The Philippines will continuously deploy vessels in the contested Sabina Shoal in the South China Sea, its coast guard said on Monday after a Philippine ship returned to port after a five-month deployment there. The PCG's vessel, Teresa Magbanua, was deployed to Sabina Shoal in April to monitor what Manila suspects to be China's small-scale land reclamation activities in the area. Sabina Shoal, which China refers to as Xianbin Reef and the Philippines as the Escoda Shoal, lies west of the Philippine province of Palawan, within the country's exclusive economic zone.

Four Chinese maritime militia vessels were also present near the shoal, the PCG said. Located within the Philippines' exclusive economic zone (EEZ), Scarborough shoal is also claimed by China, making it one of Asia's most contested maritime features and a flashpoint for flare-ups. The PCG said its vessel was in the area to protect Filipino fishermen "from further harassment" in their traditional fishing ground. China claims almost the entire South China Sea, a conduit for more than $3 trillion in annual ship commerce.

Yet while European firms have buried power lines underground to avoid damage from storm and fires, American utilities have generally balked. The firm said a second fire began in the same area several hours later, after the utility had turned off local power lines. Separately, Hawaiian Electric Industries, the parent company of Hawaiian Electric, said on Aug. 24 it had suspended its dividend. The company said HEI had withdrawn $170 million and Hawaiian Electric had withdrawn $200 million from their existing revolving unsecured credit facilities to strengthen their balance sheets.

MANILA, May 14 (Reuters) - The Philippines has placed navigational buoys within its exclusive economic zone (EEZ) to assert sovereignty over the disputed Spratly islands in the South China Sea, a coast guard spokesperson said on Sunday. The step comes amid China's increasingly aggressive actions in the South China Sea as Philippines President Ferdinand Marcos Jr pursues warmer ties with treaty ally the United States. In May 2022, the coast guard installed five navigational buoys on four islands in the Spratlys. China's claim of sovereignty over almost the entire South China Sea was invalidated by an international arbitration ruling in 2016. Beijing has for years deployed hundreds of coast guard and fishing vessels in disputed areas.
