As tensions soar over the Israel-Hamas conflict, U.S. and coalition troops have been attacked at least 19 times in Iraq and in Syria by Iran-backed forces in the past week. The U.S. has been the largest single source of assistance to Kyiv since Russia invaded Ukraine in February last year. "The unwavering bipartisan support for Ukraine in the United States is incredibly encouraging for all of our warriors and for our entire nation," Zelenskiy wrote on Friday on X, formerly known as Twitter. The PEACE (Public Expenditures for Administrative Capacity Endurance) in Ukraine project has been the World Bank's flagship financing instrument for Kyiv during Russia's war on Ukraine. "In 2023, Ukraine has already received $10.9 billion in direct budget support from the United States in the form of grants," the finance ministry said. The project aims to compensate state budget expenditures in the social and humanitarian spheres, and is not intended for security or defence, the ministry said. The U.S. government has this year allocated $10.9 billion to finance Ukraine's state budget, it said.

Agreement on the new spending target was one of the outstanding issues ahead of a two-day NATO summit on Tuesday and Wednesday next week in Vilnius. NATO Secretary-General Jens Stoltenberg intended to make NATO's current military spending target of 2% of national GDP a minimum requirement rather than a goal to aim for. The goal was set in 2014, when NATO leaders agreed to increase spending towards 2% of their GDP on defence within a decade. Bringing up the rear are Canada, Slovenia, Turkey, Spain, Belgium and Luxembourg, whose defence spending was under 1.4% of GDP.

The Brussels bombings’ trial has clear links to the French trial over the November 2015 Paris attacks. Six of the Brussels accused were sentenced to jail terms of between 10 years and life in France in June, but the Belgian trial will be different in that it will be settled by a jury not judges. NATO Secretary General Jens Stoltenberg said on Wednesday that the missile, which killed two people in Poland near its border with Ukraine on Tuesday, was probably a Ukrainian air-defense missile which missed its mark. "Our preliminary analysis suggests that the incident was likely caused by a Ukrainian air defence missile fired to defend Ukrainian territory against Russian cruise missile attacks," Stoltenberg said. "The possibility that the missile falling on Poland was not a Russian missile but a Ukrainian one changes very little," Reuters reported her as saying.
