He also believes Russia is also betting on “US turmoil” under Trump, hoping internal divisions will “distract” Trump from foreign policy. Zelensky, like the others playing to Trump’s vanity through praise, said: “I appreciate President Trump’s commitment to the ‘peace through strength’ approach in global affairs. Those are the central questions now facing Seoul, as Trump has openly considered downsizing the approximately 28,500 US troops stationed in South Korea. Seoul currently pays $1.13 billion annually for American military forces within its territory, a figure which under an agreement signed Monday is expected to rise to $1.26 billion annually in 2026. Moscow Reuters —French researcher Laurent Vinatier was found guilty by a Moscow court on Monday of breaking Russia’s “foreign agent” laws and sentenced to three years in prison. President Emmanuel Macron has denied that Vinatier worked for the French state and has described his arrest as part of a misinformation campaign by Moscow. “The legislation on ‘foreign agents’ contributes to a systematic violation of fundamental freedoms in Russia, such as freedom of association, freedom of opinion and freedom of expression,” France’s foreign ministry said. “French authorities remain fully mobilized to provide assistance (to Vinatier),” the ministry added. I lived a Russian life and still, even the last four months, I have been living in a Russian atmosphere,” he said, referring to the period since his arrest.

The moment I saw I had an email from my solar company, I knew my nightmare was about to take another unsettling turn. But he didn't know any more than I did about how much longer my solar panels would remain useless. Meanwhile, my solar panels have been sitting on my roof for four months, entirely unused, taunting me from above. AdvertisementI also reached out to California's Contractors State License Board, which regulates solar companies, asking what recourse SunPower's customers had. But it seems ludicrous to buy a solar system that I had no intention of buying in the first place.

By completing cycling’s “Triple Crown” – as this trio of victories is known – Pogačar joins an exclusive club comprised of just Eddy Merckx, Stephen Roche and Annemiek van Vleuten. This season has confirmed the Slovenian’s status as a generational talent since, unusually for a cyclist, he can win races of almost any length and on different terrains. That includes one-day races like the world championships, which require an explosiveness normally sacrificed by Tour de France contenders in favor of the endurance needed to win a three-week stage race. “After many years fighting for the Tour de France and other races I never had the world championship as a clear goal, but this year everything went smoothly already,” Pogačar said afterward. This week, Putin once again rattled the arms-control world by revealing proposed changes to his country’s nuclear doctrine. “In the current version of Russia’s nuclear doctrine, there is no distinction between an aggression by nuclear- and non-nuclear-weapon state,” he wrote. “There are two noteworthy points of departure from the previous 2020 Russian military doctrine,” she wrote on X. “2020 doctrine allowed the use of NW [nuclear weapons] in response to conventional aggression that jeopardizes the very existence of the state. Reuters —Russia appears to have suffered a “catastrophic failure” in a test of its Sarmat missile, a key weapon in the modernization of its nuclear arsenal, according to arms experts who have analyzed satellite images of the launch site. It’s a big hole in the ground,” said Pavel Podvig, an analyst based in Geneva, who runs the Russian Nuclear Forces project. A September 21 satellite image shows a closer view of the launch site after the apparent launch failure. Maxar TechnologiesIISS analyst Wright said a test failure did not necessarily mean that the Sarmat program was in jeopardy. “However, this is the fourth successive test failure of Sarmat which at the very least will push back its already delayed introduction into service even further and at most might raise questions about the program’s viability,” he said.

The investigation sparked debate about free speech and criminal activity online, but the authorities’ concerns weren’t exactly a surprise. Now, Telegram is making some changes in an effort to reduce criminal activity on the platform, Durov said Monday in a post on the app. “If you still manage to find something unsafe or illegal on Telegram Search, please report it to us via @SearchReport,” Durov wrote. “Telegram Search is meant for finding friends and discovering news, not for promoting illegal goods,” Durov said. One person drowned in southwest Poland and thousands were evacuated across the border in the Czech Republic after heavy rain continued to batter central Europe on Sunday, causing flooding in several parts of the region. Rivers overflowed from Poland to Romania, where four people were found dead on Saturday, after days of torrential rain in a low-pressure system named Boris. Some parts of the Czech Republic and Poland faced the worst flooding in almost three decades as towns evacuated thousands. That surpassed a record seen in heavy flooding in 1997, which partly damaged the town and claimed 56 lives in Poland. In Romania, authorities said the rain was less intense than on Saturday, when flooding killed four and damaged 5,000 homes.

President Vladimir Putin has warned Russia would be “at war” with the United States and its allies if they lift restrictions on Ukraine's use of long-range Western weapons. “We are not talking about allowing or not allowing the Ukrainian regime to strike Russia with these weapons,” Putin said Thursday in comments to propagandist Pavel Zarubin. Stefan Rousseau / WPA Pool via Getty Images"This will mean that NATO countries, the U.S. and European countries are at war with Russia," Putin said. Putin added that the Ukrainian army does not have the ability to program long-range missiles or the satellite data necessary for their targeting, relying on NATO military personnel for those tasks. It’s been pleading for that policy to change so it can strike military assets deeper inside Russia that are used to launch attacks on Ukrainian cities.

But it was only when Putin launched his full-scale invasion of Ukraine , in 2022, that Ammosov began to plot the overthrow of his homeland. As I found in months of wide-ranging interviews, everyone aspiring to a new Russian revolution grasps the seemingly impossible odds of their bid to topple Putin. Most applicants live in Russia, Sokolov tells me, but submissions have come from as far away as Uruguay. Pavel Durov, chief executive officer of Telegram, at the Mobile World Congress in Barcelona, Spain, on Tuesday, Feb. 23, 2016. The boss of messaging platform Telegram said late Thursday that charges against him by France are "misguided," in his first public comments since being detained in the country nearly two weeks ago. He cannot leave French territory and has to report twice weekly to a police station, prosecutors said last week. In his first public comments on the situation, Durov said Thursday that France's decision to detain and charge him was based on a "misguided approach. "Using laws from the pre-smartphone era to charge a CEO with crimes committed by third parties on the platform he manages is a misguided approach."

Durov was arrested at a Paris airport amid an investigation into suspected offenses related to criminal activity on Telegram, according to French prosecutors. Telegram, which Durov said had 950 million users, is used both as an everyday messaging tool and a way work around authoritative governments – but White supremacist groups and Isis also favor it. In the Telegram post Thursday, his first since his arrest, Durov acknowledged that the app’s “abrupt increase” in users caused growing pains that made it easier for criminals to abuse the platform. Durov noted the app refused to hand over “encryption keys” to Russia, resulting in a ban there. The app also was banned in Iran after the app refused to block channels used by protesters, he said.

Telegram's refusal to share information with investigators when required by law has also been noted in the French investigation.
