With so much at stake, CNN has identified 10 races to watch on Tuesday – grouped into buckets that nod to broader themes across the House landscape. Democratic Rep. Abigail Spanberger decided against seeking a fourth term, instead launching a campaign for governor in 2025. Democratic Rep. Jared Golden has crafted a moderate profile by challenging his party on issues ranging from spending to immigration. This year she faces a challenge from GOP state Rep. Gabe Evans, a fellow Mexican American and a former Army helicopter pilot and police officer. GOP Rep. Zach Nunn, an Air Force officer, was first elected in 2022 – defeating Democratic Rep. Cindy Axne by about 2,000 votes.

Likely voters in Georgia divide 48% for Trump to 47% for Harris, and in North Carolina, Harris stands at 48% to Trump’s 47%. North Carolina, which narrowly supported Barack Obama in 2008, has voted Republican in the past three presidential elections. While the polls find similar political environments in Georgia and North Carolina overall, there are some significant differences. In both states, Harris leads among Black likely voters (84% to 13% in Georgia, 78% to 19% in North Carolina) and voters with college degrees (55% to 39% in Georgia, 53% to 42% in North Carolina). Interviews were conducted October 23-28, 2024, online and by telephone with registered voters, including 732 voters in Georgia and 750 in North Carolina.

CNN —Vice President Kamala Harris and former President Donald Trump are tied among likely voters in North Carolina, while Harris holds a comfortable lead in Nebraska’s 2nd Congressional District, according to two new CNN polls conducted by SSRS. In North Carolina, Harris and Trump stand at 48% each among likely voters. In Nebraska’s 2nd District, the so-called blue dot encompassing Omaha, Harris has 53% to Trump’s 42%, the poll finds. An 86% majority of Democratic likely voters and 69% of independent likely voters favor keeping the current system, while 69% of GOP likely voters say they’d rather move to a winner-take-all system in the state. But just 41% in North Carolina say they’re very confident, rising to a 59% majority in Nebraska’s 2nd District.

Washington CNN —The Harris campaign is launching a new abortion-focused ad Thursday, capitalizing on what officials believe was one of the most pivotal exchanges between Vice President Kamala Harris and former President Donald Trump during Tuesday’s presidential debate. Harris’ team prepared the vice president to confront Trump on nationwide abortion restrictions. The newly released ad includes both candidates’ responses on abortion on the debate stage. Harris, in response, ran through personal stories of women struggling to get health care while navigating abortion restrictions. Biden became the first Democrat to win Georgia since 1992, when he defeated Trump by less than 12,000 votes. A Washington Post/ABC News/Ipsos poll released this week found 47% of Black voters said Biden should continue his campaign, compared to 49% who said he should cede the nomination to someone else. A recent Pew Research Center survey found that among Biden supporters, 58% of Black supporters said both Biden and Trump ought to be replaced, compared with 84% of Asian supporters, 74% of White supporters and 67% of Hispanic supporters. Support among Black voters has long been the make or break point for Democratic politicians. In 2008, Black voters helped Barack Obama win the Democratic nomination and their high voter turnout helped him carry states like Ohio and North Carolina.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.

As he emerges victorious from the Republican primary race, Trump faces considerable challenges both inside and outside the political arena. CNN —It won’t suck up anywhere near the oxygen of the presidential election, but the race for the US House of Representatives may be the most exciting campaign to watch in 2024. But in the House, Republicans’ shrinking majority has underscored the importance of the balance of power in Washington. House Republicans currently control 219 seats to Democrats’ 212, with four vacancies. Santos was expelled from the House last year, but he’s not absent from the race. The Biden reelection campaign is rejecting the political organizing model that Obama used during his campaign for a second term in 2012, in which Obama largely shunned the Democratic National Committee and opted instead to set up his own vast electioneering machine. Several top DNC officials at the time complained that they were ignored by Obama, while state parties complained they were starved for resources. “One of the big challenges in 2012 was a national competition and rub between (Organizing For Action) and the state parties. Jim Messina, Obama’s 2012 campaign manager, previously told CNN that he believes the Obama campaign spent too much too early. CNN —A wave of departures by election officials in key states risks adding new stress to the nation’s election system ahead of next year’s presidential contest, voting rights groups and several state election chiefs warn. The growing alarm over the resignations and retirements comes as officials say election workers continue to face a barrage of threats and harassment and partisan interference in their duties, first ignited by false claims of a stolen White House election in 2020. In King County, Washington – which includes Seattle – Julie Wise, the county election director, recalled receiving a letter over the summer with a rant about elections. Election watchdogs say more action is needed – including boosting federal funding and extending a federal law that criminalizes the release of restricted personal information about federal workers to cover election officials. Brinson Bell began tracking the departures when she became the state’s election chief that year.
