FULLERTON, Calif. (AP) — A driver who plowed into a crowd on a Southern California sidewalk in 2019, injuring nine people, was convicted Thursday of hit-and-run crimes, but jurors deadlocked on a charge of driving under the influence of drugs. A mistrial was declared over the DUI charge in the trial of 27-year-old Christopher Solis, the Orange County Register reported. Several victims were trapped under the truck until bystanders lifted the pickup and pulled them free. Jurors convicted him of hit-and-run causing injuries, hit-and-run causing property damage and being in possession of a drug. The Orange County District Attorney's Office didn't immediately indicate whether it would retry Solis on the DUI charge.

(AP) — The University of North Carolina graduate student charged with fatally shooting his faculty adviser has been found unfit for trial after two mental evaluations, a judge ruled Monday. Tailei Qi, 34, is accused of killing associate professor Zijie Yan in a science building at the state’s flagship public university on Aug. 28. He is being held without bond on charges of first-degree murder and misdemeanor possession of a firearm on educational property. Orange County Superior Court Judge Alyson Grine said Monday that two separate mental evaluations found Qi likely suffers from untreated schizophrenia. An autopsy released earlier this month showed that Yan had been shot multiple times in his office in Caudill Labs.

CNN —A Southern California man accused of shooting and killing a homeless man he woke up for blocking a sidewalk captured the shooting on video, according to the Orange County district attorney. The sleeping man awoke and began yelling at Elliot to get away from him, the release said. Elliott, who was charged with felony voluntary manslaughter and felony enhancement of personal use of a firearm, is accused of grabbing a handgun from his pushcart, according to the release. Authorities said in the release that a video taken by Elliot shows Avalos standing up and throwing a shoe at Elliot, who then ducks to avoid the shoe. Seconds later, according to the release, the video shows Elliot shooting Avalos three times.

SANTA ANA, Calif. (AP) — A male nanny who worked for families across Southern California was convicted Tuesday of sexually assaulting 16 young boys in his care and showing another boy child pornography, prosecutors said. Matthew Antonio Zakrzewski was arrested in May 2019 after a couple told Laguna Beach police he touched their son inappropriately. More alleged victims were identified, and Zakrzewski was ultimately charged with 34 felonies, including lewd and lascivious acts with a minor. A jury convicted the 34-year-old on all counts, according to the Orange County District Attorney's Office. “These young boys were forced to endure unimaginable terror as a result of the ultimate betrayal by a babysitter,” said District Attorney Todd Spitzer said in a statement.

A graduate student at the University of North Carolina at Chapel Hill has been charged in the fatal shooting of one of his professors on Monday, a killing that spread fear across the campus and forced an hourslong lockdown, according to court documents. The student, Tailei Qi, 34, was charged with first-degree murder and possession of a firearm on educational property in the killing of Zijie Yan, an associate professor in the applied physical sciences department, inside a campus lab, according to court documents filed in Orange County Court in Hillsborough, N.C.Mr. Qi made a brief appearance in court on Tuesday afternoon and was ordered held without bond until his next court appearance on Sept. 18. He did not enter a plea. The public defender who represented him did not immediately respond to an email and phone call seeking comment. Court documents did not describe a motive for the shooting, and Jeffrey L. Nieman, the Orange County district attorney, declined to comment on what might have led to it.

WASHINGTON, Oct 13 (Reuters) - The U.S. Justice Department on Thursday released a scathing new report which found that prosecutors and sheriffs in Orange County, California had improperly used a jail house informant program in ways that routinely violated the constitutional rights of criminal defendants. The 63-page report caps a nearly six-year civil rights investigation, known as a "pattern or practice" probe, by the Civil Rights Division into the Orange County District Attorney's Office and the Orange County Sheriff's Department. Although the investigation focused on prior misconduct, the report said that to this day, Orange County has still not corrected all of the problems. "Restoring trust in Orange County law enforcement will require recognition and remediation of the harms caused by the law enforcement practices described in this report," the report says. It adds that although Orange County has taken some steps to better handle its informant program and provide better disclosures to defendants, "more work remains to be done."
A California driver was charged with fatally mowing down a man whom she accused of trying to run over a cat, authorities said Wednesday. Hannah Star Esser, 20, was charged with murder and is being held on $1 million bail in the Sept. 25 encounter in Cypress, a Southern California suburb southeast of Los Angeles, the Orange County District Attorney’s Office said in a statement. Prosecutors say Esser confronted Luis Anthony Victor, 43, because she believed he was trying to hit a cat with his car. In a statement, Orange County District Attorney Todd Spitzer described the killing as a "random act of violence targeting a stranger." She is scheduled to be arraigned Oct. 13 and could face 25 years to life in prison.
SANTA ANA, Calif. — A 25-year-old man has been charged with pepper spraying women in hate attacks in Southern California, prosecutors said Tuesday. Johnny Deven Young faces multiple charges including assault and illegal use of tear gas with enhancements for using a deadly weapon and hate crimes, the Orange County District Attorney’s office. Prosecutors said Young posted videos of himself pepper spraying and harassing women online and declared himself a so-called “incel,” a member of an online community of men who call themselves involuntary celibates and express rage against women. “These charges send a very strong message to that entire community that we will not tolerate violence against women in any form,” District Attorney Todd Spitzer said in a statement. Young was arrested in San Mateo County and returned to Orange County, where he appeared in court on Monday.
