall city is Milwaukee, which makes up about 60% of Milwaukee County’s population. Even though turnout grew slightly overall in the city, just over half of precincts (58%) experienced a turnout decrease. Comparing Milwaukee’s sluggish turnout to Dane County — which is Wisconsin’s other large Democratic county, where turnout increased by over 6% — helps to show how different demographics may explain turnout changes.

Many people feel “that they’re not getting enough back, that a college education isn’t worth enough,” said Paul Peterson, a professor of education policy and governance at Harvard University. The data says that college education is worth more than ever.”The dissonance shows how higher education has become another slice of the economy where the vibes are worse than the numbers might suggest — and risks exacerbating Democratic losses with working-class voters. Andrew Smith, director, University of New Hampshire Survey CenterThere are many reasons why improving college affordability may not register widely. Given other budget pressures — from child care to car insurance — college expenses simply might not have fallen enough to matter. Luzerne County is one of many counties in Pennsylvania — and across the country — that shifted to the right this year. Kevin Kraynak, a Luzerne County native, traveled from his home in California to try to get out the vote. Luzerne County became a hotbed of election denialism in 2020, and Pennsylvania is an open-carry state. Just over 152,000 total ballots were cast in Luzerne County — about the same as in 2020. In only one other Pennsylvania county were Trump’s gains greater.

Across the country Tuesday, counties moved toward Trump by a median of 3.1 percentage points compared to the 2020 election. But in the top 10% of counties ranked most difficult for buying a home, the median shift was 4.5 percentage points. In Passaic County, New Jersey, with a population of more than 500,000, voters flipped for Trump by nearly 19 percentage points. Nearby in Pennsylvania, Northampton County — which narrowly tipped red with a shift of 3 percentage points — has a similar story. But not all high-challenge housing counties swung toward Trump.

It was a moment that encapsulated one of the biggest challenges facing her campaign – which, in the end, proved insurmountable. CNN spoke with over a dozen senior Harris campaign aides both in the Wilmington, Delaware, campaign headquarters and on the ground in the states, as well as multiple volunteers and local elected officials, over the course of the final weeks of the race. Vice President Kamala Harris makes her way to board Air Force Two before departing Dane County Regional Airport in Madison, Wisconsin on September 20. Biden could have taken on a role as steward and elder statesman, rather than a guy the Harris campaign never knew quite what do with. And those tensions manifested from almost the start of this short campaign, in the internal wrangling over who Harris should pick as her running mate.

A Pennsylvania judge on Monday declined an effort by the Philadelphia district attorney to stop Elon Musk’s America PAC from doling out cash prizes to registered voters. The judge's injunction means Musk's PAC will be able to do one last giveaway on Tuesday, the last day of the offer. The America PAC giveaway has promised million-dollar checks to some voters and $47 and $100 payments to other registered voters who signed a political pledge in swing states. Philadelphia District Attorney Larry Krasner sued Musk and America PAC last month, alleging that the giveaways were an illegal, unregulated lottery, but at a hearing Monday, America PAC attorney Chris Gober said it wasn’t a lottery because winners aren’t determined by chance. Musk’s legal team delayed this hearing last week, filing to move the case to federal court.

CNN —The tumultuous 2024 election is ending with a contrast that encapsulates America’s fateful choice on election eve. The vice president also proposes reforms to improve the lives of working Americans — but hers are less revolutionary than Trump’s. If she loses Pennsylvania, Harris would need a combination of other swing states, including Georgia, Nevada and Arizona, where poll averages also show no clear leader. But the findings, which suggested a shift toward Harris from the previous Iowa Poll in September, also showed the vice president with a strong advantage among women. If such a pattern is repeated nationwide, the vice president could be headed to victory if she can limit her deficit to Trump among White males especially.

Kamala Harris appeared on "Saturday Night Live" for a cameo ahead of the US election. The vice president appeared alongside actor Maya Rudolph in the show's cold open. The early votes of new voters — voters who did not show up in 2020 — are of particular interest because they are votes that could change what happens in 2024 relative to the last presidential election. The data out of Pennsylvania shows large differences in the number of votes cast by new voters, both by party registration and by gender. More new voters are registered Democrats than Republicans, and new female voters are driving this partisan gap. The new male voters are only slightly more likely to be Democrats than Republicans, but among new female voters, Democrats outnumber Republicans nearly 2 to 1. But the Republican advantage in new Arizona voters so far is being driven largely by male voters.

