CNN —Israel’s government has approved a large land seizure in the occupied West Bank – the biggest since the 1993 Oslo Accords set out a path for peace between Israel and the Palestinians, according to the Israeli rights group Peace Now. The declaration covers a 1,270 hectare (3,138 acre) section of the Jordan Valley in the eastern West Bank near Jericho, the document from the Civil Administration shows. As CNN has reported, the Israeli government has been looking to “strengthen” Jewish settlements in the occupied West Bank after several countries unilaterally recognized a Palestinian state. The Palestinian Authority, which administers some areas of the Israeli-occupied West Bank, told CNN on Sunday that it has not yet received the funds from Israel. But after the first Arab-Israeli war, Jordan took control of the West Bank, and Jerusalem became divided between Israel and Jordan. CNN —Israeli Finance Minister Bezalel Smotrich has spoken about preventing the occupied West Bank from becoming a part of an independent Palestinian state, according to leaked audio of a speech he gave earlier this month. Smotrich, a leading far right member of Prime Minister Benjamin Netanyahu’s cabinet, said the way to prevent a Palestinian state that would endanger the state of Israel was to develop Jewish settlements. Israel’s Supreme Court defines Israeli control over the West Bank as a temporary military occupation rather than the annexation of territory under a civilian administration. But Smotrich, who lives in a settlement himself, has opposed the creation of an independent Palestinian state. The official position of the government is that the status of the West Bank is subject to future negotiations.

CNN —Europe has struggled over the Middle East for a very long time. The decision by Ireland, Spain and Norway to recognize a Palestinian state tells us more about the domestic politics of those countries than anything else. In Ireland, Spain and Norway, support for a Palestinian state chimes with the broader electorate and is unlikely to receive any political blowback. European countries simply do not have a huge amount of influence in this area. That isn’t to say Europeans didn’t care about the Middle East, specifically the Palestinian cause.

The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. The United States blocked the U.N. Security Council on Thursday from moving forward on a Palestinian bid to be recognized as a full member state at the United Nations, quashing an effort by Palestinian allies to get the world body to back the effort. The vote was 12 in favor of the resolution and one — the United States — opposed, with abstentions from Britain and Switzerland. The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. CNN —Walid Daqqa, one of the longest-serving Palestinian prisoners in Israel, died of cancer on Sunday at the age of 63 after almost four decades of incarceration. At the time of his death, he was the longest imprisoned Palestinian in Israel, with the second longest sentence served overall, according to the Palestinian Prisoners Society. Born in the Israeli town of Baqa al-Gharbiyye in the northern “triangle” region, Daqqa was a Palestinian citizen of Israel. Daqqa was not convicted of carrying out the murder but of commanding the group, which he denied, Amnesty said. After his death, a tent set up for mourners to gather on Monday in Baqa al-Gharbiyye was stormed by Israeli police, according to a statement from the Palestinian Prisoners Society and CNN video.

CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned. Hamas, which is fighting a war with Israel in Gaza that has killed more than 30,000 people in the enclave, is attending the talks, according to Russian media. Analysts say that Hamas joining the PLO would be a significant development, given that it could potentially unify the Palestinian factions and create a consensus cabinet. Despite the PLO’s recognition of Israel, Hamas joining the bloc wouldn’t mean that it would automatically acknowledge it, he added. Moscow had offered to mediate between Hamas and Israel soon after the war started, touting its ties to all regional stakeholders.

CNN —Palestinian Authority Prime Minister Mohammed Shtayyeh and his government have submitted their resignations, he announced Monday. The resignation comes as the Palestinian Authority (PA), which is seen as corrupt, comes under intense pressure from the United States to reform and improve its governance in the Israeli-occupied West Bank. The PA was set up in the mid-1990s as a temporary government pending Palestinian independence after the Palestine Liberation Organization signed the Oslo Accords with Israel. It is headquarters in the occupied West Bank city of Ramallah and exercises nominal self-rule in parts of the territory. Israel has rejected the prospect of the PA returning to Gaza after the war, and has dismissed the idea of establishing a Palestinian state in the territories.

Under the Oslo Accords peace agreement, the West Bank has been split into three distinct areas, depending on who is in charge. On Thursday, the State Department announced the first round of sanctions targeting Israeli settlers accused of perpetrating violence in the West Bank. There are more than 450,000 Jewish settlers in the occupied West Bank. Settlers in the West Bank fall under Israeli civilian rule and have their own road and transportation networks, while Palestinian residents fall under Israeli military rule, are forced to go through Israeli military checkpoints, and are largely barred from entering Jewish settlements. And in Area C, which is 60% of the West Bank, Israel retains full security and administrative control. The report rejected the applicability of the Fourth Geneva Convention to the West Bank, arguing that the West Bank was never a legitimate part of any Arab state.

Obstacles have long impeded the two-state solution, which envisages Israeli and Palestinian states alongside each other. Is there any way to bring an end to this war and open a path to lasting peace? There is a perfectly reasonable, though extremely difficult and perhaps unrealistic solution. It might have expected Arab countries having diplomatic relations with Israel to sever them. And yet, this could be a moment for Arab leaders to step in with an act of heroism. Allowing Hamas leaders to survive in exile, bringing the PA and perhaps the UAE to Gaza is hardly risk-free.

This board has called many times for an independent Palestinian state alongside Israel, and we have called for mercy and reason in the current conflict. It is also noteworthy that the Palestinian Authority under Mr. Abbas has largely stayed clear of the Gaza eruption. Israel is the dominant power here, and in the current conflict, Israel will once again need to be first to move toward the establishment of a Palestinian state. Holding Israel’s leaders to account in no way lessens the responsibility that Hamas and Palestinian Islamic Jihad bear for the present suffering in Gaza. Hamas’ unwavering commitment to armed struggle and violence allowed the Israeli right to paint the entire Palestinian national movement as hopelessly extreme. He reportedly said that this was part of Israel’s strategy — to isolate the Palestinians in Gaza from the Palestinians in the West Bank. But the old, infirm and chain-smoking politician, who at least has time and again proven his unwavering rejection of violence as a Palestinian national strategy, represents exactly this trend among Palestinians. The Biden administration appears to understand the challenge in theory, but how much they can or will do to implement such a revised policy towards the Palestinian political scene is uncertain at best.

The photograph tells us nothing about whether or how these children are related. Hundreds of Israeli hostages, including children, are believed to be held in Gaza by Hamas, their families desperate for their safe release. It is a rare thing for mainstream news organizations to publish graphic images of dead or wounded children. There is nothing quite so devastating as the image of a child whose life has been snuffed out by senseless violence. And so the slaughter in Maine reminded me of another image from Gaza, one you may have seen on social media.
