CNN —The US military completed its withdrawal from Niger on Sunday, US Africa Command announced in a news release. The US had previously said that the withdrawal would be complete by September 15. The withdrawal comes months after Niger’s military government — which took power in a coup in 2023 — ended an agreement signed with the US that allowed military personnel and civilian staff from the Department of Defense to operate in Niger. A Niger military spokesman said in March that the agreement “is not only profoundly unfair in its substance but it also does not meet the aspirations and interests of the Nigerien people.”The announcement was made just days after a US delegation visited Niger in March. Those concerns were only furthered when, weeks after Niger announced the end of its military agreement with the US, Russian forces were operating out of the same military base as US troops in the country.

The US priority was first to remove sensitive equipment from Niger, a source familiar with the matter said. Much of the US military and equipment has been in Niamey at what’s known as Base 101. A source confirmed this flight was to withdraw military equipment and some personnel. The relationship between the US and the military junta grew increasingly strained as Biden administration officials called for a clear path to free and fair elections. The US was also forced to wait for the Nigerien military junta to approve flight clearances to withdraw personnel and equipment, an agreement which was only reached last month.

Niger’s military government announced in March that it had ended an accord with the US that allowed military personnel and civilian staff from the Department of Defense to operate in the country. The US delegation met with Niger’s ruling military junta last week to try to reach an agreement that would allow for the secure withdrawal of US forces and for clearances for military flights. The delegations also established procedures to facilitate the entry and exit of U.S. personnel, including overflight and landing clearances for military flights,” the joint statement said. Rebuffing the calls, the military junta instead began partnering more with Russia, whose forces are now operating at the same base from which US forces are withdrawing.

Anderson, met in Niamey, Niger’s capital, this past week with representatives of Niger’s military, led by the army chief of staff, Col. Maj. Mamane Sani Kiaou, the statement said. The meeting was meant “to coordinate the orderly and safe withdrawal of U.S. forces from Niger,” it added. The statement, released by the Pentagon, also said the two militaries had established procedures to ease the entry and the exit of U.S. personnel, including flight and landing clearances for military planes. Niger has balked at approving some of those clearances in recent months, American officials said.

They also raised questions about the future of Air Base 101 and whether it would be ceded to the Russians, CNN previously reported. Reuters first reported that the Russians troops had entered Air Base 101. Russian media reported on April 11 that Russia was sending equipment and 100 military trainers to Niger, though one of the sources said Russian troops were in the country well before April. More than half of the US troops stationed at the French military base in Chad’s capital, N’Djamena, have now left the country and relocated to Germany.

The junta had wanted Niger’s former ambassador to the United Nations, Bakary Yaou Sangare, who was made foreign minister after the coup, to speak on its behalf at the General Assembly. WASHINGTON (AP) — The Pentagon said Thursday that it has not restarted counterterrorism operations in Niger, a day after the head of U.S. airpower for Europe and Africa said those flights had resumed. Gen. James Hecker, responding to a question from The Associated Press at a security conference Wednesday, said the U.S. military has been able to resume some manned aircraft and drone counterterrorism operations in Niger. In the weeks since, the approximately 1,100 U.S. forces deployed there have been confined inside their military bases. And we’re able to do some of our surveillance operations primarily for force protection in the area. The bases are a critical part of America’s overall counterterrorism efforts in West Africa.

NIAMEY (Reuters) - The junta in Niger on Tuesday said it would end a military pact with neighbouring Benin, accusing it of authorising the deployment of troops on its territory for a possible military intervention against Niger by the West African regional bloc. The junta in a statement read on national television said Benin had "authorised the deployment of soldiers, mercenaries, and war materials" in the context of the possible ECOWAS intervention. As a result the new Nigerien authorities "decide to renounce the military cooperation agreement (with Benin)," it said. ECOWAS has not shared any details about possible deployments and Niger last week said talks with the bloc continued. Nigerian President Bola Tinubu, who holds ECOWAS' revolving chairmanship, has suggested that a nine-month transition back to civilian rule could satisfy regional powers.

Ultimately, as many as half of the 1,100 troops stationed in Niger could be pulled from the country, two officials said. A final decision to withdraw troops from Niger has not yet been made, the officials said, and the number of troops that could leave has not been determined. But a transfer of troops from one base to another could compel the military to pull some troops from Niger. The removal of some troops from Niger could start in the coming weeks, one official said, and the pace at which it happens depends on conditions on the ground. In addition, some troops from Air Base 101 near the capital of Niamey would relocate to Air Base 201 in Agadez.

On July 26, as a military coup was underway in the West African nation of Niger, the airwaves of Télé Sahel, the state television station, filled with upbeat music videos praising the military. Some of these videos had been circulating for years, but since a group of generals toppled the democratically elected president in July, Niger has witnessed a revival of both old and new military propaganda, now remixed for the TikTok era. Fear and respect toward the military are also deeply entrenched within the society, analysts said. It is not clear how many Nigeriens support the military takeover. Among throngs of men assembled in front of the country’s national assembly, the green and orange Nigerien flags, raised fists and defiant messages against Western countries provided an ideal backdrop for their new song, “Niger Guida,” or “Niger My Home” in the Hausa language.

Anti-French sentiment has risen in Niger since the coup but soured further last week when France ignored the junta's order for its ambassador, Sylvain Itte, to leave. Reuters reporters said it was the biggest gathering yet since the coup, suggesting that support for the junta - and derision of France - was not waning. France had cordial relations with ousted President Mohamed Bazoum and has about 1,500 troops stationed in Niger. On Friday, French President Emmanuel Macron said he spoke to Bazoum every day and that "the decisions we will take, whatever they may be, will be based upon exchanges with Bazoum." West Africa's regional bloc ECOWAS has slapped sanctions on Niger and threatened military action as a last resort.

A video of soldiers from Burkina Faso browsing an arms exhibition at the July 2023 Russia-Africa Summit in St Petersburg is being falsely claimed online to show personnel from Niger. “Niger Republic Army showing readiness as they jet to Russia to acquire weapons to speak to ECOWAS soldiers in a language they will understand. There is no evidence that the soldiers in the video are with Niger’s military. Part of the video was filmed by Russia state-owned network Zvezda TV, which also said it showed Burkinabe soldiers examining weapons at the July 27-28 meet (here) (here). The video shows soldiers from Burkina Faso, not Niger.