But state officials resisted his pressure, judges tossed out his team’s lawsuits, and Pence defied Trump and carried out his constitutional duty to affirm the result of the vote. If Trump sought to challenge the election results, he would have two potential paths to try to overturn the results, and both routes are “long shots,” said Hasen, director of the Safeguarding Democracy Project at UCLA Law School. Given the heightened security risk, some state officials have made plans to scrap public, high-profile ceremonies to certify election results in state capitols. Election officials across the country also have bolstered security at polling places, including expanding police presence and issuing bulletproof vests to election workers. State officials resisted.

“Victory runs through Philly and it runs through Pennsylvania.”Over the course of the day, the vice president also attended a church service at a predominantly Black church, stopped at a barbershop, and popped into a Puerto Rican restaurant — all part of a concerted effort to court Black and Latino voters. The Commonwealth sits at the base of the Democrats’ “blue wall,” along with Michigan and Wisconsin — states that Donald Trump swept in 2016 before Joe Biden did the same four years ago. Besides stopping at local businesses, Harris visited with a youth basketball team and rolled out a new campaign ad. “Here’s the thing that people like Donald Trump don’t understand: We’re Philly. “We can, and we must seize this opportunity to end this war and bring the hostages home,” Harris said.

Election officials — and reporters like me — have spent years explaining that voter fraud is incredibly rare. We know that because voting systems are designed with checks and balances to make it pretty hard to cheat. Election officials will then check your information against government databases, which typically verify your identity and citizenship. Checking the countAfter the results are tallied, the state conducts a risk-limiting audit by physically counting randomly selected batches of ballots and hand-counting them. The state also runs all the ballot images through a computer program that tallies the results.

Two swing states — Arizona and Pennsylvania — exemplify in their own ways how housing markets across the country have failed to address the key issue they face: too few homes. Sprawling subdivisions helped accommodate the growing population and were enough to keep housing costs relatively low through the early 2010s. As demand spiked, snarled supply chains helped inflate construction costs. Home prices have risen 39% since January 2020, Horowitz noted, even though the state's population is shrinking. Like many other states, Pennsylvania has underbuilt housing since the 2008 financial crisis, which tanked the housing market.

The “blue wall” states of Wisconsin, Michigan and Pennsylvania have paved the path to the White House for the last two Democratic presidents. Recent discussions have centered on the possibility of an anomaly happening this year with just part of the blue wall breaking its way. “We absolutely are competing to win Michigan,” Harris campaign spokeswoman Lauren Hitt said, noting Harris’ presence there this week. The blue wall states have been pivotal to elect presidents in the last several elections. “Those three, the blue wall states, almost always stay together, but this year it’s an extraordinarily tight race.

Harris looks to ‘paint a picture’ for undecided votersSuburban moderates are far from the only group Harris’ campaign is targeting in the race’s closing days. As the Harris campaign tries to make inroads with men, podcasts like Joe Rogan’s are still under consideration, a source familiar with the matter said. “No matter your party, no matter who you voted for last time, there is a place for you in this campaign,” Harris said last week. She appealed to moderate voters and women in their 2024 primary — including many of the same voters Harris’ campaign is targeting in the race’s late stages. I spoke to voters and a mayor in Northampton, one of two bellwether counties in Pennsylvania. The mayor told me that politics are local — and the election will likely come down to grocery bills. The anxiety abated for a bit when Vice President Kamala Harris replaced him on the ticket and her poll numbers spiked. With Harris' numbers stagnant now for weeks, many Democrats are once again fretting that the election is slipping away and that Donald Trump may yet regain power. Harris appears to be OK with the collective jitters, recognizing that if Democrats fear they might lose, they're more apt to show up at the polls and help her win. Polling shows that neither Harris nor Trump has built a lead outside the margin of error. Claims that Harris is an underdog amount to “a liberal plot to get us overconfident on the Trump side,” he added.

ALBUQUERQUE, N.M. — The way Leader Hakeem Jeffries sees it, House Democrats haven’t held the majority this Congress — but they’ve governed as if they did. Jeffries is hoping to win back the House majority with twin messages of “people over politics” and a promise to curb the chaos of the House GOP.
