Oleksiy Goncharenko, a Ukrainian lawmaker, told CNBC Tuesday that it was too early in the counteroffensive to make a judgment call.

Anders Fogh Rasmussen, chair of Rasmussen Global and former Secretary General of NATO, told CNBC Tuesday that "we are much too slow."
