Target and other retail chains have warned of widespread theft. But the increase in shoplifting appears to be limited to a few cities, rather than being truly national. In most of the country, retail theft has been lower this year than it was a few years ago, according to police data. There are some exceptions, particularly New York City, where shoplifting has spiked. But outside New York, shoplifting incidents in major cities have fallen 7 percent since 2019, before the Covid pandemic.

In the early days of the pandemic, Jonathan Travis and his friend Ethan Rafii were visiting another friend’s country house outside New York City when they began to dream big. What if they pooled their resources and bought a shared house together? “To be candid, we were having a mushroom experience,” said Mr. Rafii, 38, who works in finance and is a partner in Kettl, a Japanese tea company. The projects will cost nearly $298 million and are designed to protect some of the region's most vulnerable communities. Both projects were formulated by the group Rebuild By Design, which was initiated by the U.S. Department of Housing and Urban Development in 2013, and New Jersey environmental officials. It calls for building 9,000 linear feet (about 1.7 miles or 2.7 kilometers) of flood walls, installation of flood gates and construction of berms and levees. They include planting more grass, trees and vegetation in urban areas to absorb rainfall and allow less runoff to flood streets and storm sewers.
